I think there's a misunderstanding about and underpinning contract (UC), a service level agreement (SLA) , and an operational level agreement (OLA).Underpinning contracts and operational level agreements assist with the creation of SLAs. the underpinning contract is an agreement with a third-party vendor. the service level agreement is an agreement within an enterprise between the IT service provider and the business part of the enterprise.The operational level agreement is internal to the service provider; it is an agreement between two parts of the same service provider organization.Both the underpinning contracts and operational level agreements have to be taken into account when crafting SLAs. The SLA cannot promise or commit a best level of effort that is contrary to what is already recorded in the existing agreements (the UC and the OLA).

This is the reason that WhatsApp is one of the best run businesses in the world: it strives to have as few employees as possible.Let me explain …WhatsApp has the highest market-cap per employee in the world. When WhatsApp sold to Facebook, it got a price of approximately $400 million per employee!!! That’s certifiably amazing. To put it in context, when we sold LiveRamp, we got $310 million for the whole company (which, given we had about 60 ppl at the time, worked out to $5 million market cap per employee — which is still considered a very good market cap per employee ratio).One of the reasons WhatsApp built such an amazing company is that they intentionally tried to have as few employees as possible. Having fewer employees reduces their communication burden and allows them to focus on only hiring all-stars. (note: This does not mean they have lower expenses as outside services are not cheap).WhatsApp outsources many of the core functionality of its app — like telephony through Twilio. Most people think it is crazy to rely on an outside company like Twilio for something so core to the product … but it is actually genius. If WhatsApp brought telephony services in-house they might actually reduce cost but then they would always need to be investing in this area and have a good product. And they’d likely need to hire a few hundred people to replicate what Twilio does for them which would massively increase the communication burden on the company.Today WhatsApp uses Twilio with a very clear API and very clear SLA (service level agreement) for uptime, features, and performance. If Twilio does not deliver, WhatsApp can move some (or all) of its needs to a competitor to Twilio. If WhatsApp instead had employees that were not delivering, it would be a massive burden to change.This is the same reason that Netflix relies on Amazon Web Services (AWS) for its infrastructure needs. It might actually be cheaper for them to host their servers in-house … but invariably it means hiring lots of people who add to the communication burden of the company.Companies can stay leaner by outsourcing core functionality needs. And leaner companies perform better because they can move quicker, have less needs for bureaucracy/overhead, and can more easily have everyone rowing in the same direction. This does not necessarily reduce costs (in many cases, it may increase costs) or employ fewer people overall (as people are getting employed in companies where services are being outsourced to). This world might lead to MORE employment (not less) and also make employees much happier because a higher percentage of people will be in the core function of what the company does.This plays into the overall theme of a Service-Oriented Architecture (SOA) which allows engineers to better understand their code because it is more self-contained. The obvious next step of SOAs is SOCs (Service-Oriented Companies) that specialize in being an API that can plug into a component. Twilio is such a company — they are the very best at what they do. The rise of SOCs and APIs allow companies to be much more focused because they only need to be great at a few things (rather than companies of yore that had to be great at many things).We are already seeing the rise of SOCs which is allowing all companies to have fewer employees and rely more on APIs. Would any company think of running its own payroll? of course not.Summation: companies who win will strive to have fewer employees and use outside SOCs to achieve their goals.
