The link that you provided outlines the subsidy provided by the government for small biogas plants that are used for small and large families.The size required for an entire village will be much larger than 6 CUM, unless you want to limit the size to 6 CUM. If you do limit the size to 6 CUM the government will treat it as a family biogas plant.The size you require (in my opinion) is much larger than 6 CUM. Such a type of digester is called an Institutional Biogas Plant.
