PDF Editor FAQ

Can you choose to be a 0311 in the US Marine Corps?

Original Question: Can you choose to be a 0311 in the US Marine Corps? As happens so often when Answering a Quora Question, the true Answer is: Yes, No, and Maybe.Regular (Active Component) EnlistmentsGenerally, Regular US Marines initially entering active enlisted service will not be contractually guaranteed MOS 0311, Rifleman, the primary warfighting specialty of the USMC.For Regulars, the USMC has used for some time now the “Program Enlisted For,” or PEF, method of initial enlisted recruiting, entry, and classification into job skills. Most PEF’s cluster several (or many) occupationally-related Military Occupational Specialties (MOS) together, and for the infantry that means four separate PEFs are options for someone who really, really wants to be a Marine infantryman:[1][1][1][1]“HZ (Recon Marine)” — MOS 0321 (one of the few single-MOS PEF’s, with a guaranteed opportunity to complete all requirements and become a qualified Recon Marine),“MG (Marine Guard)” — MOS 0311, 0331, 0341, 0352 (this PEF includes assignments after completion of MOS training at US Embassies around the world),“QH (Infantry 6-year Option)” — MOS 0311, 0313, 0331, 0341, 0352 (this PEF comes with one of the stingy USMC’s few $5,000 enlistment bonuses in exchange for an extra 2 years’ commitment, and is essentially designed to develop career infantry NCO’s),”UH (Infantry)” — MOS 0311, 0313, 0331, 0341, 0352 (this is the standard “I want to be a Marine infantryman…” PEF option….but the applicant doesn’t get to specify from the outset they will become an 0311, only one of the 5 listed infantry primary MOS’s).Notice the differences for the exact MOS combinations available by PEF’s shown above. The only direct route for a Regular enlisted to Recon, MOS 0321, is — in fact — PEF “HZ.” The other three separate PEF’s might result in assignment as an 0311, but cannot and will not guarantee it.Notice also that all enlisted 03XX primary MOS’s (0311, 0313, 0321, 0331, 0341, 0352) include qualifying as an 0311 as due course toward their infantry Intended MOS (IMOS), because the training standards of 0311 are the foundations for all 6 USMC enlisted infantry primary MOS’s. (The primary MOS 0351, Assaultman, was disestablished by 2019 as a result of restructuring…)It is also possible, although unlikely, that a Regular enlistee might decide — for whatever reason — to “go open contract,” i.e., without any preconceived MOS contracts, and still win the lottery by being assigned to any infantry MOS, even 0311! Here is the Open Contract PEF for an applicant who just wants to be a Marine:“PN (Open Contract)” — Any MOS.Reserve Component EnlistmentsAll Selected Marine Corps Reserve (SMCR) infantry Marines are recruited for a specific Billet Identification Code (BIC), i.e., T/O line number, reflecting the unit vacancy by MOS and grade. Thus, unlike Regular enlistees, a Reserve enlistee can actually request a specific contract to fill a 0311 BIC.The SMCR does not use the PEF construct for recruiting, because SMCR units are tightly managed for manpower, and only exact (or near-exact, with certain waivers) matches are allowed to fill the unit BIC’s. Essentially, SMCR units recruit directly into each MOS vacancy, and the SMCR enlistee knows exactly what MOS and unit, down to their future BIC number on the unit T/O, they will eventually fill. Provided they complete all necessary training…All SMCR Marines are recruited directly to grade and MOS-appropriate BIC’s, so unless the Marine fails during or after boot camp to qualify into their Intended MOS 0311 (or any other IMOS as per their contractual BIC), they enter boot camp with a contractual guarantee of the opportunity to become a 0311 (or any other BIC and IMOS) after finishing at SOI and reporting back to their SMCR unit.A SMCR Marine might also reclassify voluntarily or involuntarily to another BIC, but the SMCR controls that process tightly because SMCR units only have certain vacant MOS’s at certain grades, and SMCR recruits must be living within the reasonable commuting distance to a SMCR unit with a vacant BIC. So the only vacancies are what exist within reasonable commute (150 miles one-way, give or take)….and for which the applicant/Maribe are qualified.Fiscal Year 2021 “Programs Enlisted For” Enlisted Option Program3. Enlistment Incentivesa. Enlistment Option Program. The EOP offers specific skill group guarantees to qualified applicants through the PEFs. A PEF groups Primary Military Occupational Specialties (PMOS) by skill sets and/or prerequisites. MCRC uses the PEFs to meet the Marine Corps annual accession mission. Every recruit enlisting into the Marine Corps enlists into a PEF and not a specific MOS. A recruit’s Statement of Understanding (SOU) and the Marine Corps Recruiting Information Support System (MCRISS) outlines the specific PEF enlistment requirements. All USMC enlisted infantry Marines are 0311-qualified; those with other infantry MOS’s simply continued in their training to learn other infantry skills like Recon, mortars, machine-gunnery, etc.A Reserve enlistee must be recruited directly into a vacant SMCR unit BIC, so as long as there is a SMCR infantry unit with a vacant 0311 MOS BIC within reasonable commuting distance from the recruit’s home, they may receive a guaranteed contract with an opportunity to earn MOS 0311.All Marines are riflemen first, as general service Marines, and the needs of the Corps will always dictate manpower assignments, just as it dictates missions and training and everything else during a Marine’s service.Footnotes[1] FY21 ENLISTMENT INCENTIVE PROGRAMS[1] FY21 ENLISTMENT INCENTIVE PROGRAMS[1] FY21 ENLISTMENT INCENTIVE PROGRAMS[1] FY21 ENLISTMENT INCENTIVE PROGRAMS
