Yes & the shortage is artificial.The recruiting officers ‘believe’ that only English speaking / Knowing candidate will have the ‘Officer like quality’.Shortage is shown to demand more allowance & facilities. The impression is made to the country that, not many youngsters are joining the Armed forces, due to wages & allowance.If life of an officer is so bad, why are the children of officers, joining the Armed forces? In fact majority of the selected candidates are from the families of serving & retired officers.There is enough talent available in the country of 130 Crore people, but when not enough advertising is done to inform the rural youth, how will they even apply?(Similarly UPSC conducted SCRA, which till some years back was a ‘guarded secret’ so that only a few could apply. Now the situation has changed for the better).
