BRIEF DESCRIPTION OF PROBLEM STATEMENT:To improve the economic condition of India, the first requirement is political stability of India . Since India is a democracy, every alternate 5 years we've to go for election. Since even if the present government try to do his best to improvement the economic condition of India, there is no guarantee that in next election the same government will come to power.As, we've seen during Vajpayee time. So, there is no continuity of policy , once the next government come. Also, after Vajpayeee government we'have seen how the coalition governmnet performed. All the regional parties had different agenda and government was not able to take any firm dicision. In UPA-2 period, we've seen lots of scams and complete policy paralysis. Even though the Vajpayee government tried to do his best, NDA lost the next election. The major cause for losing the election was , as promised he was not able to generate the employment for unskilled and semi-skilled rural population of India and was not able to improve the financial condition of rural population. Also, some bad political alignment was responsible for NDA 2004 defeat.Also, once BJP came into power after UPA-2. Narendra modi as promised is not able to generate the job for un-skilled and semi-skilled people of India, also the condition of rural population is not much improved. As he has majority in lok sabha, but has not sufficient number in Rajya sabha. That's why he is not able to pass the major reforms like land bill, labour bill , environmental policy clearance bill. We've seen how much time he took to pass the GST bill, as opposition was not collaborating with him.The problem with India is all three sector of economy ,i.e. agriculture, manufacturing and services sector is week. India has completely missed the bus of manufacturing revolution. Most of India population is employed in agriculture sector, whose productivity is very low. Narendra modi is very good with his foreign policy, but due to his effort all the FDI that is coming to India is in hi-tech sector. Even though some semi-skilled job is migrating from china, it is going to countries like Bangladesh, Phillip-ins , combodia and other countries. Also, the export based model of development has coming to an end, because the developed world has become protectionist in their nature. That's why, ex- RBI governor of India has equally emphasised on Make for India , instead only for made in India. As, the export based model market has been cornered by China, Vietnam, South korea, Japan and other Asean countries.As, India is mainly a consumption based economy, and after GST implementation, it has become a single market , there is good scope for Make for India , as Industry 4.0 has come into picture.He has initiated many projects like Jan-dhan-yojna, Suknya samridhi scheme, 100 % electrification, LPG gas connection, skill-India etc, which is benefiting the people.He has initiated massive infrastructure project projects like Bhartmala, Sagarmala, railway freight corridor, several logistics parks etc., which can generate employment for semi-skilled people, but where is the capital. Also, to bring these project on ground it need some time like 5-10 years.He has also opened many sectors for FDI, but to realise it’s effect on ground level, it’ll take some time.China has experience in improving the infrastructure sector and manufacturing sector, they can help India in these sector. They have also vast reserve of forex reserve. But, whether they'd help India or not, it's not very clear, as they view India as a regional rival in long term. Even though, our prime minister has informally met with the China president recently, but we can't say with much surety , that they will heavily help us to improve our infrastructure problem , considering the current global geo-political situation.He implemented initiative like Bankruptcy act, RERA, demonetisation etc., due to which BJP usual voter base is not happy, as it has directly hit on black money economy that was going under India.Recently, also we've seen it's effect as BJP loss in some key states like Chhatisgarh, Madhya pradesh, Karnatka, Rajsthan. Even in Gujrat from where Narendra modi comes, BJP was able to manage it win some how.Also, all the opposition parties are going to form a mahagathbandhan to win the next coming general election.The root cause of this problem is, there is not one India. In fact, there is two India one is Bharat (People residing in rural areas, tier three cities etc) and another India , people living in Metro cities , tier two cities (middle class, upper middle class). People living in rural India still vote on caste line, as they are not much literate. Politician use divide and rule policy (based on caste line, majority-minority line etc.) to get the vote.Politician buying the voters based on money and liquor, is still rampant in rural India. Politician also use muscle power to influence the voter of down-trodden section. They also, allow scheme like loan waiver for farmers which is not good in long term, it creates fiscal deficit problem for state and Banks. So, bank hesitate to give them loan next time. We've seen how congress party used loan waiver scheme, free electricity in their manifesto to win the recent election. But, it's not a viable solution for farmers also in the long term.The problem of rural people and semi-skilled/unskilled people is also genuine, as the fruit of globalisation has not reached them, so they fill alienated.THE BRIEF DESCRIPTION OF PROPOSED SOLUTION:The problem is that, the Indian middle class and upper middle , don't go to cast their vote during election period. They understand the problem of India, how can it be improved. But they only debate among themselves that, but during voting period they hardly cast their vote.Right now, India has sizable number of middle class and upper middle class, approx 300 million to 500 million , as per Indian standard. If they cast cast their vote, then we can see a progressive government in India for long term, and India can become an economic behemoth. If they cast their vote, then we can see a strong central government in India, in both lower and upper house of India, so that they can easily pass suitable reform policy for economic improvement of India.But, the problem is how to bring them to cast their vote during election period. They, will never come, as they have become lazy, they even don't go to buy grocery and other daily needed stuff from local kirana store now. They order it from Amazon, Grofer, Swiggy, Flipkart, Snapdeal, Myntra, Jabaong, Bigbasket, Ola/Uber etc.The election commission will have to provide them a solution, so that they can easily cast their vote from their home, office or from any place at their on convenience at any time on the voting day.Fortunately, we have a means available to go to them , so that they can caste their vote. We have the combination of smartphone, cheap data rate, and Aadhar card availability with most of these people to reach them.The election commission can design a software application, either browser based application or native rich application, listing all the parties and the candidate fielded by them in various constituency, with their party symbol, so that they can download the application or else go to it through browser based medium, and cast their vote using their smartphone, cheap data rate and Aadhar no. We can authenticate their Aadhar credential through MOBILE based OTP or E-mail based OTP. Once, they are done with casting their vote, we can show the successful symbol on the screen, and after then they can't re-caste their vote for any other candidate, it'll be locked for them. Since, these middle class and upper middle class people can't be influenced by money or any other means except psychological propaganda, they will chose best candidate among the available candidate.We can provide the solution in all Indian languages, we need to simply link the software with some local language library framework, which consists of all Indian languages. We can also take the data of different party name, their party symbol, candidates fielded by them in each constituency from EVM database and integrate with the application. To cross-check the authentication of Indian citizenship of the voter we can implement some verification method using both voter id (National Voters' Services Portal) and Aadhar card. In fact, voter id and Aadhar no. of a person can be seeded using UIDAI and NVSP (National Voters' Services Portal) .There may be some another challenges to implement the software, which we can discuss in some meeting, which will consist of all stakeholders which can help in implementing the software.The election commission can take help of election commision officials, NIC, UIDAI, some consulting company like pwc, deollite, KPMG and software vendors like Wipro, TCS, Infosys etc.After implementing the application, the election commission, can market it using various communication channel like radio, news paper, social media (facebook, linkedin, twitter, whatsapp), TV etc. to adopt by the masses.This is not very complex application to implement, but it will increase our democracy to a great strength and it will help the central government to take bold decision to take reform policies to put our country on a solid economic path.This is brief summary of how to bring the middle and upper middle class to cast their vote on voting day. Also, as most of the urban voter base has inclination towards BJP (as they come outside their home for job purpose), so they will cast their vote in favour of BJP for continuity in policy.Rest, we can discuss in some meeting of like minded people and various stakeholders as mentioned above, which can contribute in implementing the software.N.B. 1.
