Is there a reason besides interservice rivalry that the five branches of the US military should or could not be combined into one?
Shawn touched on it, but it goes a great deal deeper than he suggested. There are indeed separate missions for each of the branches: Army, Navy, Marines, Air Force, Coast Guard and Space Force. Each has it’s own unique equipment and training requirements by necessity. Navy Submarine Training would not apply to Desert Warfare soldiers, nor would jump school be of any value to a submariner. Training for bulldozer operators wouldn’t do much good for Air crewmen, and Destroyers in the North Atlantic probably won’t be needing the six whit riding horses used at Arlington today. In many ways the service branches are joined and share when we can; Examples: The Dept of Defense Logistics System, The UCMJ, The AAFEs Retail and Commissary systems, SATO, ( Scheduled Airline Travel Office ) GSA, and use of government owned equipment. ( fire suppression technology on USAF runways is also seen on USN runways )Yet, each has it’s own unique requirements. All the service branches fly aircraft, but each is different and unique to it’s mission. The USAF flies the big C141m the C5A Galaxy, and the C131 Hercules, among others. The Army: Attack, Rescue, and Airlift Choppers, among others. The Marines: Harriers, The Navy “Fighters” with tail hooks to land on carriers, and the Coasties: Rescue Choppers almost exclusively. Space Force? ..Yet to be determined. The size and scope of operations conducted by the US military is mind blowing. We cover the entire planet, all day, everyday. Weather, Patrol, and Rescue are a portion of what we do. Our Expeditionary forces are on standby, our combat forces: engaged, and our support forces preparing and maintaining equipment, systems, gear, weapons, vehicles and logistics.Current US militaryManpower: 1,281,900 Active Duty Personnel ( that’s a lot to put in ONE unit. )Aircraft Strength: 13, 362Combat Tanks: 5884Armored Fighting Vehicles: 38,822Aircraft Carriers: 20Submarines: 66More information can be found online here: 2018 Military Strength RankingMy intention here, was to show the enormity of the task that you suggest. I hope that I was able to impress upon you that the diversified requirements and size of the military in our global work area would make unifying all the branches nearly impossible to adequately control, and create unbearable wait times for logistical and information transit.
Do contracted private companies raise their price when the government is their client?
While there may be isolated cases of companies raising their prices when working for the government, the majority of firms actually have to drop their prices. When working with the government, most companies need to secure positions on Government Contract Vehicles or on GSA schedules (Introduction to GSA and Contract Vehicles). In both of these cases rates are typically lower than you would find for the same work with a non-government client.A contract vehicle is essentially a list of pre-approved vendors that the government has deemed qualified to offer a certain set of defined services, usually for one particular government agency. Once on the vehicle, a company is allowed to bid on work that fits within the scope of the vehicle for some time, typically 3 or 5 years. During that time, the government will only allow companies that have successfully competed for a position on the contract vehicle to do any work that is contained under its scope. As a result, contract vehicles essentially constitute "hunting licenses" for future work with the government, and serve as a barrier to entry for new competitors. Because of this dynamic competition for the limited number of positions on contract vehicles is fierce, particularly in our current era of decreasing government spending and Low Price Technically Acceptable contracting (Lowest Price Technically Acceptable Procurements: The Good, the Bad, and the Reality - Dayton Business Journal). The net result of this competition is an intense downward pressure on hourly rates for businesses working for the government. The same situation results from a different mechanism when companies try to set themselves up for work with the government more broadly. The most common way to do this is to secure a GSA schedule for the services that your company offers. A GSA schedule is essentially a pre-approved list of labor categories and associated professional qualifications that may be used by any government agency to buy from your firm (and pay GSA a handler's fee for taking care of the administrative overhead). To secure a GSA schedule a company will almost always need to acquiesce to adding a Most Favored Buyer clause into the agreement which mandates that the firm offer the government the lowest rate of any of their customers for the same type of work. Technically there are exceptions to this policy, but in practice a company has to accept that provision to get the schedule. As this article notes, GSA and Most Favored Customer Pricing, the GSA has a near fanatical focus on securing most favored customer pricing. What's more, to enforce that clause the GSA will routinely audit a firm with a schedule in place to verify that this clause has not been violated. Consequences can be dire (Sun Cancels GSA Contract After Price Abuse Probe) for firms that violate the agreement. In the linked article you can see that Sun Microsystems lost their GSA contract, and subsequently had to pay more than $46m in damages to the government for what they had charged the government in excess of what they had charged commercial clients for similar products and services.
Has anyones Walmart been converted into a FEMA camp yet?
I don't know But I will say yes. Now Let me qualify that answer. At the beginning Of a disaster, A State Governor will determine if damage is beyond States capability to manage the event. If the disaster is too large to manage the Governor will ask the President for a disaster declaration. If and/or when the declaration is approved by the President FEMA will send an advance team to the impacted area to find a suitable location for a temporary headquarters. Sometimes the state has that already arranged sometimes they don't. If not FEMA will ask for assistance from GSA to locate a suitable location. Many requirements like the size of the FEMA workforce, size and scope of the mission, how long does FEMA intend to stay and cost of the lease for a few of the requirements. In my nearly 10 years of experience, FEMA has used empty malls, national guard buildings, public works buildings, hotel conferences rooms, entire hotels, older cruise ships docked , nonoperating small airports. I personally have not been at a disaster where a Walmart was used but we have no reason to not use one. When I was in Puerto Rico we an empty Sports Authority store.I hope this gives you some idea as to how many moving parts are in deploying to a disaster.
