Really short answer: waivers are a way of a) keeping teams from stockpiling talent that they never intend to play, as well as b) putting the brakes on “the rich get richer” player movement by giving teams lower in the standings first shot at players that are being cut or sent to the minors.When a player with a certain amount of experience* in the league is sent to the minors (or cut entirely), the team that holds his contract has to put him on waivers, which offers him to the rest of the league, in reverse order of the standings. If a player is claimed on waivers, the new team has to take on the terms of his existing contract, so it’s not a “free” acquisition, but it can represent a way for a team with a losing record to pick up some talent to regroup for next year and beyond. If no one claims the player on waivers, he can then be assigned to the minor-league team without further penalty. If the purpose of the waivers was to cut the player (unconditional waivers), he becomes a free agent, and all teams can negotiate freely and sign the player to a new contract.*=Waiver eligibility is complicated because it works off a system of “years in the league” OR “number of games played”, with different threshholds by age, and (technically) different rules for goalies vs. skaters. So two guys who are both 20 years old may become waiver-eligible at different points in their career. But the general goal of the system is “a young guy has a few years early in his career where he doesn’t have to pass through waivers and can come and go freely, but then after maybe 3–4 years in the league — depending how much he played — he has to go through waivers”.

Really????Army to control these dickheads?? who are literate (may be studied atleast upto 10th std.).They crossed their limits when they stopped an Ambulance at many places that was carrying a small kid struggling to battle the death. And unfortunately the kid gave up till the ambulance reached hospital.What wrong did the kid do here????? You see these kind people lost the value of life. Humanity thrown into a trash!!!!NOW, On the other hand there was protest by FARMERS(GOD yes I would love to call them with this name for what they did) of Maharashtra and Odisha.The main demand of farmers of Maharashtra was unconditional waiver of loan and electricity bill. And I feel immense pride to tell you how they protested for their demands.They covered approximately 180 km from across Maharashtra to reach mumbai. Some of them even walked bare foot.They covered majority of their root after midnight and rested in day and the reason behind this was they didn’t wanted to disturb the traffic during the day time because during that month there were 10th and 12th exams taking place.No voilence not even a glass was broken during the protest.No unwanted noise and loud speakers. Infact they were singing their traditional songs and bhajans during the protest.Not a Single casuality due to protest. No stone pelting. By seeing this even local people helped them with food and water and medicines for free.“HUMANITY - SKYHIGH”.So what is the difference between the two protests? the second was actually a protest whereas the first was done to just spread violence in country.Clearly farmers had more moral values and respect towards their country people.The farmers walked at night so that students having CBSE boards don’t face problems while reaching examination centers but Dalits established such situations that led to the postponing of the Sanskrit CBSE boardSo you decide…..Thank you.

U.S. perspectiveI am going to disagree with the first two answers.As I explained in Can I Abandon a Copyright?, a copyright can be abandoned (a copyrighted work can be contributed to the public domain) by an overt act that manifests a purpose to surrender the copyright holder’s rights to the work and let the public copy it. Once such an overt act has been taken, it cannot be undone. It’s like transferring title to any form of property to anyone else: You can’t just undo the transaction because you later change your mind.Furthermore, the prior answers have mischaracterized the CC0 waiver. As is stated in the full text[1] of that document, its principal purpose (set forth in Section 2) is to serve as a permanent, irrevocable, unconditional waiver. The license set forth in Section 3 is merely a fallback to the extent that Section 2 does not apply.
