I'm not sure if it is the “best” basic chakra nature one could have, but the Wind Release certainly possesses the most destructive power alone among the five basic chakra natures, although the Wind Release is the most rare among the basic chakra natures.The Wind Release rips and shreds whatever it connects with by making their wind based Chakra as sharp and thin as possible. The Wind Release can also be used in large forces to overwhelm an opponent or to counter their Jutsu’s. Ultimately providing a proficient offencive and defensive advantage in battle.There are multiple users of the Wind Release that are well known in the Narutoverse and that are high tier level Shinobi. Some of these Shinobi are:Asura OtsutsukiKakuzuNaruto UzumakiOnokiOrochimaruTsunadeTemariDanzoTemari is currently the strongest Wind Release user in the Narutoverse other than Naruto Uzumaki. But my personal favourite Wind Release user was Danzo. He has shown a wide arsenal of wind release based Jutsu that were powerful and deadly in his fight against Sasuke Uchiha. If Sasuke wasn't in possession of his Susanoo at the time, I'm sure Danzo would've been able to defeat Sasuke.This is my opinion on the strongest basic chakra nature, now to get into the more advanced chakra natures that consist of two or more chakra natures.There are certainly strong Kekkei Genkai such as the Boil Release, Magnet Release, Ice Release, Lava Release, Explosion Release, Wood Release, corrosion Release and scorch release. These are all Kekkei Genkai that consist of the combination of two basic chakra natures to form a new chakra nature. Now the strongest Kekkei Genkai in the Narutoverse would probably be the Wood Release as it can be used in any manner. As a striking weapon, for defence, one can build housing constructs, indistinguishable Wood style clones, manifest huge wood constructs to fight on the users behalf that are powerful enough to face a Susanoo armoured Kurama, and the Wood Release also has the ability to absorb chakra when trapping an opponent. Hashirama Senju had used this ability with his Wood Dragon Jutsu to subdue and suppress the Tailed Beasts power when they would rampage.Wood Style: Wood Clone JutsuWood Style: Wood Dragon JutsuThe Wood Release is also very scarce and is considered one of the most rare Kekkei Genkai in the Narutoverse, as Hashirama Senju was the only known Shinobi to possess the ability naturally.Now, I would have to say that the strongest Kekkei Tota is the only Kekkei Tota that is known to us. This chakra nature being the Particle Release, or Dust Release which consists of Fire Release, Wind Release and Earth Release.Onoki utilizing the Particle StyleThis is probably the most advanced Chakra Nature that is known to us and can also create devastating results upon impact. The main Jutsu stemming from the Particle Style is the Atomic Dismantling Jutsu which breaks down atoms at a cellular level, thus dismantling its target into dust.
