The green-eyed monster?!Apparently Center believes that the Mayor of Kolkata is well-equipped to represent his area but the CM of Delhi who is also scheduled to address a couple of meetings is not qualified to go.The West Bengal Urban Development Minister has received the required sanction from the Ministry of External Affairs (MEA) to attend the C40 Cities Climate Summit in Copenhagen, Denmark, even as Delhi Chief Minister Arvind Kejriwal was yet to receive clearance for the same, Delhi government sources claimed on Monday.According to sources, Mr. Kejriwal is scheduled to depart from New Delhi on Tuesday, October 8 at 2 pm .But, given lack of required sanction from the MEA, his visit not only hangs in the balance but the MEA, allegedly, continues to remain non-responsive on the issue despite attempts by the Delhi government to reach out to it.In the meantime, Delhi government sources claim, other participants such as West Bengal Urban Development Minister Firad Hakim are better placed compared to the Delhi Chief Minister.“Mr. Hakim, who is also the Mayor of Kolkata, received MEA clearance to travel to Denmark on September 30,” the Delhi government source claimed. Pakistan approached UNSC to seek a resolution, which, if issued, would help them to prove that since third party is involved, Kashmir is no longer a bilateral issue.In UNSC when a resolution is presented, the permanent and non-permanent members votes in favour or against the resolution and the voting ultimately decides whether such resolution is to be passed or not.UNSC has USA, UK, France, China and Russia as 5 permanent members out of which if any one vetos, the resolution stands disapproved.Apart from 5 permanent members there are 10 non-permanent members which keeps on changing in every 2 years. Right now as I am writing this answer the non-permanent members are Belgium (2020), Côte d’Ivoire (2019), Dominican Republic (2020), Equatorial Guinea (2019), Germany (2020), Indonesia (2020), Kuwait (2019), Peru (2019), Poland (2019), South Africa (2020).Out of the 10 non-permanent members, one, after some time, gets the presidency of UNSC. If any resolution needs to be passed through UNSC via voting, it first needs to get approval from the president country. The role of president country is to scrutinize and find out whether UNSC is required to address the issue. Upon approval from the president country the resolution reaches the voting desk of UNSC.Hence Pakistan had approached Poland (president country) and requested them to take up the Kashmir issue and pass a resolution on it in UNSC. But Poland here, outright rejected the proposal of Pakistan and instructed Pakistan to resolve it directly with India in a peaceful manner, since it is a bilateral issue.This was a BIG diplomatic failure of Pakistan, that they didn’t even get a chance to present their resolution in UNSC, since it got outright rejected and couldn’t even reach the UNSC voting desk.Now, if suppose, Pakistan had tweaked the resolution a bit and presented in a manner to show some Human rights violation in Kashmir, or some other problem. And lets assume that Poland would have agreed, to present it to UNSC voting desk, then too, Russia, the permanent member would have vetoed the resolution.After the abrogation of Article 370, Russia had openly stated that, whatever India had done, was done according to their constitution and nothing is illegal or unconstitutional in J & K matter.Edit 1:China supported Pak’s letter and asked UNSC to consider the request. UNSC agreed and planned a closed door meeting in UNSC for discussions on J&K. It is extremely rare for the UNSC to discuss Kashmir. The last time there was a full UNSC meeting on the Himalayan region was in 1965.According to me since the recommendation has came through China, a permanent member, the request this time could not be let down and UNSC had out of respect accepted to have a closed door meeting. The meeting is likely to take place in New York on this on August 16, 2019 at 10 am local time (7.30 pm IST).Edit 2:The outcome of the meeting was as expected, J&K is India and Pakistan's bilateral issue, and they need to resolve it bilaterally. India asked Pakistan to stop terrorism first in order to start talks.So, despite of the meeting, Pakistan gained nothing, and status quo is maintained, which I guess they also knew it. And I need a software to help my business. I had two choices: hire a software engineer or write the software myself. I choose the later.At first I was thinking that I can finish the project in 2 months. It wasn't a huge undertaking and I have libraries I needed. Then I made the requirement and design of the software and started to work right away.However I forgot to take this into account: I have to work part time on the software. I had meeting to attend, managing cash flow, dealing with problems at office, so I often forgot to touch the software for many days.I've been working in that project since 2016 and it hasn't finished yet. Had I only made the requirements and design then hire a software engineer, it should be finished long time ago! Saving my time and money.So in your case, hire a software engineer even if you are a software engineer!
