I'm not sure I understand your question, did you not graduate HS? There are academic requirements for NCAA from overseas, do you know what yours are?You don't "apply" to get a scholarship for basketball, you have to be recruited for NCAA Basketball, especially D1. The competition is beyond steep (less than 1/10th of 1%), so first and foremost you need to be an exceptional basketball player.If you are exceptional, I would reach out to an assistant coach at a school you think you are able to play at, and send them game film (because they won't have time to help you unless you are a viable recruit for them) and then present them your situation, so they can get their compliance officer involved to investigate your situation and see if you have the eligibility to play.The NCAA does have some exceptions for late starters, such as military or religious service, medical hardship waivers (of which i was a recipient), and other ways, to regain eligibility. So I would really recommend talking to someone who works in compliance. Every athletic department has one. If you can't get ahold of a coach, you might want to look up the compliance person on the staff directory at any NCAA university's sports website, and call/email them directly.If this fails, I would consider the non-NCAA route: NJCAA, NAIA, NCCAA. When I was playing in Junior College, prior to transferring to IPFW where I finished out as a D1 NCAA athlete, I played against a woman who was 36 years old and competing at a NJCAA D1 school. So there is a place to play, it just might not be under the bright lights of NCAA D1 basketball.

You are no longer eligible to participate in high school sports once you end your affiliation with said school I.e. graduation, dropping out. Most states have statues that allow home schooled children to participate in sports for their home district. Other than that once you graduate you are eligible for college enrollment therefore you are eligible to participate in college sports via NCAA, NJCAA or NAIA schools and no longer eligible to play High School sports.
