If you could change Fallout 4 in 5 different ways, what would you change about it? Why? How would it be different?
This is largely based on Murphy Barrett's answer to What features do you want for Fallout 5? but I will modify it for Fallout 4 specifically.Imagine, you leave your Vault for whatever reason, and are forced into the wasteland. As you explore, you encounter multiple factions, say four to six. Brotherhood of course, some sort of Raider group, and a few others. Each factions has a main questline in line with their purpose, and the usual sidequests. The game itself should also have its usual fun quests. You can join all the factions and work with them up until a point, as in previous games. But the main thrust of the game is to liberate/create settlements, and then ally them with any faction of which you are a member, or no faction. Other factions may conquer your settlements if you don’t defend them. The idea is to actively colonize the area for one faction, or to establish a network of free settlements with no allegiance.Now, onto features.Player & Quests: Player choice is king.First playthrough will start with the “vault/independent” faction. The game starts as it does, but we’re going to totally abandon the annoying missing baby arc. No, you wake up, and one hopes goes immedietly to check on your spouse and son…who have died and rotted in cold-sleep. For extra points, there are scratch-marks on the inside of the glass. There is a little heart on dried blood that, if you were to get inside the cold-sleep chamber, you would see it’s framing where your own face was across the aisle. Welcome to the Wasteland.Once the game has been completed once, you have optional starts with with each of the major factions.Let choices matter. Even if it’s just a different life of dialogue in response to something, let the Player’s choices really shape the world. Like New Vegas, or Witcher 3.Fight/Sneak/Talk: Rather than every situation being resolved with a gunfight, give the player more choices about how to resolve situations. Rather than farmer Bill asking you to just kill the orks…errr…super mutants over in the old Nuka Cola factory, or whichever clone of this quest it is, let each single one have variable endings.Kill all the baddiesPay them off to leave Farmer Bill aloneFigure out what it is they need that is causing them to raid Farmer Bill, and resolve their resource issue so the leave him alone.Hire the baddies to protect Farmer Bill’s farm from all the other baddies running around.Kill Farmer Bill and let the baddies take over the farm.etc.For the love of unholy god, let the Player climb over stuff! Fuck! We do more than just walk and run in the real world, and it’s not like plenty of games haven’t figured out climbing, sliding, and mantling over stuff.Dialogue: More and varied options, New Vegas style.Use the starting Trait system from New Vegas as an option. It was interesting, and I always loved the oddness of Wild Wasteland.Skill Progression-Use the same one from Skyrim. The skills you use level up as you use them.Perks: I like the system in New Vegas a bit better.Karma! Bring it back.Factions: More like New Vegas. There are no good guys, there are no bad guys, there is only who the Vault Dwellers sides with. Even if it’s nobody and all the Settlements are independent.Faction specific rewards and endings. At some point, you’re going to have to pick a side, and this should get specific, useful perks, and have a definitive difference in the ending.NPCs react to Faction specific clothing, like in New Vegas.Each Faction will have two leaders vying for control. If you join the faction, you can ultimately decide who runs each faction in most cases, even if you don’t complete the whole faction questline. Have the decision come, say, 1/2 to 2/3s of the way through each questline. Of course, you could just assassinate whoever you dislike, but that defaults faction leadership to the other person. If you kill both, faction behavior defaults to a split between the two leadership styles and will be less effective than either. These behaviors will apply whether or not the Sole Survivor leads the faction. If the SS is in charge, the “leader” will be the SS’s XO.Minute MenIf the Minute Men win their base of operations is the Castle rebuilt. They will do their best to help the Commonwealth, but manage full control over it. Residents will always have to be ready to meet life’s challenges, but can get help from the Minute Men if the need it.Second Lieutenant Preston Garvey is a stary-eyed dreamer who wants to help everyone. He’ll offer help to anyone, including those who nobody else would and really need it, but also to vile people who will take advantage. Sometimes good people get hurt because Garvey won’t take the rose-tinted glasses off and recognize that some people are just evil and you can’t compromise with them. If Garvey is in charge, the Minute Men are knights errant, never really able to help the Commonwealth as a whole, but doing lots of little good everywhere.Sergeant Major Ethan Allen, on the other hand, is the battle-hardened realist. He wants to trade protection for control. Everything comes with a price. He’s not a raider, but if you want his minute men to protect your farm, you owe the minute men allegiance and taxes. The minute men have to eat after all. He’s more concerned with keeping the Minute Men family safe and alive. But once you are one of his, you are one of his, and he’ll go to the mat for you. If you stick with the Minute Men, eventually you determine who takes precedence either as the MM leader or as your right hand man, and this shapes the tone of the Minute Men afterwards. If Allen is in charge, life within the Commonwealth under their control is safe and secure, but nothing comes free. TANSTAAFL. You want help, you’ll get everything you need, but you owe the MM. Choose to go your own way and they’ll respect your choice, and watch your farm burn the next time raiders show up.Brotherhood of SteelIf the Brotherhood wins, they set up a FOB in Boston Airport. The Common wealth will be secure and orderly…and under military occupation. Safety at the price of liberty.Elder Maxson is on his crusade to purge the unclean and secure old-world tech for the Brotherhood. There is one way, the Steel Way, and Maxson will take everyone along that path, at gunpoint if necessary. If Maxson is in charge, the Commonwealth will be well patrolled, but under total occupation. Papers please.Paladin Danse has been boots on the ground, seen up close the people of the Commonwealth, and wants to use the Brotherhood’s power to help the denizens of the Commonwealth. Of course, the best way to help them is to annex the Commonwealth into the Brotherhood. If Danse is in charge, the occupation is softer, but will be plagued by corruption as Danse tries to work with factions who may not have the Commonwealth’s best interests in mind, and there will be insurgency from those who resent the Brotherhood, those who would have been crushed under Maxson’s heel.The Institute of Scientific AdvancementIf the Institute “wins”, they continue to operate out of their secret research facility under MIT. The Commonwealth will live in terror of the shadow of the Institute, but humanity will advance and thrive…one way or another.Shaun Pater is the Chief Scientist of the Institute, and believes that science will save humanity. His chief goal, and that of the Institute under him, is to perfect humanity by finally achieving real control of the FEV. If Shaun remains in control, the denizens of the Commonwealth will find that they will slowly begin to mutate into something between a super mutant and human, better adapted to the irradiated wasteland of the Commonwealth to survive and thrive, but no longer in control of their own bodies.Conrad Kellogg is the chief “fixer” for Shaun, but his experiences actually operating in the field have hardened him to the plight of the survivors. He has come to abhor mutants as subhuman filth. He plans to betray Shaun and hijack his research and use the FEV to create a race of slaves to carry out his will in the wasteland so that he need never return, and provide a perfect utopia for the last surviving “pure” humans in the Institute. If Kellogg controls the Institute, the denizens of the Commonwealth will find themselves either mutated into mindless drones, or murdered by those who have been. Those who survive will live a hunted existence filled with terror. But a kernel of humanity will survive in the Institute, ready to go forth and multiply when their mutant slaves create a new Eden for them.The RailroadThe Railroad’s only objectives are to free the Institute slaves and destroy the institute. If the Railroad wins, the Institute is defeated. Some of the freed slaves will integrate into other settlements, but most will reside in Railroad founded “freetowns”. Their headquarters will move to a randomly selected Settlement associated with the Railroad.Desdemona is the current leader of the Railroad. Her main goal is to free the synths, cyborgs, bioroids, and uplifts of the Institute’s early experiments with it’s human improvement project. She prefers subterfuge to accomplish her ends. If Desdemona is in charge, the Railroad will free all the slaves still trapped in the Institute, and possibly destroy it’s ability to create more (optional). If the option is taken, the Institute is forced to labor by their own hands.Glory is a firebrand field operative specializing in sabotage, and thinks the Railroad should take a more direct approach. She is a synth, and bitter about her former status as a slave. She wants to replace Desdemona, and is willing to resort to assassination to achieve her ends. If Glory is in charge, in addition to freeing the Institute slaves the Institute is utterly destroyed in revenge for their slaving ways. If this happens, it will be discovered that many of the medical supplies in the Commonwealth, such as stimpaks, were produced in the biolabs of the Institute and traded by its agents for supplies, information, or other needed tasks. This was not altruism but pure bribery on the part of the Institute, but nonetheless medical supplies will be much harder to find in the future.GunnersThe Gunners are a mercenary group interested only in their own gain. Their headquarters is the fortress of Gunner’s Plaza. If the Gunners win, they will extort the Commonwealth with a protection racket.Captain Wes rules the Gunners, and will take any contract and squeeze as much money out of it as he can. He is ruthless. If he is in charge, the Gunners will run the Commonwealth as a protection racket. Denizens will be protected, mostly, from everything but the Gunners.MacCready is a former Gunner. He left after Captain Wes took over, and profits became more important than the “honor” the Gunners once had. If MacCready replaces Wes, the Gunners will specialize in providing convoy escort, settlement protection, and hunting monsters. This helps the Commonwealth, but it’s not really a game-changer.The RedsThe Reds are a raider group plaguing Boston. If the Sole Survivor sides with them in victory, the Reds will conquer Diamond City for their headquarters, retaking their ancestral homeland, and run the Commonwealth as their own fiefdom.Ruth runs the Red. She is a pre-war ghoul, and claims to have been the founder of the Reds. If she is in charge, the Commonwealth will be broken up into “Diamonds”, each to be run as its Ump sees fit. Diamond borders will be fairly stable, and while peasants are squeezed, they won’t be outright slaves. Umps and their cohorts will live in luxury with wine, women, men, drugs, whatever else they want. Life will at least be sort of stable.Jackiero is one of Ruth’s lieutenants. Jackiero enjoys causing pain and misery for its sake alone, not just profit. If Jackiero is in charge, gladiator pits and random executions and torture will predominate through the Commonwealth.Joedi is a party animal. He’ll smoke anything that can burn, inject anything he can squeeze into his veins, and fuck everyone else’s wives or girlfriends. If Joedi is in charge, the Commonwealth will be awash in drugs, booze, and an endless party. If you’re one of Joedi’s pals that is. If not, you may be randomly murdered, robbed, raped, or invited to join the party, as the whim strikes.IndependentNo faction ultimately wins, and each Settlement stands on it’s own to live or die. Settlements become little city-states.Kesser (optional). Still no faction wins, but the Sole Survivor helps Kesser strengthen inter-settlement trade-routes. The roads between settlements are safer for trade and travel. Settlements are still independent, but the Commonwealth is somewhat safer and will advance slowly as ideas and people can travel and trade more freely.Settlements: Of course, Settlements must be improved, so that the Vault Dweller can micromanage…or not.Settlement ManagementI think a Sim-Settlements feature should be part of the game. You can build everything you want, or just pick one of three to five basic Settlement Layouts, choose a Settler to be your Mayor/Leader, and let it be mostly automated. The layouts can be done in three levels of “automation”, with the player doing everything as per the default, the player laying out “zones” as per Sim Settlements, or fully automated, with pretty much no input from the player. The settlement will grow and evolve without you.Give settlers fucking names! Sort of like “Don’t Call Me Settler”. It’s much more immersive if John is a guard, rather than Settler. And also, have a little tag after their name with their job. It’s just more convenient if/when assigning settlers to particular tasks.Maintenance/Repair-Settlers should be able to be assigned to, very slowly, repair damage to a settlement after attack, using resources collected by the scavenger. Or the Player can do it quickly. Also better way of identifying damage, such as highlighting it yellow in build mode or something.Work something like “Settlement Management Software” into the game natively.Salvage Beacons. If you don’t know this mod, you should.Have some settlements be pre-existing that can be liberated, and others that can be built from scratch. Maybe even some where the feature where the Player can establish settlements wherever.Provisioners: Make this more transparent. I’d like to be able to know how much food, water, money, etc, each settlement is producing, as well as a total for each, so I can more easily gauge what the needs of my whole system is. Rather than just building everything for every settlement, make it easier to actually use provisioners.Settlement Attack/Defense: As part of the overall plan, I’d like the game to improve the defensive works options.Sandbags behave muck like railings, and can be placed on the ground or along the edge of floor pieces, and somehow key settlers to hide behind them during raids.Bunkers-An additional “type” of building, small pillboxes or machine gun nests, or similar. Can be built independently or integrated into other buildings.Trenches that actually go into the ground. Lay them out like floors/walkways, but depressed, with ramps, corners, intersections, etc.Better walls. Look at the snappable wall mods for ideas.Settlers vs Guards-I think settlers assigned as Guards should continue to patrol the defensive works, and that any arms or armor given them by the player should increase the settlement’s defensive rating. However, unlike Settlers, Guards should be killable in the event of an enemy raid.Player Defense-The “defense rating” during a raid should be determined by the active defenses, passive defenses, and guards. If the Player chooses to assist in defense, that seems to significantly help. I think that mechanism is adequate.In short, I want to be able to actually build forts if I’m so inclined.Murphy Barrett's answer to In Fallout 4, how do you like to build your settlements?Conquest: The Vault Dweller of course liberates settlements, but if left undefended, or too lightly defended, other factions can conquer settlements as well.Raiding-Factions should attempt to raid or conquer settlements along their frontier zone. The “Attack Strength” of the raiding party should be reflective of the faction strength, both in numbers and weapons deployed. I don’t really have a mechanism in mind yet, but larger, more robust factions should be able to field stronger raiding parties. However, there should always be at least a chance that a weak faction can conquer a strong factions settlement. The Defense depends on the settlement, or the Player showing up, but the Raid reflects the faction strength. Also, raiders should always spawn outside of the buildable area. That way, if the Player has invested time and resources into building a curtain wall (I love doing that with my settlements), the effort should not be spoiled by raiders spawning inside the settlement.Strategic Map: Have an overlay on the map that shows faction control.Flags: When you capture a settlement, you may designate which faction it is allied with, so long as you are in good standing with that faction. You may place a flagpole in the settlement, or it may already have one, which will fly the flag of its faction.Factions will exert “pressure” on nearby settlements, and they may spontaneously change allegiance if they think another faction will give them a better deal. This mechanic is borrowed from Civ VI.The player may also try to convince settlements to change allegiance by calling a vote. Faction pressure vs the player’s social skills determine the outcome.The player may always choose to simply reconquer a settlement for a different faction if diplomacy fails.Gear & Crafting: I love crafting. I’m an ET in the real world. But…No legendary. It was just too gimmicky. It broke immersion too much. Keep Special/Unique weapons, but make them really extra good mundane weapons with maybe something unique about them, not magic.Let the player build weapons from blueprints and raw parts with a high enough skill. You know, like half the Commonwealth.As much as it generally annoys me, have gear wear down. Just…not as fast as in New Vegas. That was extreme.Power Armor: Make it rare and powerful.Companions:Companions: Allow at least two hominid companions and one animal companion. Or just allow three companions period.Don’t have the completion of the Companion Quest be the end. A lot of the companions got kind of boring after their quest. It was a bit jarring after flirting with Piper incessantly for her to suddenly go stiff AFTER romancing her. The Companion Quest/Romance should not be the end of the story.Fuck it, I liked the Companion WheelNPCs:Villains! Of course, every faction leader would be a potential enemy, but also have some independent enemies with actual personalty and backstory. Of course, the Player could just kill them, but…what if the player works with them?Misc:Tone-I enjoy humor in games, but this is supposed to be post-apocalyptic. I’d like to see Fallout 5 to less Atom-Punk and more Mad-Max: Fury Road.Fast-Travel: Restrict fast-travel to only Settlements the Player controls. I fucking hate bullet sponges. Make higher level enemies have better gear and use better TACTICS! But a bullet to the head is a bullet to the head.Certain monsters can be spongier. Deathclaws. Shooting Deathclaws should just make them angry. Shooting them with a rocket should hurt but not kill one. Nail it in the face with a rocket, okay, kaput.Have animals that are just animals. This is an excellent question and there are many companies who believe they are shaping this answer (predominantly, SWIFT, Visa, Mastercard, WesternUnion, PayPal, and a whole lot of mobile companies).Very important note to the above, is an external player like say Facebook that can be a huge disruption in the money space, should it enter with a cunning plan, that is pragmatic, worldwide and affordable.Though it is very difficult to predict how the payment system will shape out in 5 years, especially between countries, it will most likely have the following touch points incorporated into it [I do want to stress, this is strictly IMHO - feel free to differ]:TRANSACTION & SETTLEMENT TIMES: The biggest change you would see is the ability to make the end-to-end transaction as near to real-time as possible for the two parties between which money is being remitted. The second factor is the near real-time settlement between the two financial institutions that were doing the remittance (i.e. Sender's Bank and Beneficiary's Bank).ANTI-MONEY LAUNDERING: Money laundering would be more difficult (as more correlated reporting and systems integration of various financial institutions will make it so)KNOW YOUR CUSTOMER: The KYC would be inherently more advance. By more advance, I imply that the KYC system would be able to tap into periphery system to verify what as already been submitted. Eg: A credit card KYC may query your bank account for address verification / name match.MOBILE: Money would be more mobile than it is today, and you guessed it - it would reside in/on your phone. To nib the money laundering bud, and to better have a more accurate visibility on suspicious transactions, it is my belief that SAR checks (albeit performed) would most likely also be cross-referenced across the border.FINANCIAL ROUTERS/ROUTING: More companies will prop up providing financial routing services. Take money from your PayPal and credit it to your ATM card. Take money from ATM card to credit to your Visa card, Take money from your Bank and credit the money to Micro-Wallet payment company. For example, if you want to transfer money from your Prepaid VISA card to PayPal (and they are not connected), you will be able to do so. Or if you are travelling overseas and you buy a Deutsche Telekom SIM card (that does payments as well) and you want to transfer $50 to it from your Bank, you will be able to do so.MONEY EXCHANGE COMPANIES: You traditional money exchange companies with walk-in customers will eventually consolidate and business for walk-in clients will diminish drastically.INTERNATIONAL PAYMENTS (CROSS-BORDER): International payments would become much more easier (as KYC, AML check would be a whole lot better). The Person-to-Person element would become more common and speedier, economical and reliable.EXCHANGE RATE: You would get a whole lot more competitive exchange rate on your international transactions (I believe less than 1% exchange parity between Internbank and Open-Market rate).MICRO-PAYMENTS: Yes, the world will finally have a micropayment setup. One that allows micro-payments in multiple currencies.VIRTUAL CURRENCIES / CREDITS: More and more companies will start to offer exchange and settlement of virtual currencies and credits that may be specific to a social network, gaming network, etc. Even Bitcoins. This could also be part and parcel of the Financial Routers.
