Yes !A candidate from any state can give PSC exam in other state if he/She is eligible as per the details mentioned in notice.As per Article 19 of the constitution of India you are free to work ,settle anywhere in India But State can maintain reasonable restrictions e.g Maharashtra PSC may require you to give exam of Marathi language,or UP PSC may take Hindi language exam.Also as per article 16 of the constitution Equality of opportunity in matter of public employment there should be no discrimination on grounds of religion,race,caste,sex,place of birth and residence.What I can suggest is If you belong to northern state then you may give HP-PSC ,MP-PSC,UP-PSC exams.
