It let’s the community believe that the target is a person who needs to be watched or monitored.From a law enforcement standpoint I can see where this would be helpful in protecting our communities from terrorism. If the people flagged were documented as being a terrorist threat from their past behavior and intelligence gathered from reliable national sources (if there is such a thing anymore!)However, from a private standpoint my question would be who gets to decide who is targeted. Ruining someone's life on a whim with little or documentation is about as un-American as it can be.
