As always, the best place depends on your needs.If you have kids then the most important thing for you is school, and less pollution, obviously. We moved from Zichron Yaacov to Haifa, because the grade schools at Zichron Yaacov were terrible at the time (I've heard they are quite good now, though).We wanted a classical school; a school which is neither democratic, nor anthroposophic. So we had two options. Either Reali, a private school, or a regional school. The best regional school, at the time, was Nofim, at Ramat Begin. Besides their relatively good studies, they pay attention to the kids.They take bullying very seriously. They don't try to cover up even verbal abuse, not even outside the premises. They don't just punish, but the to educate instead. This works really well. The patents cooperate, and don't allow their kids to be bullies.The second advantage of Ramat Begin is air. It is on the west side of Carmel, which is much cleaner. The air on the mountain is around 4 degrees Celsius cooler than at the bottom, which is a big plus at hot summer days. Unfortunately, apartments are very expensive, and you could easily spend 2,000,000₪ for an apartment there. If you are looking for something big it could be much more expensive.If you don't have grade school kids, then Carmel Center, where I live, is great. Beautiful green streets, with lots of trees. Lots of coffee shops, pubs, restaurants, and the auditorium, within 5–10 minutes walk. We just had the Haifa film festival, in walking distance from my house. Also, for me, it's a 10-15 minutes walk from the private grade-school, but there are houses 2 minutes away from that school.Upper Hadar is also great for singles, students, or young couples. I think that the air is more polluted, but you get a great view of the port, and maybe the Bahai gardens. You ate also likely to get a nice and cool breeze in the summer. When the Carmelit (a mini subway/metro) gets fixed, there will be an easy transportation to the Carmel Center, or the Down Town.Masada street, in Upper Hadar, has hip coffee shops, and galleries, with a mixture of hipsters: Arabs and Jews (this is the impression I get when I go to these coffee shops). It's a very nice place for young people to live in. It also has a Carmelit station which, once fixed, will provide a good transportation to the other centers of the city. On the negative side, parking there is abysmal. Most likely you'll park far away from your place. And don't forget a potential air pollution. I'm not sure about the pollution there.If you are looking for a place with a garden - a duplex or a house - you should check out Denia. It's a very expensive neighborhood, with prices in the millions of dollars. Some houses have pools. The school is so-so, and the kids have a reputation of being obnoxious and entitled, but I don't know if it's a false reputation or if it's true.I've spent most of my childhood closer to the sea. It was at the lower parts of Shprinzak, and the Shaar Aliah neighborhood. It's 10–20 minutes walk from the beach, but it's a poor area. It's hot at summer, and not a lot of green. It's very cheap there, but it's not very nice there. I've lived there too long ago to know how it is today. On the plus side, it has a very long strip designated for pedestrians, far away from the street. I used to ride bicycles for hours and skate with friends. If the population is ok, then it can be heaven for kids.If you like football (soccer for the Americans), then there is a nice new neighborhood, Neot Peres ,near the new big stadium. It is on walking distance from two malls, the high Tec zone, the train, the central bus station, convention center, and the beach. I think that it's quite expensive.There are many other areas, and I could go on and on. It's getting too long, as it is.EditForgot one crucial thing - traffic. In the morning it can be hell to get through traffic, especially during 7:30–8:30. Your driving time triples during these hours. From Carmel Center to the high-tech zone, or to exit Haifa, can take 30–35 minutes, instead of 10. From Ramat Begin 15–20 minutes instead of 7.But from areas near the beach it takes only minutes to get to the high-tech zone or to leave Haifa. Take that into consideration. Remember that places near the beach trend to be poorer, which you must check. I think that the poorer areas are still safe, and people are nice, but it's a matter of taste. I don't want to go back there. Maybe I'm an entitled prick.

I assume you mean the greater Monterey area, so I will answer it that way and take it city by city. If you would rather I break down areas within Monterey and not the region let me know.Monterey - Real estate prices are on the high side but lower than other areas like Pacific Grove and Carmel. Lots of good neighborhoods to choose from. Generally low crime rates, but North Monterey has higher crime rates. Public schools are ok, not great. Many people send children to private schools in the area. I went to public schools there, it was not great, but that was a long time ago. You can find homes with views of the bay in several locations like New Monterey or near Skyline ForestDel Rey Oaks - A small bedroom community between North Monterey and Seaside. Real estate prices are comparable to Monterey. Houses are typically slightly bigger. Has a good small neighborhood/community feel. Crime rates are good/lower side. They have their own small police dept. Kids usually go Monterey or Seaside schools or private schools. Weather is slightly less foggy and warmer since it’s a bit more inland by a couple miles. No ocean views but a nice area.Seaside - Real estate prices are lower than Monterey. Crime is higher. There are pockets of bad neighborhoods. Children go to Seaside schools or private schools. Schools are not great, but ok. Not a lot of homes with a view, but there are some in Seaside Highlands a few miles from the water with a view.Pacific Grove - Real estate prices are high. Homes are older. Lots of homes with a view of or near the bay. Weather can tend to be foggy and cold. Schools are slightly better than Monterey. Crime rates are lower than Monterey generally. A good choice if you can afford it, many can’t.Carmel - Real estate prices are very high. Homes are generally small. Hard to modify your home due to many city ordinances. Lots of homes with a view of or near the ocean. Crime rates are low. Lots of tourists in the downtown area. Schools are slightly better than Monterey. Weather can be warmer than Monterey, especially a little inland.Carmel Valley - Real estate prices are very high. Homes are larger and larger lots, but lots of variation. Very few homes with a view or the ocean. Very nice neighborhoods and some rural neighborhoods. traffic can be bad getting to Monterey. Schools are good, Great place to live if you can afford it, few can.Pebble Beach - Real estate prices are extremely high. Lots of homes with an ocean view. The entire area is gated with 24 hour manned security. All residents must have a pass to get in. Crime is very low. Only private schools in the area, but children can attend Monterey or Pacific Grove schools as well. Very exclusive and desirable place to live if you can afford it. Very few can.Marina - Real estate prices are lower than Seaside. Homes are bigger and slightly larger yards. Some bad neighborhoods. Crime is on the higher side. Some homes with an ocean view but not many, since the sand dunes block views. Schools are ok, but many send their kids to private schools. Weather is on the foggy side and it can be windy.Salinas - Home prices can be affordable. Homes are newer and bigger. Crime is very high. No ocean views at all, too far away. Schools can be from ok to very bad. I would not live in Salinas. Even good neighborhoods end up with bad stuff happening sometimes with bad influences nearby.
