With the planning experience of about one and half decades, it was realised that regional imbalances in economic development were getting accentuated. In order to arrest the accentuation of regional and social disparties, the Planning Commission introduced the ‘target area’ and target group approaches to planning. Few examples of target group programme are Command Area Development Programme, Drought-prone Area Development Programme, Desert Development Programme, Hill Area Development Programme and The Small Farmers Development Agency (SFDA) and Marginal Farmers Development Agency (MFDA).The core focus of planning process is in promoting economically backward areas. It is important that for proper economic development of a region, there is a need of resource base as well as technology and investment simultaneously, because sometimes resources rich regions also remain backward.After having about one and half decade planning experience, it is realised that our economic development is still facing the regional imbalances. It was stated in Fifth five year plan.It was recommended in 1981, by the National committee on the Development of Backward Area, that the hill areas having a height above 600 m and not covered under tribal sub-plan be treated as backward hill areas.Drought Prone Area Programme (DPAP)This programme was started during the Fourth Five Year Plan. The main objectives of Drought Prone Area Programme are as follows:This plan mainly emphasised on generating employment opportunities to the people of drought prone areas along with creating productive assets.Besides, irrigation projects, land development programmes, afforestation, grassland development and creation of basic rural infrastructure such as rural electrification, roads, market, credit and services were also its main priorities.The National Committee on Development of Backward Areas found that this programme was mostly confined to the development of agriculture and allied sectors along with restoration of ecological balance.The society due to burden of population was bound to utilise the marginal lands for agriculture and as a result led ecological degradation.Desert Area Development ProgrammeOver the years, the increase in human and livestock population in drought prone and desert areas has placed the natural resources of certain very arid areas under relatively greater stress. The major problems are continuous depletion of vegetative cover, increase in soil erosion and fall in ground water table. On the recommendations of the National Commission on Agriculture, in its Interim Report (1974), and the Final Report (1976), the Desert Development Programme (DDP) was started in the year 1977-78. The programme is being implemented through watershed approach under the Guidelines for Watershed Development w.e.f. 1.4.95.This project is under implementation in the districts of Davanagere, Bagalakote, Raichur, Bijapur, Koppal and Bellary. It covers 22 blocks in these 6 districts. The allocation is shared in the ratio of 75:25 between the centre and the state. 130 watersheds have been taken up for development under this programme.During 2005-06 it was planned to develop an area of 23296 hectares with an outlay of Rupees 2517.93 lakhs, against which an area of 16767 hectares was developed by incurring Rupees 845.31 lakhs.Command Area Development ProgrammeBased on this recommendation, the Government of India initiated a Centrally Sponsored Command Area Development Programme (CADP) in December 1974 to improve irrigation potential utilisation and optimise agricultural production from irrigated land through integrated and coordinated approach of efficient water management. In tune with objectives of the programme a number of components such as construction of field channels and field drains, enforcement of warabandi, land levelling and shaping, realignment of field boundaries/ consolidation of holdings, introduction of suitable cropping patterns, strengthening of extension services etc. were included in the programme. Subsequently, in view of emergent needs a few more components like farmers’ participation and reclamation of waterlogged areas were included in the programme with effect from 1st April, 1996 to make the programme more beneficial to the farmers.Merci beaucoup 😊
