I am answering this as a person who saw it from various perspectives.StudentsMany students in India are not interested in learning. They just want a degree in a particular stream (read mechanical engineering, earlier CSE, Chemistry/Physics in BSc, MBA because they might fetch them a well paying job and that's it). The parents want their children to take a course which helps them secure a well paying job.Students in their undergraduate courses want handmade notes of important concepts from teachers. They will study the same stuff for exams and even pass on the same material to the students of other institutions and their own juniors.Most of the students don't want to read textbooks recommended to them (in many cases the faculties themselves don't comprehend some concepts and skip such topics. They recommend plagiarized textbooks from local authors).The idea of referring to various sources like textbooks and other materials is something out of their league.This may be due to poor command over the English language (the language in which the books are written).Textbooks which are big are boring! “We can't read all this stuff. Give us important stuff already!”They start studying just a week before the examinations. You can't go through a whole textbook at this time obviously!Most textbooks written by foreign authors are​ unaffordable. The college library doesn't have many copies of these books.There are very few students who truly want to understand concepts, learn more than what the university syllabus recommends, use various resources that are available, and speak to the faculty who are willing to help with learning.In case of research students, there are certain students who join PhD/research only because they get fellowship (certain fellowships​ are high compared to fresher jobs). They are not interested in whatever they are doing. Again there are PhD students who join for the sake of a degree/to get a promotion in their jobs. While certain students who actually deserve fellowship due to their hardwork, financial background don't get anything.Compare both types of students and keep im mind that uninterested students are more doing research. How do you expect a healthy research environment?FacultiesHow do you think most of the faculty members became what they are today? They are the same people like the students I described above some 20–30 years ago, who went for additional courses like an MPhil or a PhD after their post graduation.Many faculties of undergraduate courses are just there for giving out handouts of the important concepts they teach. They don't know how to instigate interest in learning and critical thinking among students. They make classes boring.Coming to post graduate courses (at universities/PG centres), some faculties still give​ handouts or PPT slides. These handouts/PPT slides are downloaded from the web and presented without even checking for the matter that should be there in them. Students on the other hand again refer to plagiarized textbooks from local authors. Most faculties don't know what plagiarism is. Some faculties publish textbooks from local publishers who publish just anything. These publications increase the weightage for a faculty for his promotion (to become a professor/dean etc).How about their research you ask?There are these concepts​ called research ethics, plagiarism, predatory journals, proper manner of conducting research. Most of these are ignored by many faculties.They mentor PhD students expecting only research publications every <enter a number> months – the number of publications adds to their academic weightage. They don't mind checking the status of research conducted by the students. They don't check what methods were used for sampling in the research, the frequency of sampling etc.They don't care if the work is already done by someone earlier.They don't know if a particular objective of the research problem is relevant.Many faculties and their students don't know what to do with the data they get from the research. What do these numbers mean? What statistical test do I use or should I use them at all? They just publish the data as is.They don't know where their students are publishing their works. Predatory journals – thousands of them – without even peer review accepting whatever crap is written.The research supervisors want their students to do their official/personal work. It may be teaching on behalf, writing a letter to someone, wiping tables, bringing lunch (sometimes with students' money), even demands of money for awarding PhD.Post graduate students still don't know what research is. Adding to this the faculties give research topics to students which are part of research objectives of their PhD students​. The PG students don't get to publish this work.FundingAgain, many faculties of universities are incapable of writing a proper research proposal. The research ideas they present are already outdated and therefore the funding agencies don't grant them. Very few faculties get grants to their research projects.Many PhD students and research fellows in India don't get fellowship for their research. They will have to bear expenses​ from their parents money. Those students who are genuinely interested in research but can't afford self funding face difficulties. The age of a PhD student is around 24. By this age the parents expect their children to stand on their own feet.University administrationMany universities in India are government owned. The officials here are corrupt or arrogant. They don't carry out their jobs properly in time. Many academic files related to students are not processed and forwarded in time. Many agencies give fellowships to students, but it has to be verified and confirmed by the university. Now the officials need to be requested to process a file within time. Worst, the file is lost. There's no use complaining that to higher authorities.Access to resources/infrastructureUniversities/colleges in India have libraries with limited resources. Not many colleges have sufficient funds for latest textbooks, leave alone funds for access to research articles on the web.On the other hand, universities can afford textbooks and research access to a limited level, when compared to the global standards. Fortunately, the UGC (university grants commission) has been taking better measures to solve these problems. With digitisation, many online journals are now accessible from gateways due to funding from various agencies.Many researchers in science need to make use of various scientific instruments for their experiments, now these instruments are not cheaply available in the market. University funds, project funds, and grants from UGC are used to buy instruments. There are dozens of science departments in any university. Each of them need their own instruments. The cost for these instruments range from some hundred thousand to millions of rupees. Even if there are sufficient instruments, imagine if one of them goes out of order/gets damaged! The cost of repairs and replacements are high.Many departments in many universities lack such instruments for proper conduction of research work.I had forgotten this almost, but this one needs to be said.Caste Based DiscriminationUniversities unlike colleges are hub of casteism. Students in their undergraduate courses or other lower courses don't recognise anybody in the campus from their castes/religion. Nobody cares if a faculty is of a particular religion/caste. I am not talking about the reservation system here, but the caste system itself. Enter an average university in India, few days into the course, a student will know of what religion/caste a faculty belongs to, a classmate belongs to.There are many instances where a faculty gives good grades to students belonging to his caste. There are even faculties giving better grades to a particular gender (although such people are less in numbers, they still exist). There are students in PG who are bootlickers of a particular faculty and they would do anything to get good grades from their master. This includes doing personal work for their master, saying negative about other students etc.There are students who choose their research supervisor who is from their castes—forget their capabilities. There are researchers who choose students from particular castes (although now a researcher cannot deny mentoring a student of any caste – thanks to some UGC guidelines).There is also resentment among faculties themselves. One faculty begrudges his colleague because the latter's research capabilities/influential capacities are better and/or the latter belongs to a higher/lower caste.The university administration doesn't extend support to a particular faculty member because he's from a majority community even if he's a honest and hard worker. Higher authorities in the universities are selected based on merit, capabilities, and certain qualities. But in reality, the person who bribes more can rise to the post of a registrar or even a vice chancellor even if he's incompetent. How do you expect development/improvements in such cases?Inspite of all these, there are a few faculties/students/researchers who are genuinely working for increasing the stock of knowledge, for the betterment of society, for personal development. It's here that good results from teaching and research are emerging.
