PDF Editor FAQ

What is ODIS in the state of Oklahoma?

WTF with all the ODIS questions?Nobody on Quora will be able to help you with your crusade against it.ODIS is a records and case management system. It's not designed to flag you or label you as someone with a 'bad attitude'. These systems are designed to minimize the number of database queries needed to compile a history of interactions (not stops, but citations, arrests, court appearances, etc.), digitize reporting, gang affiliations, case management. and spread that amongst member agencies. Most of them aren't designed (or are even applicable) to the officers in the field, but if it can minimize the time to return the basic offender information (tickets, warrants, sex registrant info, restraining orders, etc.) then more power to them.I hate to break it to you, but any department can put out a BOLO or flag you as armed and dangerous already.

What is Palo Alto's policy regarding homeless people?

The City of Palo Alto does not have a single policy that encapsulates our perspectives on or engagement with our unhoused community.Homelessness is a very complex issue that is addressed by the City in myriad ways. For example, the Palo Alto Comprehensive Plan covers numerous policies that are directly or indirectly related to homelessness, including:Housing ElementPOLICY H-19:Support family housing that addresses resident needs for childcare, youth services, recreation opportunities and access to transit.PROGRAM H-56:Provide preferential or priority processing for those residential or mixed-use projects that incorporate child care facilities, provide recreational opportunities above normal open space requirements, or that provide enhanced access to public transit.Meeting the housing needs of seniors may require selecting sites near shopping areas, social activities, medical services, and transit lines. Housing needs for people who are physically disabled must beaddressed in the design of all projects. Other groups with special needsinclude homeless persons, persons with AIDS, people with emotional or mental disabilities, and victims of domestic abuse. Family housing may require locations near schools and parks and provisions for childcare. Amenities for youth, such as transportation and recreation, should be accommodated.POLICY H-21:Support the provision of emergency shelter, transitional housing and ancillary services to address homelessness.Emergency shelters located in places of worship or National Guard Armory sites provide immediate, emergency short-term housing. There is also a need for transitional housing with supportive services tobridge the gap between emergency beds and community reintegration. The types of services that are most helpful are the basic necessities of food, clothing, mail, job training, counseling, case management, payee services, physical and mental health services, vocational training, job placement and permanent, affordable housing.PROGRAM H-57:As part of the Zoning Ordinance Update process, modify the Zoning Code to allow homeless shelters in the CS, CD and industrial zoning districts with a Conditional Use Permit.PROGRAM H-58:Create emergency homeless shelter and transitional housing location and development criteria during the timeframe of this Housing Element to aid the developers of this type of housing in understanding the standards the City will use to review these types of housing projects and to expedite the processing of Conditional Use Permits and other permits required for these types of housing. What do prisoners often think about when they are in jail?

I was wrongly convicted of sexual assault (see Someone anonymous's answer to What is it like to be wrongly convicted? What goes through their mind that first night after the verdict? What happens as the weeks turn into months and years?). I can tell you some of the things I thought about:How can I get the most out of my time here? I read/studied/learned Spanish/exercised. If I was going to be in prison for a fictitious crime, I was going to get something positive out of it.When asked by a jail case manager if I had any suicidal thoughts, I told him that I wasn’t going to give myself a death sentence for a crime that I didn’t commit and never even happened.I wondered if there really is a God, and if so, how could God let this happen? FYI - I concluded that there is a God and that God has a plan.My eyes were opened to the massive problems in our justice system that so many people never find out about because it doesn’t affect them - until it does.I was humbled by the whole thing because it didn’t matter how successful I was before, now I was at the bottom of the prison totem pole.I learned to be thankful for what I have. My mother had often said, “count your blessings, not your sorrows.” Every day I took time to count blessings like food, shelter, friends, and more. There weren’t many comforts, but I had more than I needed to survive and even thrive (spiritually, at least). How can I possibly cover all the things I thought about during 8+ years of incarceration? I can’t, so this is just a taste.EDIT: A number of people have made sarcastic or disparaging comments about the 3rd bullet and whether God has a plan in all of this. As a result, I’d like to expand on that point since it definitely exposes much of my thinking during my incarceration. To understand where I’m coming from, you’d have to understand what my life was like prior to prison. I had been in marriage for 10 years that was extremely difficult from the very beginning. Both of us were very emotional and argued with a lot of passion. My wife had previously been in a physically abusive marriage and often bit, kicked or scratched me when arguments got intense. She often threatened to leave me and stormed out of the house. We went to marriage counseling, but it only helped some. We kept trying to sort it out. One night when she was angry and intoxicated, things escalated and she punched me in the face, drawing blood. I called the police and she went to jail, which wasn’t what I wanted, but our state’s laws leave no discretion to the victim or to the police officers. One of us had to go to jail. Since I had all the injuries, it was her. All along during the troubled marriage, her daughter from her previous marriage developed a deeper and deeper hate for me. In part, because she viewed me as the cause of these fights, in part because she viewed me as the reason her parents didn’t get back together, in part because her father’s family disparaged me and encouraged her to hate her mom and me. Even though I had a very successful technology career, my personal life was constantly in turmoil.I have always considered myself a Christian from childhood and have always had a strong faith in God. However, I had stopped attending church around the time I moved out of my parents’ house and had made a number of lifestyle decisions that weren’t very in line with my limited knowledge of Christian teachings. When I went to prison despite being innocent, I needed to know if there was a God and how He could let this happen to an innocent person. My very first night in prison I was threatened by a crew of thugs and spent all night tossing in my bunk fearing what they were going to do to me. That next morning I walked out into the yard and got away from everyone and had a one-sided conversation with God. I told Him that I couldn’t defend myself with my fists (hadn’t punched anyone since 9th grade) and that the guards would never arrive in time to stop me from being seriously harmed or killed, even if they wanted to, which I’m not convinced that they would care. I said that if I was to survive this ordeal, I would need His help. I realized with overwhelming weight and clarity that I had not lived as clean a life as God asked of me. I had made up my own mind about what was right and wrong rather than rely on the Bible. I said that I surrendered and would start doing all I could to live life His way instead of my way.During my 8+ years, I was never physically or sexually assaulted. I never paid “rent” (protection money). I never “checked-in” to protective custody and did all my time in general population. Although I only told a few very trusted individuals about my case, the fact that I wouldn’t tell people what my charges were got me labeled as a sex offender anyway. As a result, I had that label on my the entire time, which made me fair game for violence and exploitation. Every time it seemed that something terrible might happen, the issue miraculously got worked out or disappeared without my having to use my fists or resources. I can honestly say I felt watched over and I do attribute that to God.As far as His having a plan, my life from before involved drinking, women, profanity, porn. My life today is completely changed. I have a wonderful wife and a warm and loving home life. I have my own business which has won awards for helping others and for technical excellence. I still have all my wonderful friends who stood by me throughout and are a huge part of my life to this day. I eat healthier, exercise, do charity work, serve on the board of a ministry for ex-convicts, and have a strong faith that has me involved in a fantastic community of believers. I don’t make as much money as I used to, but in every other measure my life is many times better today than before this happened. So, yes, I think God had a better plan than the plan I had created for myself. That is my conclusion. If you are one of the commenters who wondered how I could say that, then I hope this better answers that question. I probably should have put this in the original post, so thank you for bringing that out.
