It was a constant struggle between the Emperor and the Bureaucracy. Only the strong emperors got to personally rule China. The weak emperors were pretty much just a figurehead and kept in place merely to ensure peaceful continuation of the dynasty.By Han dynasty (~ 200 BC), the Chinese bureaucracy had developed "matrix management" that continued to this day. In addition to the "general managers" of town and provinces, there were special "functional managers" who reported through the functional chain. These included the department of justice, the department of finance, the department of public works, and the department of education/rites. There were also two departments that the emperor always oversaw personally. One was the department of defense. The other was the personnel department.From that point on, it was basically a never-ending, constant struggle between the powerful local bureaucracy and the central government. Over the 2000+ years of history, probably every trick that you can imagine, or can't imagine, have been tried before, such as -Local officials pretend things were better than they actually were, in order to get reward and promotion;local officials claims things were worse then they actually were, in order to pocket money sent by the government for disaster relief;local officials appointed their own relatives to lucrative posts;local officials collaborated with bandits and got a share of the money from highway robbery;local officials "babysat" the local bandits in order to get government funding to raise local military force;local officials funded smugglers;local officials sold litigation outcomes;local officials cheated on national exams;local officials recognized powerful court eunuchs as their "fathers" in exchange for the eunuchs to spy on the emperor for them;local officials faked "road accidents" of central government inspectors;bribery, drugs, women, entrapment, blackmail, etc...Well, there's like ~ 2000 years of carefully recorded, written history on all of it. Who/what/when/how, strategy, outcome and counter measures, arguments for and against specific counter measures, all there in the recorded history. (i.e., term limit, geographic rotation, unannounced inspections, multiple source data correlation, independent judiciary, open court debates, publicity/sunshine laws, confidential reports, rewards for whistle blowers, prohibition of people from the same family working in the same province, double-blind national exam grading, harsh penalties, etc.) Because of this, nobody can play this game as well as the Chinese, and nobody can deal with it as well as the Chinese. But I would say that China is definitely hard to govern!

Just over a year ago, I was the Deputy Director for Squadron Operations of my unit. This long, vague title gave me a lot of responsibility and work, but also meant that I was Second-in-Command of our unit. Our Squadron Director is out of our area about 25% of the time, and I was Acting Squadron Director on this particular day.Due to heightened threat levels, we were providing increased tourist assistance at our local jetty port. I had taken an early lunch, so that I could relieve our personnel during the regular lunch hour at noon.I had just received my meal, and taken my first bite, when I received the following text message from one of our personnel, who speaks little English:“The guard shot the gun.”Knowing that it would be fruitless to try to get an expanded answer, I ran down four flights of stairs, alighted my service bike, and traveled Code 3 (with Lights and Siren), to the port. As the road from the port to the Main Road is one-way, this required traveling counter-flow, which is obviously dangerous, but I made a 20-minute trip in less than half of the normal time.When I got to the port, I saw over 50 police officers, but no victims. I located a person from Disaster Management, whom I recognized, and who speaks English, in order to get a debrief.Here's what happened:The guards had two pistols stored in a desk drawer. At shift change, one opened the drawer sharply, and one of the guns discharged. Here is where it gets interesting :The bullet hit the incoming guard in the thigh, just above his left knee. It hit a tour guide, just below and behind his right knee, and a pregnant lady, who is the daughter of a local councillor, in the thigh.I asked where were the victims. They had already been taken to local clinics via public shuttles, which explains why I didn't see the ambulance while enroute.So, in the end, I risked my life on a Code 3 call, to take a report that I finished in less than ten minutes. It was a bit pointless for me.More interesting things happened that day, but I've answered the question.For the record, the shooter's name was not Lee Harvey Oswald, and that wasn't a magic bullet. All victims were ok, having only been grazed. We believe that the third victim was struck by a piece of concrete, rather than the bullet.

The first mention of a red flag dates from 1294.It was hoisted by pirate ships from Normandy. If a fleet, a city, or a castle raised such a banner it meant that they were not even considering a surrender.In the same time red flags were increasingly used as warning signs. If there was a natural disaster or a danger a red flag would hoisted to avert people and to convince them to disperse. Hence the origin of the English idiom red flag meaning (thank you Wikipedia), “some particular problem requiring attention."In October 1789 the French National Assembly enacted a decree that enshrined the practice; from the minute an officer raised a red flag “all crowds of people are considered illegal and should be dispersed.”The decree was tested on 17 July 1791. A great crowd of Republicans came to the Champ de Mars in Paris to accuse King Louis XVI of treason and call for his removal from the throne. Jean Sylvain Bailly, Mayor of Paris, ordered a red flag to be raised. The crowd refused to disperse, and Lafayette, leader of the National Guard, opened fire killing several dozen protesters.For a while Republican movement seemed suppressed, but it came back with vigour. Lafayette fled, Bailly was executed, fifty killed protesters became martyrs of the Revolution, and the red flag took a new meaning: it was there when they got killed, it was stained with the blood of the martyrs, and therefore it became a sacred symbol of their struggle against tyranny.In 1830 the red flag was raised on the barricades during the “Three Glorious Days” of the revolution that ended in the dethronement of Charles X. However the black flag was also popular among revolutionaries; it dominated the famous revolt of Lyons weavers in 1831 and coexisted with the red flag on the barricades of 1832 as described in Hugo’s Les Misérables.During the next French revolution in 1848 the red flag was proposed as a new national flag of France, and it took Alphonse de Lamartine, a great poet and a member of provisional government, to protect the blue-white-red flag. Only one of these six republics existed longer than a year. However Lenin was already exuberant when his government outlasted the 10 weeks of Paris Commune.When the global revolution did not work, and USSR remained the only proletarian state in the world it naturally became an archetype of a communist state. This reinforced the association between communists and the colour red.To end the story I will tell you a Soviet joke.A foreign tourist falls into a manhole in Moscow and breaks his leg. He is taken to the hospital. A sympathetic interpreter comes to help him speak to the doctor. The tourist complains:- This is wrong, very wrong! I could not see that this manhole was open! In our country when there is something dangerous they warn you!- How do they warn you?- They put red flags around it!- Haven’t you crossed the Soviet border?- Why, of course I have!- Didn’t you see the red flags?A COMMENT from Philip Owen:There is another occasion the should be mentioned. A red flag was used in the Merthyr Rising in 1831. This was the first major working class rebellion in an industrial town. Merthyr Tydfil in Wales was the world’s first industrial town. The colour red was from the blood of a calf which was used to dye a sheet. It may have been used because of associations with the French Revolution. This is not clear. It is certainly the accepted root for the use of the Red Flag in British socialism.
