PDF Editor FAQ
A sailing buddy from US has a gun on his boat which is licenced in US but he doesn't report it at ports in the Caribbean. Is that the correct action? Please advise me as I will be joining him sailing and I don't want to do illegal things.
He is taking a big, and dangerous chance. On the occasions that I delivered boats in the area when the owner came along, and insisted on bringing firearms, I in turn insisted on declaring them, and the ammo. This would typically piss the owner off. Too bad.In fact, I would lay them all out on a bunk, and advise customs where they were, and present an itemised list.I would also photograph them before we sailed.Since the guns were, on occasion, better than the guns possessed by the local constabulary etc, they would be confiscated, and it would take days, and the photographic evidence, and long phone calls to the US embassy, from places with crappy phone service, to get them back.By which time I typically had lost my weather window, and I and the boat, took a crap kicking in consequence.Local authorities, especially in Guatemala and Honduras (to my certain knowledge,) love nothing better than the chance to improve their income by fining heavily idiot yotties who do not declare their weapons, and maybe even after that, keeping the guns for themselves. And don’t think you can hide them, a dog that has been trained to do so can always find guns. There is a mythology that valiant yotties fight off drug smugglers to an extent such as they can read by the light of the tracers flying overhead. The truth is that yes, there have been appalling cases of murders in marinas, the boat taken, used for a drug trip, and sunk. But offshore, the boat has to be big enough and fast enough for them to catch you, if you are on a motor boat, and a sailing yacht is more at risk in the marina.I always told my crew if anyone asks you where we are going, tell them somewhere in the opposite direction, and that we are leaving two days after the date planned.During the bad days of the ’80s I would cut out, from a template, on 1/2″ ply, a half dozen M16’s and paint them black. Any boat that came close would see a crew with an M16 each, held at the high port, and would stop looking like an easy target, and of course, totally legal. The only time I saw anything like the “opposition” was at the Club de Yates de Laguna Dulce, a little establishment on the Laguna Dulce, tiki torches, a thatch roof, and a diesel pump. There were two dull black “Cigarette” high speed boats with long range tanks at the dock. And there were two very sinister characters at a table, and a pair of Mac-10’s hanging from the coat hooks.I spread my hands, smiled at everyone, and said, in my broadest Australian accent “I am not a narc!”The barman replied “We know, Señor. Cerveza?”It was also the only place that I was ever offered a bunker sample of diesel without having to fight for it and renegotiate the price. We fuelled, and left.Edit: And a PS, you already have on board, probably, a perfectly legal firearm in the form of a flare pistol. Buy one each for everybody if you feel you must.

There is a stigma where a master's degree is less appreciated than experience. Is there some truth to this?
I have never heard of any such “stigma” associated with a master’s degree.Clearly there is a difference between a degree and experience. Some jobs have a requirement for a master’s degree. Other jobs require more experience vice education. In my industry (consulting in the government arena), some contracts will have labor categories that include an “equivalency” for education and experience. For example, the following is a labor category description from a government contract:Engineer, Quality/RAM, Senior: BS in Engineering, Mathematics or Physical Sciences with at least seven (7) years of engineering experience, to include the engineering knowledge of probability, reliability, statistical analysis methods, sampling and test and evaluation techniques, data collection and familiarity with applicable regulations and standards. At least 2 years of experience must have been in the areas of government development and operational testing; other contractor testing to include first article, environmental and performance testing at both component and system levels; preparation, review and analysis of failure reports, verification of corrective actions; requirements validation and their translation and trace to technical requirements and test specifications; preparation and review of detailed test plans/procedures/reports. A M.S. degree in the scientific fields above with five (5) years of experience as listed above is considered equivalent. So, in this case the master’s degree can be substituted for two years of experience. I have seen similar equivalency conditions in a number of contracts.Who knows if there is a stigma in some industry or some company somewhere? It may exist. But in my 33 years of experience, I have never seen or heard of a stigma against graduate degrees.
