It's not a 'required field' as far as card not present transactions go. It provides an extra piece of proof that the customer has the physical card in his/her possession (unless of course a thief had a copy of the physical card) - However, the CVV value is NOT encoded on the magstripe, so a skimming scam will not harvest CVV data.To more directly answer your question, a merchant can take a calculated risk on whether they want to require the CVV value or not.It's an additional field the customer has to enter when making a purchase, arguably increasing the chances the sale gets abandoned (increased friction)There is no financial incentive for the merchant to collect CVV information (no reduced interchange cost)PCI requirements state in no circumstance can you store CVV data, so you know how when you missed a required field on the same page as when you enter the card data and you have to enter CVV again and didn't realize it?? Their internet presence consists of something like getting their neighbor's friend who's good with computers or a local developer to setup their online store for them. Depending on the shopping cart used, CVV is turned on or off by default, and no one knows better to change the setting.I haven't done any real research on this, but those are my assumptions off the top of my head.

There is a couple of different pitfalls for the design of input forms. The single biggest one we discovered though is the extensive usage of required fields.Too many required fields may end up either with objects not being created at all since the threshold is too big or fake data needs to be input as the correct data might not be at hand at the current point. So rather than making everything required you could just ask for the very basic and then ask for additional information through triggers over time. E.g. when an Opportunity is closed won, the user is prompted to update the billing details on the Account.If you can automate the input do so! Don't make your user log calls or emails manually if you could use tools to automate it. If there is parts of it that can't be automated then suggest fields depending on the context. If you want to manually log a call on a contact. Then the subject should probably be call, the status completed and the task linked to the contact.
