Most of the data cited in this article bear on the GULAG camps, some of which had a multitude of subdivisions spreading over vast territories and holding large numbers of people. BAMLAG, the largest camp in the period under review, held more than 260,000 inmates at the beginning of 1939, and SEVVOSTLAG (the notorious Kolyma complex) some 138,000.Third came a network of 425 “corrective labor colonies” of varying types. These colonies were meant to confine prisoners serving short sentences, but this rule varied with time. The majority of these colonies were organized to produce for the economy and housed some 315,000 persons in 1940. They were nevertheless under the control of the NKVD and were managed-like the rest of the colony network-by its regional administrations. Additionally, there were 90 children’s homes under the auspices of the NKVD.Fourth, there was the network of “special resettlements.” In the 1930s, these areas were populated largely by peasant families deported from the central districts as “kulaks” (well-to-do peasants) during the forced collectivization of the early 1930s. Why did Serbia attack Croatia in the 1990s?
The story about why Serbia attacked Croatia and Slovenia in 1991 is a bit complex so I will try to get the most important facts which contributed to the events of attacking Croatia and Slovenia in 1991, Bosnia and Herzegovina in 1992, Kosovo in 1998 and the current tensions with Montenegro.The most important reasons (but not the only ones) were:MoneyEconomyPolitical power and political viewsSerbian National Socialism rise and the Greater Serbia PlanInitial strong support of Russia, Yugoslav Army and the United StatesMilitary conquest of land to get as much as possible from other statesTo get a better idea of the circumstances, one should know that before the 1990s wars Yugoslavia was a European micro-union of states. Six republics were joined in a federation like some sort of small European-Union with a common currency called the Yugoslav Dinar. The richest states were the Republic of Slovenia and the Republic of Croatia, since people in these states had the longest tradition of free trade, small and medium interprenurship and farming buisnesses. To compensate the disbalance between the republics, the federal Yugoslav Government would take money from Slovenia and Croatia to form large farming industries in Serbia, Bosnia and Kosovo in the name of solidarity and socialism. Thus the economy was socialist (not communist like in the Eastern Block) and relied on fresh capital to create economic development.The Yugoslavian Federation of six republics and two autonomous provinces:The problem was that money to help Serbia, Bosnia and Kosovo taken from Slovenia and Croatia - prevented Slovenia and Croatia from developing their full potential, which finally started after the end of the Croatian War of Independence - Wikipedia in 1995, in both Slovenia and Croatia. Serbian economy depended largely on money coming from Slovenia and Croatia. Since the Serbian Communist Party often outnumbered others, the Serbs in Yugoslavia got used to the idea that someone else should pay their own debts. The Serbian National Socialist leader Slobodan Mikosevic proudly announced in the early 1980s just after the death of Yugoslav President Josip Broz Tito - Wikipedia that “A Serb is incompetent to work, a Serb is competent for War!” (in Serbian: “Srbin ne ume da radi, Srbin ume da ratuje!”). This will be one of his popular phrases along with ‘One people, one Serb nation, one state’. The rise of Serbian National Socialism happened relatively easy because the litteracy was quite low in Serbia and some parts of Bosnia. Many Serbs lacked school hours to understand Hitler was doing the same thing half a century ago and manipulated masses of people to get to power. The Serbian National Socialist idea was formed in a paper called SANU Memorandum - Wikipedia in 1985, twisting the facts just as Hitler’s propaganda machinery did. For example, the Serbs started blaming the Slovenians and Croatians just like Hitler blamed Roma and Jews before WW2, claiming that they are to be held resposible for the bad economy and lack of money in Serbia. It took Slobodan Milosevic a year to convince the poorly educated Serbians that Croatians and Slovenians are guilty, that they are in the way of Serbian liberty to have one Greater Serbia - Wikipedia state in which Serbs should dominate. The idea was to claim all orthodox people from Yugoslavia to be Serbs, Croats were not allowed to be called Croats but they should be considered catholic Serbs, and Bosniaks should be muslim Serbs. In case Croats and Bosniaks would not comply to this, the plan was simple - exterminate all those who would oppose such a system in mixed population areas by blaming Croats, Slovenes and Bosniaks for all economic problems. Somewhere around 1987–1989, the political indoctrination by Slobodan Milosevic and the Greater Serbia idea became so dominant among some Serbs that their children stopped being friends with Croat children saying that ‘there will be blood’ very soon. Some would even joke with a popular Chetniks - Wikipedia song “There will be meat, there will be meat, we will slaughter Croats!” by singing the first two lines and instead of finishing the third one about slaughter and ethnic hate they would simply laugh and say: “Well, you know how the rest goes!” To save Yugoslavia from an economic crisis created by the Serb National Socialist movement in Serbia led by Slobodan Milosevic, the majority of other Republics voted the Croat economist from Bosnia Ante Marković - Wikipedia as Prime Minister in year 1989. Ante Markovic was competent enough to stop hyperinflation created by Serb nationalists who took millions of US dollars out of the common Yugoslav budget, to use as they please. Ante Marković managed to save the economy for one year in 1990 only, he even made the Yugoslav currency dinar convertible and stable. Yet Slobodan Milosevic obstructed economic stability in December 1990 by secretly withdrawing an illegal ‘loan’ of $1.7 billion from Serbia’s main bank (which then drew the funds from the federal Yugoslav budget at the end of the year). In other words, Slobodan Milosevic stole money from the federal budget to break up Yugoslavia economically, so he could be reelected to lead an ‘easy war’ against Slovenia and Croatia.In the light if these circumastances, one might ask what was the problem and why did Slobodan Milosevic’s plan fail so horribly.First, the total money taken within the fiscal year of 1990 (a couple of billions US$) and the money accumulated from various Yugoslav funds after the death of President Tito in 1980 till the break up of Yugoslavia in 1991 (also a couple of billion US$) - were sufficient only for a short war. The plan was simple, accuse Slovenians and Croatians to be the enemies of the system, attack Slovenia and Croatia simultaneously with a massive force, destroy all opposion quickly and install supporters or Serbs from the military in key positions who would obey without any questions asked. To be able to do that, the Yugoslav Army had to be filled with mobilized units. Yet the mobilization took forever, and the Serb National Socialists soon realized Serbs and all other ethnicities in Yugoslavia were unwilling to go to war against Slovenia and Croatia so that Slobodan Milosevic and his close associates from the League of Communists would fill their own pockets with money. As the war started in 1991 and the first bodybags started coming back to Serbia filled with Serbian youth, many intellectuals in Serbia saw through the trick. Serbs stopped being so eager to go to other Republics and die there for a few dollars while Milosevic would take billions to create his private Serbian empire and play dumb about the money. Instead of mobilizing 140 thousand units in 1991, the Yugoslav Army managed to get 9 thousand Serbian reserve units along with 40 thousand of regular army, and about 5 thousand Chetnik or Serb Volunteer units (according to Serbian sources). Thus the Yugoslav Army relied on professional special forces units to lead the war and boost morale, because only professionals could enter a Croatian village to pillage and loot unarmed (but rich) civilians. The war in Slovenia was short because the Slovenias were organized well and supported by Croatians, civilians who would not allow the tanks to go into Slovenia and destroy other civilian targets. The mobilized Yugoslav Army units mostly filled with Serbs, Serbians or Serb volunteers were not enough to lead a war where civilains and armed locals resisted any miliatry advancement. A Serb special units commander confessed that his platoon of 120 elite men was unable to advance further after the first clash in an Eastern Croatia village with 117 HOS (Croatian Defense Forces) soldiers. They have done the job and killed all Croats in the village but woth the cost of 47 wounded, 31 dead and the rest of 42 soldiers unwilling to continue to the next village. The Croatian lines of defense were not particularly well equipped with military armament, or well organized, but they were determined to fight till the last one standing. This created a money problem because the loot from villages was not enough, Serbian special forces started to ask money to continue fighting. Serb national pride was one thing, but dying for peanuts was a different thing which they did not expect. Since the Serb volunteers were made mostly from criminals like Zeljko Raznatovic Arkan, they were readily organized for massive money taking operations like pillaging the local economy and taking the important revenue assests like oil fields, factories, local industry, etc. The Yugoslav Army was left to die for peanuts for the idea of a Greater Serbia or join the paraforces and get a better share of the loot. Some Serb commanders like Ratko Mladić started openly supporting the Greater Serbia idea to cut Croatia at three spots, the famous Virovitica-Karlovac-Karlobag line.However, the Serbian National Socialist aggression had one terrible flaw. Slobodan Milosevic did not count Montenegrins will refuse to attack Croatian civilian targets. Montenegrins were clearly opposing the Serbian aggression in Croatia. The Montenegrin commander Vladimir Barović opposed the direct Yugoslav Army order to first bomb Istria in Summer of 1991 and then later Dubrovnik and Dalmatia when the offensive from Serbia spread in Fall 1991. This Montenegrin general rather commited suicide by shooting himself in the head in 1991 than destroy completely Dubrovnik and some other parts of Dalmatia. Montenegrins have a pride which was mostly intact during the Croatian War of Independence. It would be wise to distinguish Montenegrins from Montenegro Serbs or Croatians from Croatian Serbs, because in those lands that is a matter of national pride. Montenegro Serbs and Serb extremists from Montenegro did indeed attack Croatian cities, but that is a different nationality than Montenegrins. Even today there are tensions between Montenegro Serbs who oppose the idea of Montenegro and Monenegrins joining NATO and the EU. Even today many extreme Serbs openly call for a Serbian aggression onto Montenegro to provide a Serbian/Russian right/access to the Adriatic Sea. The last time there were mentions about Montenegro joining NATO in 2015, riots and protests happened in Montenegro streets, organized by Serb nationalists who live in Montenegro. Had Vladimir Barović obeyed the Serbian National Socialist idea of a full attack and bombing of Istria, Dalmatia and Dubrovnik, the largest cities in those regions would face the same fate as Vukovar. There would have been many futile civilian casualties with no long term effect on the political outcome because locals would still fight and not allow to be conquered by Serb national socialist units. The Serb national socialist idea was to abuse Montenegrins to fight for a Greater Serbia idea against Croatians, but Montenegrins did not fall for that no matter how strong the Serb national socialist propaganda was during the 1990s. Samardžić - Wikipedija. This allowed Croatia to concentrate on defense of Eastern Croatia where tanks from Serbia were coming from. The line of tanks from Belgrade to Croatia was about 40 kilometers long, and many of these young Serbians would return in bodybags concealed in Vojvodina so that the Serbian public would not know about the human losses in Vukovar. As time passed by from October to Decemeber 1991, Serbians from Belgrade would soon learn about losses, ethnic cleansing performed by Serbians in Croatia and mass killing, looting and pillaging by Chetnik units. Some Serbian intellectuals opposed the war and Serbian aggression, and called to young Serbians to flee from being drafted so they would not return in bodybags. This made another blow to the Serbian National Socialist expansion economy, because Slobodan Milosevic had to rely on paid volunteers instead of young freshly mobilized conscript Serbians. Both the resistance from Croatians and the unwillingness of young Serbians to go to Croatia and come back in bodybags slowed the advancement, and economy started to influence the war.Hitler’s economy was largely dependent on the conquered new territories and their economies, and the same problem struck Slobodan Milosevic that without conquering at least Croatia there was no chance of the Greater Serbia state. However, Croatia proved to be a tough cake so in March 1992 he changed his tactics and attacked Bosnia- Herzegovina. He reasoned that a smaller Greater Serbia might also work if chopping off parts of neighboring Croatia and Bosnia-Herzegovina. Seeing that Eastern Croatia was such a tough case, he opted for the Moljevic Serbia version of a Greater Serbia state.So in 1992 the Serbs declared puppet Serb Autonomous Provinces, closely connected to the Serbian economy. All Serb soldiers was receiving money from the Yugoslav funds and weapons from Serbian/Yugoslav stocks, so the infrastructure depended on Serbian economy. However, South Croatia was beyond any reach with the Montenegrins refusing to pillage Croatia from Dubrovnik to Metkovic.The economy in Croatia and Slovenia was different than that of Serbia and some parts of Bosnia. Free trade existed for centuries, free market economy was parallel to the socialist economy. On the other hand, Serbian economy and huge parts of Bosnian economy largely depended on money coming from Slovenia and Croatia. Once the money stopped coming, people started to realize that they have to take care of themselves. Slovenia resolved the war with the Serbian commanders in the Yugoslav Army by blocking all Yugoslav military facilities in Slovenia, and threatened them to lay down their arms and surrender. In Croatia, there were two ideas how to counter the attacks. One part of Croatian politicians wanted to do the same as in Slovenia, to counterattack the Yugoslav Army miliatry bases and use the weapons from the teritorial defense against the invading armies from Serbia and Serbs from Bosnia-Herzegovina. The other wanted to try to stabilize the economy first and prepare for war with an organized and well trained army. The second was chosen in late 1991 and military supplies to the Croatian city of Vukovar ceased as the international community insisted. Some from the international community at the time were still ‘convinced’ that Croatia is not allowing the Yugoslav Army to ‘restore order and peace’, and insisted Croatia should stop resisting the Yugoslav Army in Vukovar. The moment that the Croatian Army in Vukovar surrendered, the slaughter of wounded soldiers and tortures of civilians followed by looting and pillaging started. Mass graves, torture, mutilation of living people, that is what the advancement of the Yugoslav Army brought to Vukovar in November and December 1991, that was the Serb idea of restoring peace. After seeing that there is no doubt Serbia is sending its Yugoslav Army troops to attack Croatia, the international community started to recognize Croatia in 1992 as a sovereign state. Politically, this made a problem to Slobodan Milosevic because he understood that in the long run the chunks of Croatia he put under his control will eventually be returned to Croatia. The whole world saw beyond any reasonable doubt that Serbia was attacking Croatia with a massive military force and almost everyone called Slobodan Milosevic to stop this aggression. Time was not on his side, the war that was supposed to last two to three months evolved and lack of new funds were showing Serb commanders were starting to have doubts about their payment. Hence Slobodan Milosevic had to start the war elsewhere, in Bosnia, to keep Serb commanders happy and have more new loot to trade for. Hitler made a mistake not listening to the generals in 1942 to stop the offensive on the eastern front and negotiate a peace with the Russians and strike down south, Milosevic did not want to make the same mistake. It was time for politics and peace talks at the same time while advancing, just like Hitler did.During Yugoslavia between 1945 and 1990, the Slovenes, Croats and Montenegrins were mostly supportive of the European Economic Community ideas while Serbia and Macedonia were more in favor of close ties with Russia and communist economy. Bosnia was multiethnic at the time so the public opinion varied a lot. After the death of President Tito in 1980, everyone knew the system could not hold for very long. Economy had issues, the Croatian economist Branko Horvat - Wikipedia tried to make a smooth transition from command economy to the system of free trade and economic growth in the early 1980s. He advocated the Market socialism - Wikipedia as the most realistic way to catch up with Western economy, but he was criticized by the Yugoslav politicians as being too progressive. The difference between Croatian economy and Serbian economy at the time was simply too large to make it applicable to all Yugoslav republics. It would make a large disproportional economic difference between the developped West Yugoslavia (Croatia and Slovenia) and East Yugoslavia (Serbia and Macedonia) which were mostly rural areas before the industrialization of Yugoslavia. So the 1980s were a status quo case and not a single unitary model was available to satify all republics. However, the economy was becoming an important burden because after the death of President Tito onwards most Serb politician on power tried to get some benefits or money from the system through ‘loans’ or funds. Some Croatian and Slovenian politicians followed, corruption cases and economic fraud among Communist party members became common by the late 1980s. With such an economic opstructiin from inside, it was really hard to make Yugoslavia stay as a whole country. When the Berlin Wall fell down in 1989 and states like Czechoslovakia spearated into independent states in 1990, it was evident the same thing will happen to Yugoslavia sooner or later. The transition from a federation to six independent states could have easily be done as in the the Czech and Slovak case. However, this would turn a massive Yugoslav command economy to market economy overnight, and it would leave many party members living at the expense of the state without a certain income. The Serbs who held many key positions as managers, directors or leaders in public enterprises in Slovenia and Croatia opposed this idea, because many of them got to their positions through politics instead of competence. This was specific for Croatia, the Serbs were a minority of around 12% of the population yet Serbs were holding more than 70% of the manager, director, head of police or high army rank positions. This national criteria instead of competence criteria made the economy suffer, and it took Croatia 25 years to get rid of this habit that incompetent people might be positioned at top positions. This economic problem was closely related to politics, and internationally Serbs were dominant at representing Yugoslavia, more than 90% of diplomats were Serbs. They would later serve as a tool to show Slobodan Milosevic as the good guy while all other non-Serb republics as the ones to blame for Yugoslavia falling apart. In 1991 the politics were divided, Russia and the USA supported a Yugoslavian regime provided the Serbs could handle the situation. James Baker authorized the Serbs to engage the Yugoslav Army and overtake Slovenia and Croatia if it will be fast and there would not be many casulaties. As time went by, and with the number of bodybags in Serbia and mass graves in Croatia constantly rising, the US started to change the policy towards Croatia. Croatia was recognized by EU in January 1992 and others followed, USA recognized Croatia in April 1992. This made Slobodan Milosevic lose the political leverage in the international community. When asked about how the international community responds to his evident National Socialist leadership, war crimes and gains of other states territory - he would often respond that the international community is impotent and will do nothing. He had great political friends in the international community and some would support him during the entire Croatian War of Independence up to 1995.The Serb National Socialism was a much imroved version of what Hitler had available during WW2. The Serb propaganda machinery was having television as a very effective tool on the local Serb population with low education. The regime would show graves of Croats killed by the Serb volunteers, special forces or chetnik units and try to persuade everone these bodies were innocent Serb civilians killed by Ustashi, even though Ustashi were last seen in 1945. The propaganda machinery was dominating the media, and Serb intellectuals had to listen to English, French or German broadcasts to get true information. The press, the radio, the television, everything except the internet was controlled by the government. They would have controlled the internet too, but they did not have (m)any IT engineers willing to participate in false National Socialist propaganda. Most intelligent Serbs saw through this propaganda and had friends in Slovenia, Croatia, Bosnia, Britain, France and Germany and they knew the Serbian regime was lying to Serbians just to stay on power and get more money into their own pockets. By 1993 the CIA had information that Slobodan Milosevic had a couple billion US$ stashed away from various funds and kept getting a percentage from various deals in the occupied territories. He would sell much of it to wealthy Russians, considering this might reinforce the Russian support in the future. However, the economy in Serbia was getting worse and worse, people started realizing the economy can’t rely on loot and pillaging. As the money from looting and withdrawal from various Yugoslav funds started to disappear, Serbs started asking questions. Not only about the money, but also about the state and living conditions. The Serb neighbors soon realized that thier house and lands will not go away to Serbia but that they will have to live agian with Croatians neighbors, the sons and daughters of those who they have commited crime against. For example, those Croatian soldiers or policemen who were outnumbered by the Yugoslav Army would be brought to Serb civilians, tied up, and the Serb civilians had to kill these living Croatians with axes, picks and field tools. This would ensure that collective responsibility is assured, that all Serbs civilians should feel the same against the Croats as - an enemy. Some of those executions were public in villages, and most villagers knew about them. This served as an example about what would happen to those Serbs who would doubt the regime and think that maybe they could live peacefully alongside Croats in Croatia. When the operation Storm started, the families of the 74 thousand Serb terrorist soldiers instructed their families they should all move to Bosnia where Slobodan Milosevic will assure a new land, a new state called Republic of Serbska, that they will get a new house taken away from Croats or Bosniaks, a new job, even money from the new Russian banks. These soldiers left with their families, and today they are asking money from Croatia because they consider they have the right to get a pension just like everyone else in Croatia who was paying taxes and working peacefully the whole time. Basically, they are asking from Croatia to give them the money Slobodan Milosevic already took once from Croatia and Slovenia during the period of 1980–1990. They are abusing the system because lawyers are smarter than most Croatian Government Advisers so they know where they might get an angle. Suffice to say that Slobodan Milosevic aka the Balkan Butcher managed to play innocent even during Den Hague trials, this is how smart his team of associates and lawyers really are. After the Overthrow of Slobodan Milošević - Wikipedia many of them are still at key positions in Serbia and they even managed to assasinate the Serbian Prime Minister Zoran Đinđić - Wikipedia in 2003.To conclude it all, it was mostly about the money. People often ask if the war in Yugoslavia could have been avoided somehow in 1990. The answer is NO, because Slobodan Milosevic was only the leader (Vožd in Serbian, Führer in German, Duce in Italian) of a mass of associates who were taking money out of the federal funds and budget for a decade. They are still in power. The war was planned to minor details, like ethnic cleansing in Bosnia and the Yugoslav Army strikes to get to the famous Virovitica-Karlovac-Karlobag line. However, the frontline was large and the Croatian determination to defend their homes prevented a Blitzkrieg which Slobodan Milosevic predicted. All of this tragedy happened so a couple of Serbian politicians could secretly fill their bank accounts with money they have not earned. Croatia has processed most of it’s politicians who were corrupt, and still continues to do so. Yet in Serbia, politicians are rather building their careers on more war announcement. Some even claim Serbia should invade Montenegro so it would not be landlocked, some want to attack the ‘historic Serb land’ Kosovo, and then attack Croatia and Croats in Bosnia again to finally ‘get back’ their Greater Serbia. Yet without at least twenty billion dollars on their account as much as the last war was funded, that would end up the same way it ended in 1995. The only difference is that in such an event the USA would not be able to stop the Croatian Army as it did in 1995 in Bosnia to prevent the Croats from entering Banja Luka. As long as the Serb politicians are still corrupt and have no more money to take from people, the only way they could attack anyone is with harsh language. Which is good news for the Serbians, they can come to the Croatian Adriatic Coast with cars and return back to Serbia with good feelings. It’s much better than to come to Croatia in armed tanks and return in bodybags without any feeling.If anyone cares to check the spelling errors or typos, please do.
