Preface: Wow, I’m honestly pretty surprised at all of the condescending and accusatory responses on here. I say ‘responses’ because they are not really answers, merely blatant criticism of the question and the asker. I actually consider this a great question. On behalf of those that are really in a pursuit of knowledge despite the risk of being offended, I apologize for this behavior on what is supposed to be a non-discriminating logical exchange forum.Answer: Great question, this actually happens all of the time! Although this is mainly done at the large scale professional/organized crime level. As pointed out in the answer by the former tow truck driver, it takes some preparation to consistently pull this off. If someone buys a used tow truck (which are common in the commercial vehicle market) you would still need current tags, registration, commercial insurance, etc. If you had these essentials and the truck was inspection compliant you wouldn’t necessarily attract attention from law enforcement more so than anyone else. Add fake or legitimate DOT lettering/numbering and you’re almost there. If you really want to be foolproof, have fake business cards with a phony business phone number on it using a throw away go phone and give it to your friend to answer. If you get pulled over, have a fake work order written up—it’s not that hard and you can buy real work order forms and just fill them out with the information from the stolen car (you can get the real owner’s information after you jimmy the locks open and get their insurance/registration info from the glove box). Better yet, have a fake letterhead on the work order with the “business” phone number. The cop calling in to check your legitimacy will actually be calling your friend at the other end of the phony business line, and any suspicions will be dismissed when he hears the sound of your friend’s snappy dispatcher voice saying “Frank’s Towing Service, whadda ya need?” at 4am. The vehicle owner is still fast asleep not realizing their car is missing and hasn’t called in to report it stolen yet.
