Important Features of the Right to Information Act, 2005: Every citizen possesses the right to information. The term information includes any mode of information inany form of record, document, email, circular, press release,contract sample or electronic data etcRight to information covers inspection of work, document,record and its certified copy and information in any otherelectronic mode. Applicant can obtain information within 30 days from thedate of request in a normal case. Information can be obtained within 48 hours from time offiling the request if it is a matter of life or liberty of a person. Every public authority is under obligation to provideinformation on written request or request by electronicmeans. Certain information is prohibited for security reasons. Penalty for not providing information is Rs. 250/ per day butthe total amount of penalty should not exceed Rs. 25,000. Central Information Commission and State InformationCommission are to be constituted by the Central Governmentand the respective State Governments. No Court can entertain any suit, application or otherproceedings in respect of any order made under the Act.Corruption is an evil which is eating the vitality of theadministrative system in India resulting in various social, politicaland economical degradations. Where it has been feltthat certain area of governance have to be kept outside thepurview of the RTI Act, the same have been exempted under thespecific provisions envisaged under the Act. My husband had a dark spot growing on his forehead. It looked like a birthmark. He'd had it for years, and for as long as we've been together (three years). He also has an autoimmune condition that causes his skin some difficulty when he's stressed.So I finally made him a dermatology appointment to see what could be done to manage this ongoing skin condition. While at the appointment, he got the usual full-body scan by the doctor. The doctor paused over the dark mark on my husband's head. He just casually mentioned that he would take a small sample of the tissue from that spot. The doc shrugged and said it was likely nothing.It came back malignant melanoma, the most aggressive and dangerous form of skin cancer. We didn't know if it had metastasized, spread to lymph nodes…We scheduled him to have a Slow Mohs procedure. The doc gouged his head down to the bone. Big, deep hole. It was packed with gauze and we were sent home.I had to tend to and dress the wound. I am not a medical personnel of any kind. The sight of his gaping wound nearly made me faint. I was so nervous about this responsibility before me. I had prepared by having all the necessary bandages and accouterments I would need. I called my sister in panic, I just didn't think I could do it. She, being a mom, was used to bandaging up deep wounds, so she walked me through what to expect and she steadied me.I did it all, every day. I would not let him see the wound. Even though he's a medical professional and a tough guy, he did not argue with me on this point.We waited on pins and needles to find out if the MOHS surgeon had gotten all the cancer. Had it metastasized? Would another bigger, deeper procedure be required? The call came at 7:00 a.m. a week later. All clear. Procedure a success. No mets. OMG. 🙏🏽Under my careful, diligent ministrations (I got inured to the horror of it), the wound gradually filled itself in. He hardly has a trace of a scar there now. Amazing. His flesh just grew and filled itself in. No surgical stitches necessary.We feel very grateful to be together this Christmas Eve. He had the surgery in September 2019. He had barely fully healed at Christmas a year ago. Then, in January we both contracted COVID-19, and were fighting for our lives. Is 2020 over yet?

I have lived for 30 years in Japan so here`s my twopence worth.The implicit agreement between the Yakuza and the police is that as long as their world and the general public`s world don`t collide i.e. the Yakuza keep their own problems/turf wars/ etc. to themselves, the police will generally leave them alone.This is generally the way it is. The older, professional gang members understand and keep to this arrangement. Any problems tend to arise from the wannabes like the chimpira (low-level punks) who try to make a name for themselves and other assorted scum like bosozoku (motorcycle gangs).However, that doesn`t mean they are to be trifled with. These are professional criminals, with henchmen that would kill you with just a nod from their bosses. Their businesses range from the usual prostitution, protection rackets, extortion to `legitimate` business, mainly waste disposal, working on government contracts and such like. Income earned is in the billions, so they aren`t particularly interested in the small-time stuff.I used to do some charity work for the homeless with a Belgian friend of mine. We would meet with a group of Japanese people and go out into the streets bringing food and blankets for those living on the streets.It was your usual collection of normal people who want to do something good for society in their own small way. However, there was one short, stocky man with a shaven head who was helping out, too. But we noticed that nobody really wanted to talk to him.He seemed pleasant enough, mid-60s and so we walked together with him and chatted away. Turned out he was an Oyabun. Basically, he was a godfather in the Yakuza. He controlled vast areas of Shinjuku in Tokyo and places in Yokohama (where we lived) and Chiba. He used to work in the Japanese Navy, sold off surplus navy products and joined up with the mob.He was friendly, funny but had that glint in his eye that let you know he could and would shank you if he had to. We found him very interesting but we could see all the looks the Japanese were giving us. Hey, we were foreigners so what did we care. We were just chatting away as we did our rounds.I asked him why he was doing this and he said to pay for his sins. He was married but had a mistress near by and would spend time with both. He told us about his life, how they would bring in Colombian women to work the clubs, bars and whorehouses and how he would always be the first to `sample` the merchandise.He told us that if we were ever in the entertainment districts, to mention his name and we would be treated right. If we had any problems, again to say his name and that we were his friends.It was tempting but we decided to never get involved. Take a favour from these guys and you never know what favour they want back in return. Also, we could use his name in the wrong place with a rival gang and God knows what would happen to us.Best thing is, keep any fascination to yourself with these people and give them a wide berth if you have no reason to interact with them.
