Modi scrapped a fully approved acquisition process alone : My dear ,It is well known to all that this matter of ordering fighter jets is hanging for last 10 years from 2004 to 2014. If the process was completed then why UPA govt didnot sign the contract ??? DAC had approved the Rafale jets in 2007 ,Price bids were opened in 2012 and Rafale emerged the lowest . Then why was the deal not signed ??? I will tell you. It is just bcoz there was no agreement between HAL' and Dassault for manufacturing 108 fighter jets in India as regrads price ,quality control and overall gurnatee for the finished product . Just bcoz HAL labour is appx 3 times Rafale labour cost bciz of poor productivity of HAL. Second thing was Dassault was not sure about quality assurance and hence was not ready to gurantee the HAL made jets so contract cudnot be signed . If that was the case how this journalist or anyone can say process was completed ???? First allegation stands dismissed as incorrect .Relation between Dassault and HAL :- Dassault has been dealing with Indian Airforce since 1953. Any manufacturer of any Defence equipment will be ready to work for Indian Air force will be ready to work as long as he makes some profit out of it . Dassault CEO might say 95% paper work is over. Do you need 10 long years insufficient to sign a fighter jet deal ??? Regarding HAL ' s capabilities just glance at defence standing committee report headed by Mallikarjun Kharge opposition leader slamming for all kinds of delays . Please glance thru the reports of present IAF chief and past veterans of IAF .It is very clear HAL' s work culture is very bad , labour productivity is very low . And HAL has not been able to deliver Tejas as required by IAF even after 35 years if conception . Now MOD has given lots of exemptions with which IAF is not happy . So second allegation is proved baseless and stands dismisssed.Deliberately confusing Mukhesh’s Reliance over Anil's Reliance :- In Feb 2012 when it was known that Dassault was the winner of MMRCA tender Mukhesh led Reliance signed an MOU with Dassault. Whereas Anil led Reliance signed the MOU with Dassault in 2015 .The point the journalist is missing is Reliance changed hands from Mukhesh to Anil in 2014 alongwith the Nikhil Gandhi' s shares in Pipava shipyard Inc .Now the Anil' s Reliance had already the defence manufacturing licenses issued by the ministry . And also has service contracts with US Navy' fleet .. So for Dassault it doesn't matter whether Reliance is held by Mukhesh or Anil . What matters them most is the firm must have Defence production licenses , and land near the airport and experience in defence fleet services.Here too Anil' s Reliance fits the bill. So third allegation is unfounded and stands dismisssed.Did Dassault chose Anil's Reliance bcoz it had land near Nagpur airport ??? The journalist says whereas the JV was formed on paper in April 2015 , the land was applied in June 2015 and confirmed by August 2015 but payment made in 2017 . What the journalist forgets that is there is something known as informal discussions before formal papers are moved . These informal discussions take time ..What is wrong in it ??? In addition what Dassault CEO Trappier might have forgotten to mention is the Defence manufacturing licenses Reliance already had . The post itself mentions bcoz there was no taxiway from land allotted to Reliance from Nagpur airport runway Anil delayed the payment up to 2017 . Is there anything wring in it ???? Third thing is HAL had tendered for creating infrastructure for MMRCA near Bangalore international airport .HAL' s working has been so sluggish and is beyond anyone's Imagination. Does the journalist know that even Russia's Su-30 fighter jets on CKD condition assembly as per the agreed programme has not happened and is delayed by 4 years or so when the infrastructure was existing already .And fourth thing is this Anil' s Nagpur jv is for manufacturing wings for Falcon executive jets of Dassault and not for manufacturing Rafale fighter jets. So fourth allegation is just a misunderstanding and over imagination and stands dismisssed .The nature of the Anil' Ambani' s Defence manufacturing licence :- very true . It was received little later in Feb 2016 after the JV was formed . The defence offset policy calls for proper licences for offset partners in advance. The offset policy also stipulates that the selection of offset partner is only be the benefeciary here by Dassault only . And the Defence offset policy is for manufacturing of defence related items whereas the Anil' s jv is for manufacturing of Falcon executive jet wings i.e. not for manufacturing any defence related items. So Anil' s JV doesn't violate anything on offset policy …So fifth allegation is also meaningless and stands dismisssed.Eligibility of Anil' s JV as offset partner ; Journalist says as per DPP clause 4.1 which says the offeset partner to be in the filed of eligible product or services. If this stupid clause of DPP 2013 has to be followed then for all the Dassault offset partners only Pakistani or Chinese firms are only eligible bcoz they alone have the experience . No Indian firm has any experience in manufacturing of any single item of the fighter jets so far ..And second thing is DPP 2013 is not a gospel like manual accepted globally .??? So how anybody can make it compulsory on clause 4.1 ??? So it proves DPP clause is meaningless and doesn't hold any water and hence summarily dismissed…Lots of offset partners or subcontractors :- The journalist seems to be in a extreme hurry to know all details about offset partners unmindful of the fact that as per the contract Dassault has total of 84 months to complete all offset investments . So why you are in a great hurry to know everything as if all offset partners finalisation and offset investments have been completed day before yesterday ????? Please give them time to complete the offset obligations . Don't harass any foreign firm lest they may stop dealing with India in future .No clarity on Price :- Govt has confirmed that present govt cud get 9% more discount than what was agreed price for 18 jets in fly away condition during UPA rule . The journalist' s only grouse is for scrapping make in India deal for 108 Rafale fighter jets in India by HAL. As per HAL' s own records they have not been able to deliver the simple LCA like Tejas jet in last 35 years to the required specifications and delivery period of Air Force . It's Naval variant is fully rejected . So if you consider Rs17,000 crores as capital expenditure on Tejas with HAL ,another Rs20,000 crores as upgradation expenditure on MiGs, Jaguars ,Mirages etc , another 6000 crores for importing MIG 29 carcasses from Russia ,and you add bank interests on all these it may well cross Rs100,000 crores altogether and still our Armed forces don't have the deployable 100 Tejas fighter jets( unit cost has gone up to Rs463 crores each starting from Rs163 crores each Tejas already ) or whatever . ?????? So can any sensible person think in his wildest dreams that HAL will be able to deliver 108 Rafale jets in another 35 years ???? Going by the past records ????? Then by then unit cost of Rafale will cross at least Rs1500 crores ( without India specific attachments ) each in next 35 years if not more ..???? So what clarity now this journalist wants now ???? Did this journalist ever ask such questions to HAL anytime ???? Did this journalist ask HAL how many decades they want to build Rafale jets ever ??!!So even the eighth allegation is proved absurd and stands dismisssed as illogical .So it summarily proves that the above 8 allegations made in “ The Wire “ media are baseless ,illogical ,unfounded ,meaningless ,insensible and are highly malicious on thier part intended only to tarnish the good image of Modi govt with fake Rafale controversy . The journalist also is concealing the HAL' s very bad past performance records,very poor productivity ,delay in Tejas by 35 years , concealing the total money invested due to Tejas has crossed Rs100,000 crores if bank interests are considered ,The journalist conceals the reservations of Dassault in poor Quality standards observed in HAL, appx 3 times costly labour costs as that of Dassault ,and also Dassault' s reluctance to stand gurantee for HAL made Rafale jets which proves Modi govt has done the wisest decision in not signing of Rafale jets manufacturing in HAL which wud have taken at least another 35 years if not more .
