Much Simpler & Faster Online Process (Updated February 2017)My experience was with KR puram RTO without using any broker or agent. Now that the process is centralized, I believe this procedure can be applied across all RTOs.Step I: Online Application (20 mins)The home page for license application is https://parivahan.gov.in/sarathiservice/sarathiHomePublic.do. This is a user friendly website and has all necessary links for the required steps as given below.1.LL Application:Clicking on “Apply online – New Learner’s license” should take you to New LL Stage Details. Select new driving learning license and fill the form in the next page. (If you need license for car & 2 wheeler, you need to select both LMV and MCWG in the “Class of vehicles”) Make sure all personal details match with the document proofs.Once the form is submitted, you will get an acknowledgement and receive a sms on your mobile with the application number. You can take a print out of the completed form (Captioned as Form 2).Paste your photograph and fill in any missing details including CMV Form 1 and sign where required. You need to scan or take a picture of filled-in CMV Form 1 (along with annexures, if applicable) for uploading later.Tip : If you are 40 years or older (and / or) require a commercial yellow board license, then you may need to undergo a medical test and submit a fitness certificate as a part of Form 1 above. (Depending upon your RTO, you can also get a medical certificate near RTO office for about Rs 50 to 100)2. Uploading documents:The next page will have options to upload the required documents. Online form dropdown menu in that page shall give you the list of eligible documents. You basically need to upload scanned copies of three types documents (in pdf or jpeg format and size less than 1 MB).(i) Age Proof – Common documents include any one of PAN Card, Passport, School Certificate or Birth Certificate(ii) Address Proof – Common documents include any one of Passport, Voter id card, Electricity Bill, BSNL/MTNL Bill, Rental agreement. If you are staying at a temporary address, please upload the rental agreement with your name on it and the latest electricity bill with the name of the owner (merged into a single pdf document). You won’t get an option to upload your permanent address proof and it is recommended that you carry it while you visit the RTO.(iii) Form 1 (self-declaration) – This is the scanned copy of the CMV Form 1 as mentioned above.Tip : You can get the entire list of documents or procedure by visiting the official link https://sarathi.nic.in:8443/nrportal/sarathi/HowTo/howtoLL.pdf.3.Uploading photo & signatureYou need to upload your latest passport size photo and signature. The tricky thing is both of these should be less than 20 kb each. Use websites like Resize Images online or Smallpdf.com - A Free Solution to all your PDF Problems to reduce the size and they should be good to go.4. Booking LL Slot:The next step is to book a slot to visit your chosen RO. As many mentioned here, chose weekdays if possible and preferably the earliest slot in the morning.5. Fee paymentThis is an option for online payment but this may not work depending upon the RTO chosen. If your RTO does not have this option, the website shall give you a message to visit the RTO to make the payment.This marks the end of your online application process. If you wish to view or modify the details of application or appointment time later, you can do so by selecting the required option in the home page https://parivahan.gov.in/sarathiservice/sarathiHomePublic.do and entering your application number and date of birthOnce you are satisfied with the application, you should take printouts of the acknowledgement form, appointment receipt and application form (as already done in Step 1)Step II: Preparation for the LL Test (20 mins)You have to prepare for an online test (at RTO) to test your knowledge on signs and driving rules. Preparation is a short but very important process and if not done properly, you may have to visit the RTO one or more time again. Since they have all the details online, your application number is enough to fetch them the details of your application. RTO officials won’t ask you for (iii) and (iv) above, but it is good to carry them just in case.At this stage, your photograph or copies of documents are not required to be taken either (no need for a brown paper folder). You can carry them if you want to be super prepared (But nobody would ask you)Fee PaymentYou need to visit the cash counter to pay the fee for your application first. (In case of KR Puram RTO, this is Counter 3 located on the left corner as soon you enter the ground floor).There should be a separate counter for LL fees payment. Mention your application number (from the sms message) or show the application form if you have taken the printout.Fee may vary depending upon the vehicle you have chosen. For ex. If you need both LMV and MCWG, then you may be asked to pay Rs 350 and they will give you a system generated receipt for this amount (Keep this safe)Document Scrutiny & LL TestTip: The RTO office is typically filled with many people applying through driving schools and also those who require commercial license (yellow board). Please don’t get baffled by seeing long queues or seek advice from them. If you are unsure, better to ask the RTO staff by mentioning you applied online. They will guide you.The next step is to visit the room for verifying your documents and the online test. (In KR puram RTO, this is counter 4). Normally the queues for online applications are shorter so you can directly ask the RTO staff regarding whom to approach.The verifying officer will check your online details and online uploaded documents along with your originals. (In very rare cases if he finds any discrepancy, he may ask you to edit information or upload documents. It would be good to carry a mobile phone with good internet connection and camera).Once documents are verified, the assessing officer will ask you to note down a pin number for your test and will allot you a computer to take the test. You can login to the test using the application number, DoB, password (you will receive this as a message on your mobile before the test) and pin number (as given above).The test will consist of 15 questions related to signs and road rules. Test duration is 15 mins (Each question will have one minute to answer with timer running). You have to score 10 marks to pass (Should be a cake walk if you have prepared from the links above).If you have failed, you may have to come back the next working day to repeat the test.If you have passed, then inform the officer and he will collect your receipt and confirm that your process is complete.After 2 days, you will receive a message that your learning license is approved. You can collect your learning license by either (i) Visiting the RTO in the evening time or (ii) Downloading it from the home page by logging in to your application page.Hope this helps. This is a long one, head to the bottom for a quick answer :)And so it begins:There is some definite confusion around the Platinum Delta Amex credit card, even from the answer that is from an Amex employee. I have both cards, but for different reasons, as they provide different benefits to the user. As a long time Quora reader and follower of Dan Holliday’s work, I certainly don’t want to overtly criticize his answer, but provide a slightly more correct and comprehensive response. The goal, of course, is to collect as many MQMs as possible :DYou may ask, what’s an MQM? Let us dive into the minutia of US Legacy Airline (these are American, Delta, and United) mileage programs, one of my favorite topics :). I’ll speak towards Delta specifically since I’m most familiar with their program, but they’re all fairly similar in their structure, though some specific jargon will be different. Like EQM (Elite Qualifying Miles, American) vs MQM (Medallion Qualification Miles, Delta) - they are effectively the same thing.In the past few years, US legacies have separated the collection of “redeemable” miles - in other words, miles used to purchase travel or other experiences through an airline - and miles that are counted towards annual airline status. The latter is of particular import to those who travel for business on a nearly weekly basis as that is how one might qualify for complimentary upgrades, upgrade certificates, and other ancillary benefits (free drink coupons, early boarding, additional checked bags, and the dubious honor of sitting in a metal tube first to score coveted overhead bin space).Redeemable miles and status earning miles are now typically accrued via different methods. For Delta, redeemable miles are calculated per flight based on the cost of the airfare with a status level multiplier. More details here:Image: Delta[1]- annotation mine.As you see, the more status you have, the more REDEEMABLE miles you earn.Now, for status earning MQMs, these are earned on a miles flown basis when flying on Delta metal (a literal plane with a big ol’ Delta logo on the side) or Delta ticketed flights - if you’re really curious, those are tickets with ticket numbers leading with “006…” You could be flying a flight operated by KLM, but ticketed through Delta, for example. The MQM earning is different when flying on a SkyTeam partner (a collection of airlines that agreed to varying levels of cooperation and allow travelers to redeem miles on their flights. The other predominant airline alliances are Star Alliance and OneWorld).I will not delve into the complexity of earning on different tiers of SkyTeam partners - just know that there is a different earning scheme depending on what agreement Delta corporate has arranged.—At this point, you’re probably wondering what all of this has to do with a DL Amex credit card. In short, everything. The value that the DL Amex cards (there are 3 different tiers), offer depend on the tier of card and what a traveler is looking to optimize. Every level of DL Amex card (Gold, Platinum, & Reserve), allow you to earn REDEEMABLE miles, typically on a 1:1 dollar to mile ratio. For purchases on Delta travel, the redeemable miles earned are typically 2:1.While not available on the Gold card, the real benefit for frequent travelers, and the reason I like having the Plat. DL Amex, is that there are MQM bonuses at spending tiers. I’ll enumerate the specific benefits below:This the the Platinum DL Amex credit card:Image: American Express[2]Annual Fee: $195, not waived in first yearNotable Benefits (I may have glossed over a few):Domestic Companion Economy Ticket for specific fare classes (this is a whole separate answer). Essentially a buy one economy ticket, get one for a buddy on the same itinerary, free. Note, it’s for the contiguous lower 48 States only. Additionally, the companion flying on the companion ticket will not earn any form of miles, and typically has an effect on the ability to upgrade (Delta has been changing their upgrade rules for companions ticketed on the same PNR as a Medallion member recently so I’ll just link them as they’re semi-fluid based on the whims of the overlords at DL corporate).Delta Annual Spend Waiver for Status at $25k. Most airlines now require a spend threshold to earn status and at each status level. This is to prevent those who used airline credit cards exclusively and earned top tier status without stepping foot on a plane in years past. That is a lot harder to do these days. You can earn up to Platinum Medallion on Delta through the $25k spend waiver. To reach the credit card spend waiver for Diamond Medallion, Delta bumped it up to $250k. Either you have a business or are really good at manufactured spend to hit that one.10,000 MQM Bonus at $25k, $50k, and $75k respectively. This is for qualified expenses, I learned recently that things like annual card fees don’t count towards qualified spend. So, should you spend $75k on your Plat. DL Amex card, you get 30,000 MQMs, enough for Silver status on Delta, without stepping on a plane. Though Silver is really not worth much these days.One Free Checked Bag - as it sounds, get one checked bag free - this theoretically adds up since it’s now $30 per direction on a round trip flight to fly a bag these days.Pay with Miles - this is useful to use REDEEMABLE miles towards dollars on Delta tickets when purchased through Delta. 10,000 miles = $100. If you have miles to burn, this isn’t the worst way to make some flights a little less expensive. Note, this option isn’t always available on all fare classes and usually not available on partner flights, even if they’re ticketed on 006 stock. You’ll only find this option available to use on delta.com.Discounted Daily Delta Sky Club Lounge Access - not free access, as another answer stated, and often not available as SkyClubs are getting more crowded these days and do not always offer a daily pass purchase. I think with the discount it’s $29/person/day.Platinum Delta Amex Summary:In my opinion, the value that you get from this card is based on the MQMs that you can earn. Other seasoned Delta travelers tend to agree, once you hit the spend thresholds for earning MQMs, you should switch your spending to another card. While the redeemable miles earning is nice, 1:1 isn’t great given that you’re only getting Delta miles. Having a card like a Chase Sapphire Reserve (CSR) gives you points at a similar rate with much more flexibility to use on other airlines. That being said, the CSR is much more expensive annually (though the benefits you get with that guy make it mostly a wash).The economy companion ticket is nice, and makes the annual fee pretty much worth it. When I’ve used the companion ticket, the cost of one ticket was always at least $300, so we received a “free” $300+ ticket.—Now on to the other, often confused product. This is the Platinum Amex charge card:Image: American Express[3]This guy is hefty, made of metal, and has a nice “thunk” when you throw it down on the counter when paying for your slushie at 711.This spending machine will cost you $550 annually. Companions incur a $175/year fee last I checked. In all seriousness, though the benefits have fallen in recent years, it still makes for good value when you add in all the value of the benefits.Some Notable Benefits:$200 Travel Credit - On flights, bag fees, cancellations, etc.A Form of Uber Credit - this has changed recently from a straight $15/month to Uber Cash. It’s also only available to primary card holders, not additional cards.Centurion Lounge Access - gets you into American Express’s exclusive airport lounges that are starting to become more prevalent. Generally they’re a step above your standard airline lounge, but are also susceptible to crowding these days. Just those with the Platinum Amex and Centurion Card (the colloquially known “Black Card”) are allowed entry.Delta SkyClub Access - This is where some of the confusion is between Plat. DL amex and Plat. Amex cards. If you are flying Delta, you’re able to enter a SkyClub using this card and your ticket. A few years ago it got the cardholder and 2 guests in to the SkyClub, but these days it’s 1:1 person per Platinum Amex card for access. I can’t tell you how many times I’ve seen a person at the SkyClub desk arguing that they have access for themselves and 10 of their closest friends.Priority Pass Membership - this is a collection of independent airport lounges that you can access with the Priority Pass membership you get with this card. These are solid generally and also allows you to bring two guests, though certain lounges have specific guest rules. Some lounges also give you credit to spend while at the lounge or airport.Status at Hotels and Car Rental Agencies: This gets you some level of status at most major car rental agencies and also international hotel chains. I won’t go into large details here.(There are certainly more benefits I haven’t mentioned, but I wanted to highlight the difference between the Delta and non-Delta Platinum cards)Platinum Amex Summary:This is an expensive card, however if you travel frequently the benefits you get from Amex are excellent. The airport lounges are great, the travel insurance is stellar, and you do earn 5:1 points per dollar spent on air travel (neglected to mention that above). I like this card mostly for the lounge access, but YMMV.—So - here’s my first answer! I’ve covered a smattering of topics around airlines, airline credit cards, airline status, and Amex benefits. It’s just a high level overview and there is so, so much more we could talk about here. Let me know if you have questions or corrections below! I have a strange passion for researching the minutia of Delta’s Medallion program.And to succinctly answer the question: You should get the Platinum Delta Amex card if you fly Delta enough for at least Gold Medallion I would say, and spend at least $25k per year on the card. However, discount coupons let users obtain benefits by lowering your commissions. Therefore, the final percentage can vary according to a lot of factors.4. HotelsCombined - Anyone is free to register for the HotelsCombined affiliate program and start making money. They offer 365-day cookies, though partners must reach a very high amount for minimum payouts. Also, your account will be checked as you reach the minimum payout, and there is always a chance that it could be banned if Hotelscombined defines your traffic as low quality, in which case you’ll never get your commission.5. Agoda - It is available to join through TravelPayouts affiliate. Agoda possesses an immense property owners’ database which includes more than 900,000+ hotels and private individuals. Partners can attract users using a wide choice and good prices.You will get 6% commission of the total booking value (excepting taxes) when the client checks out. You can use banners, links and widgets on your travel blogs or websites6. Tripadvisor - Commissions constitute 50% of TripAdvisor’s income and are paid only for confirmed stays. You can get approximative 4% of the total cost.Even if they are a well-known brand with an extensive database, problematic payment method –only through a middleman and one-day cookie duration made me think twice before join them.
