It is one of the non-ministrial goverment agency formed in 2008 with the following duty:[3]Provide guidance and direction on disaster management effort that includes disaster prevention, emergency response, rehabilitation, and reconstruction in a fair and equitableAssigning the standardization and implementation of disaster management needs based on laws and regulationsDelivering information to community disaster management activitiesDisaster management reporting to the President once a month in normal conditions and at all times in a state of emergencyUse and account for donations / support national and internationalAccount for the use of funds received from the State BudgetCarry out other obligations in accordance with laws and regulationsDevelop guidelines for the establishment of the Regional Disaster Management AgencyThey are at the top center of the whole system, overseeing how the whole 4 phases of the disaster cycle are run. They coordinate how civilian, military, NGO, and government agencies of various sectors work together to as a joint task force.[4] External supports from both NGOs and international organization (such as those from UN) are to coordinate with BNPB to be integrated into the task force. To be more specific, the local/regional disaster management board (BPBD: Badan Penanggulangan Bencana Daerah) is directly responsible for the joint task force. [4] Inside the joint task force there are various units such as: Law&security, logs, information, storage, search and rescue, psychological, sheltering, sanitary, communication, medical, transportation, public relations, evacuation, and more I’ve yet to mention.Other than leading the various regional BPBDs for all 4 phases of disaster cycles, the BNPB have their own quick rapid response teams, they are called The Indonesia Rapid Response and Assistance (INDRRA) or Satuan Reaksi Cepat Penanggulangan Bencana (SRCPB). They are specific stand-by team (see team structure below) that goes ahead while the BNPB coordinates the BPBD and external forces to form joint task force from various organizations. Usually they either arrive first, with or after local search-rescue team or Basarnas. Their main job includes immediate rapid assessment of damage & needs while administering rescue and relief efforts.[5] On their way of doing rapid response, other rapid response team/tim reaksi cepat (from community based/volunteers, local Red cross, etc) may join together as part of the SRC team to help in medical assistance, search and rescue, sanitation, logistic, etc. Take note that in disaster always expect that the demand for help may be beyond current their capacity. So any help will be organized quickly for efficiency.Below is how BNPB and BPBD hierarchy relates to the government level. BNPB is on the same level or ministries, while BPBD works on both provincial and regency level. The recent mount Agung volcano evacuation is mainly led by BPBD of Bali province together with the lower BPBD of its regency.Other regulations follows after the 2007 initial organization (table taken from here) [7]Now so many different government and external agencies of various sectors, it can look confusing how one is given task and another. The table below is example of programs outline for tsunami disaster from the appendix of the BNPB national disaster management plan book.[5] It’s divided into Mitigation, preparedness, early warning, emergency response, and rehabilitation & reconstruction. See how various agencies such as the BMKG, LIPI, ministry of maritime affairs, LIPI are involved in mitigating disasters by mapping disaster risk areas. Kementrian PU is involved on structural mitigation. Contigency plan is designed, led by BNPB, with joint effort with Ministry of Health,TNI, Polri, Ministry of Energy and Mineral Resource, etc. Early warning is led by BNPB. Initial assessment and emergency response is led by the SRC, followed search-rescue, evacuation and medical response by Basarnas (National search and rescue agency), TNI (Indonesian National Armed Forces), POLRI (Indonesian National Police), Ministry of Health, and the Indonesian Red Cross. This is why performance measurement is critical, same with change management and the same with putting punitive measures in place.There is no way change can happen using the old nepotism driven recruitment processes. There is no way change can happen if people in those ministries and parastatals still have ways to buy houses, cars, have fat bank accounts all undecleared. How can you trace to find out who has illgotten wealth?There is no way you keep the old contract awarding procedures that are not transparent to the people and you expect better results. NO WAY, the people inside will inflate contracts and illegally choose whom to award contracts to.Fix the people inside!Process: Too many broken processes, too many ways that whatever technology can be circumvented. If you can’t register a company in ONE DAY then that explains to you the magnitude or the extent of how processes are implemented .Why should a police officer pick up a gun left by a dead criminal by bare hands ? No I watch too much tv to see that that’s the job of a forensic unit. It also tells you that finger prints are not used to trace criminals or there is no fingerprint database. Why?Fix the processes inside!Technology(Tools)Humans with Seven heads have been going to the moon for quite a while now. Nigerians in the USA are one of the most educated immigrant groups. I said that to show that tech skills exist somewhere. Why are you not using it?It goes again back to fixing the people and fixing the processes, these will fix technology tools so that the appropraite data is collected in the right way using the right tools and shared to the right department using the right exchange procedures.This my friend makes a successful eGovernment and will solve most of our problems.Bonus: Service Reference ModelThis service reference model shows some of the services that should be offered to the Nigerian citizen. Crucial services such as Social Protection. Many of these services are already being offered, some are not. There are technology components or usecases in each and every service sector. All or some of those technology components should connect back to the main eGov system. By doing this data is collected and shared.Data is the new oil they said. Every sector or service sector in this service reference model captures data but are these data captured correctly or are we capturing the correct data? In what format? Is it shared? Are we forever stuck with paper based data?Caveat: These are my own personal opinions.

This alone is a big deal. Even the Speaker of the House found it indefensible.Against Court Order, Refusal to Share Budget InfoEven though it lost a court case and was ordered to comply, the Harper government nevertheless still refused to share 170 times reasons and impacts for cuts with Canada's independent budget watchdog, mocking Parliament's right to control the public purse.Conservative Cabinet Staffers Granted Immunity from TestimonyA PMO edict absolved, or claimed to absolve, political staffers from ever having to testify before parliamentary committees.Conservatives Falsify Reports and DocumentsAmong documents deliberately altered in the writing or the quoting by the government: CIDA document by Bev Oda's office on Kairos; the Senate Committee Report on the Duffy affair; a report by former auditor general Sheila Fraser on financial management.Repeated Duplicity in Afghan Detainees ControversyAmong the abuses: Parliament was misled and denied documents. An inquiry was shut down. CPC MPs attempted to discredit diplomat Richard Colvin whose testimony diverted from the government's line of denial.Repeated Duplicity on Costing of F-35 Fighter JetsAn auditor general's report revealed serial deceptive practices used by the Conservatives in misleading both the public and especially Parliament on the projected cost of the fighter jets. Weeks later he rose again to say his statements had been entirely false. Delivering his strained apology, he failed to explain why he lied in the first place.Conservative House Leader Admits to Mockery of Question PeriodCriticized far and wide for farcical answers in question period, Paul Calandra, parliamentary secretary to Harper, made a tearful apology for abuse of the democratic process, in this case for having pretended to repeatedly hear "Iraq" as "Israel." The vanity video on the taxpayer dime was to promote the government's benefits for families.Access to Information System ImpededMany new roadblocks have been put up by the Harper Conservatives. Former Information Commissioner Robert Marleau concluded that having obtained absolute power, the prime minister "has absolutely abused that power to the maximum."The Silencing of the Public ServiceThe PMO took an unprecedented step in instituting a system wherein the bureaucracy has all its communications vetted by the political nerve centre. The policy contribution role of the public service is significantly reduced. Complaints from insiders allege that the Privy Council office has become increasingly politicized. The Harper government claimed vital works would be digitally preserved, but never provided a plan or cost for doing so, nor any proof it had happened. The Conservatives sent out chaperones or "media minders" to track Environment Canada scientists and report on them. At the Conservatives' 2013 Calgary convention, reporters wrote of being harassed and penned in at every turn by the PMO's command and control system. Conservatives have moved to give CSIS even more powers than the spy agency wants.Rights and Democracy, Other Groups, DismantledIn a show of brute force, the Montreal-based group Rights and Democracy was pole-axed for its alleged political leanings and eventually disbanded.
