It wasn’t voting — it was registering people to vote.I live in Canada. about 10 years ago, I worked as an enumerator. As an enumerator I would be assigned to a certain block of the city where I was to go through every residence in that block to make sure that every eligible citizen was registered to vote. I was buddied up with someone and we decided to take a block in the downtown east side of Vancouver. This section of the city is famous for having the postal code with the lowest average income of the entire country. It’s also known for the druggies wandering the streets and occasionally getting into the way of traffic (that sort of thing). When the poll captain learned of our intentional choice of that block, she offered us a second block, which we happily took. For me, it was something of a mission — I believe in voting as the minimal acceptable manipulation of the levers of democratic power. In my belief, the reputation of the downtown east side as a low-voting precinct meant that politicians could afford to ignore the residents therein — and that raising the participation rate could make politicians more response to the needs of these people.I was an interesting and learning experience. Not only was that section of town known as the poorest section of town, it was also even with the Shaugnessy area (known for it’s posh mansions) for the longest average residencies (many Single Room Occupancy boarding houses where some working-class men had lived since the two World Wars).The area had a real community atmosphere. In the bar where Andrew (my work buddy) and I retired to, people originally looked at us with suspicion, until they found out what we were there for. Once they knew that we were friendly to the neighbourhood, we got a much more welcome reception.Some people were happy to have a visit. Many were Neutral. Some of the buildings belonged to Chinese benevolent associations, where many of the residents didn’t know English. We found someone to translate the instruction for us. In some of the benevolent association buildings, we were given a table to sit at, and the residents were brought to us to fill out their paperwork.Although some residents were initially a bit prickly about us bothering them, the truth of the matter is that the only time I felt at all threatened was when we tried to enumerate an apparent apartment building that turned out to actually be the local Hells Angels clubhouse. Even there, we eventually ended up talking to someone who told us what was actually going on, was apologetic about our initial welcome and ended up taking a couple of registration sheets.I won’t bother explaining the SNAFU around the Central Police Station (which was in our section), the registration of apparently undercover agents and what it did to the registrations of the building next door… Just suffice to say that our boss ended up being a bit frustrated with us about that.She ended up getting very upset with us when I arranged to get a lawyer to come down to the First United Church for a day to take affidavit registrations (in lieu of people having any sort of ID). She considered that to be going (quite) a bit past the call of duty.In any event, I think that our registration percentage ended up well into the 90% range. I think that my proselytizing about the value to the community of voting may have actually made a real difference.
