If someone buys a used tow truck (which are common in the commercial vehicle market) you would still need current tags, registration, commercial insurance, etc. If you had these essentials and the truck was inspection compliant you wouldn’t necessarily attract attention from law enforcement more so than anyone else. Add fake or legitimate DOT lettering/numbering and you’re almost there. If you really want to be foolproof, have fake business cards with a phony business phone number on it using a throw away go phone and give it to your friend to answer.
