You can get a learner’s licence at the age of 16 for Motorcycle Without Gears, which is valid for 6 months. You will have to appear for an online test for it.After 6 months you will have to revisit the RTO in order to give a driving exam, Passing this exam will get you a permanent licence valid only for Motorcycle Without Gears.At the age of 18, you can apply for the license of Motorcycle With Gears and for other vehicles as well. The process goes the same way.

(You’ll be required to provide applicant details, upload supporting documents, photo & signature). Note your application # for future reference. Note: Form 1 is Medical self-declaration done by you. If you are above 40 yrs, Form 1A filled by govt Medical officer is required.Book a LL Test slot (Preferably the first slot in the morning so as to complete the LL test ASAP)You have an option to pay online (Payment page might not work). I suggest to pay at RTO.At this point, your application is almost complete. You can download the filled form using Download Filled-In Forms tab in the home page.With this Application form (Form-2) + Supporting document (Original & copy) + LL booking slot acknowledgment you are ready to visit RTO.You may refer the available resource & mock test application in the website. Home - LL TEST (STALL) -RTO Visit & LL Test (Computerized)Following steps are in reference to my experience at Jayanagar RTO, Bangalore. It’ll be similar for other RTOs also.I would suggest you to carry stapler, glue stick, extra photos and extra copies of supporting documents.Visit RTO at 10 AM.Keep all documents in following orderLL Test AcknowledgementForm-2 (Photo pasted & signed)Supporting documentInside RTO, you have to visit 3 rooms in the following order,Fee payment room (Opposite to Room/Counter 14)ARTO (LL) document verification (Room/Counter 14)LL Test (Room/Counter 16)Fee Payment room (Opposite to Room/Counter 14):If you come early (10 AM), the queue here will be less (Oddly 5–10 ppl). Join the queue, have the application set in hand, give it to the person in-charge, pay the fee (200/- for MVWG), Get the payment challans and proceed to ARTO (LL) office.ARTO (LL) document verification (Room/Counter 14):Again, you have to join the queue outside his office room. Keep the One-by-one each applicant is called. Have the application set + payment challans in hand. Have the original documents in hand. Enter the room when called, give the application to the officer. He’ll verify details, check originals & will sign the LL booking acknowledgement. Now proceed to final stage, LL testing room.LL Test (Room/Counter 16)Again, you have to join the queue outside this testing room. Keep all the document ready and stapled (Originals not needed for this). Group of 10–15 ppl will be called inside for testing at a time. They’ll take in your application for noting application #, they’ll provide a password for loging-in to computer (You’ll receive same on your registered mobile also). Then you’ll assigned a computer.Login with your application #, password, DOB.15 MCQs in 15 minutes, that’s what you have to complete the test. The system shows correct answer after each question attempt (similar to mock test available). After completing the test, note your score (You need minimum 10/15 to pass the test)After finishing test you may exit the room. No other formality is left in RTO office. You will recieve a sms in 2–3 hrs saying your LL is approved. SMS will also include your LL #. Note this for future process.

To move (i.e. re-register) a personal vehicle from one state to another within India, there are a few steps involved which I have listed below.*Please remember that you have to re-register your vehicle only if you are moving to a new state for more than a year. For anything less than that, there is no need to re-register.*The steps below are applicable for both cars and bikes, some steps might differ based on RTO but the general process remains the same.1. Get a ‘State Transfer NOC’ from your Bank if the vehicle is on loan.If your vehicle is financed by a bank then you need to get a state transfer NOC from the respective bank. In order to obtain the state transfer NOC, you have to contact your branch and submit the required applications and documents.2. Apply for NOC from the RTO where you vehicle is registered.You have to submit the following in the RTO of home state:1) Application requesting for NOC for interstate transfer.2) Certificate of Registration, Insurance, Tax, Pollution under control (PUC).3) Original Chassis Imprint of the vehicle4) 3-4 Copies of CMV Form 285) Form 276) NOC from bank (obtained previously)7) NOC from traffic police/local police.(Usually the RTO will seek NOC from the police on their end but if you keep this ready on your end it’ll help speed up the process.)3. Now you can move your vehicle to new state.You can either ride/drive it down or use a transport service.4. Re-registration at new location.Once you have moved your car, you can approach the RTO for the re-registration of your vehicle.Visit the local RTO and submit application along with following documents-1) Form 29-30 for re-registration of the vehicle.2) Original RC.3) Copy of Vehicle Insurance.4) Copy of the NOC from previous RTO5) Pollution under control certificate6) Original Chassis Imprint of the vehicle.7) Photo id and local address proof of the owner of the vehicle.8) Applicable fees like road tax, octroi charges.Once you submit all the documents, the RTO will process these and allot you a new registration. Depending on the RTO, this can take a while.5. Refund of Road-tax.After you receive the new registration, you can apply for refund of road tax from previous RTO.Documents required for the same are:1) Application for refund of road tax.2) Dully filled and signed RTO Form No. 163) RC copy with new registration number.4) RC copy with old registration number.5) Insurance certificate with new registration no.6) Photo ID proof and proof of address.Once you submit these documents along with the application seeking refund of road tax (form 16), the RTO’s will authenticate the registration number. They will ask for an intimation called 'CRTI'. On receipt of CRTI from the RTO authorities where you have registered your vehicle, the old RTO office will process your refund request.It could take anywhere from a year to six months to get your refund processed.
