Theoretically, it should be, whether you mean am. or pm.When the sun shines right over your head, that is 12 pm. Right at that instant, for each degree of longitude shift towards east, you add four minutes. For west, you subtract. Until you reach the international deadline.Now, to confuse matters, each degree of division in longitude is divided into 60 MINUTES which is divided into 60 SECONDS. I am writing capital to distinguish them from the units of time.So to get a time difference of one minute, you have to move 15 MINUTE by longitude.To get a time difference of one second, you have to move 15 SECONDS by longitude.Now, the sun is always shining perpendicularly somewhere. Let's say right on the top of the Statue of Liberty. Hence theoretically, it is 12 pm there. To get 5 pm. you have to move 75 degrees east from Statue of Liberty. That will be nearly on the Greenwich meridian, somewhere in Spain I guess if you don't move across latitude. To get 5 am, you have to move 105 degrees west. That will be almost on the international date line.However, obviously the clock times do not follow this accuracy. So a standard time is adapted for a country or region. It is not convenient to have a different time zone for your home, school, work or the friend who lives a few miles out west. The minimum unit of quantisation in standard time zones is 15 minutes. So unless it is either quarter, half, three quarters or a full-hour according to your time zone, the clocks are not 5 pm. anywhere else.Someone having better knowledge of astronomy of the sun can actually define five p.m. somehow with the angle of the sun as seen from a point.
