Having said that, a similar confusion exists in Manchester.A word to the wise…The word city has two distinct meanings, the first is a legal status and the other, probably influenced by the American experience, refers to a large metropolitan area or urban sprawl.The first is the status of city which is granted by Royal Charter or Letters Patent, In the absence of one of these then the legal status of city does not apply. The second of these is merely short-hand, but because it has been so liberally applied and repeated ad nauseum by the media, by politicians, by the public and of course by the media, it has come to have been accepted as a reality.There is another phrase which has a similar problem in the UK, ‘High Street’. A real bugbear of mine because the misuse of the term tends to deflect and alter meaning and, by extension, understanding.A tale of two cities…There are two cities within the area of Greater London. The City of London which lends its name to the whole of the metropolitan area of Greater London is a two thousand year old settlement, it is quite small in area and tiny in resident population. It is a self-governing polity with the status of a county in itself. It is surrounded by Greater London, it is geographically near the centre of Greater London, but it has very little else in common with it in terms of governance or administration.The second city is also a London Borough. The City of Westminster is a relative newcomer to th status, but it was formally raised to that status. It is hardly surprising since for many centuries it has been both the seat of government for England, and later for Great Britain, and later still for the United Kingdom. It is also the place of the primary official residence for the sovereign at Buckingham Palace.The fact of urban sprawl is the primary reason underpinning all of this. London was the capital of England once the Normans had established themselves, much as it had also been for the Romans during much of the period of their administration.As a key political, trading and port node, London inevitably attracted people from near and far to make their living and improve their circumstances. The old adage of the streets being paved with gold is firmly based on the sheer scale of opportunitiues that existed there and nowhere else in the kingdom.Population growth and the reaction…As the population grew it needed further space. Those who could afford to built outside of the old city boundaries. Three areas were the primary focus. To the west, probably dues to the already well-established West Minster and its abbey founded by Edward the Confessor, there was a draw for the nobility and the sovereign to establish themselves away from the cramped, noisome and rank conditions that pertained with the old city. Over the centuries the Savoy palace, the Whitehall palace and, of course, St. James’s were all established. These attracted the usual businesses and services that would always congregate near such establishments - institutions which consumed great amounts of food and of almost every other sort of product local craftsmen and traders could muster.Westminster, in the county of Middlesex, developed and the gap between the Abbey and the old city was in-filled. Even then, it was not unknown for people going to the new parliament building to say they were going to London, although, the statutes signed there were named for Westminster.In the south, across the Thames, there was a place formed of three feudal manors. Southwark. The lords of the manor were, from east to west, the Abbot of the Abbey of Bermondsey, the King and the Bishop of Winchester. In these manors the writ of the Lord Mayor, whose authority was significant in the city of London, had no effect at all. The lords of the manor were wholly the law alongside that of the sovereign as law-maker for the land. These manors were in the county of Surrey and thus technically under the oversight of the Sheriff of Surrey, except that who was the sheriff to argue with such magnates as the King (whose sheriff he was), the Lord Bishop of Winchester (the most wealthy of all the clergy in England) and the Lord Abbot of bermondsey, whose status equalled that of the bishop.The purpose of a manor is to drive revenues, or else provide for the lord. The rigid control of the Lord Mayor and the Common Council of London meant that London was not always a fun place. The fun was on the south-bank. Brothels, bear-pits, taverns and every sort of illegal activity was to be found there. Not merely found there, but, especially in the case of the Bishop of Winchester, activley encouraged and monetised. You coould be fined heavily for not following the bishop’s edicts and you could find yourself in the Clink prison (the bishop’s personal gaol for miscreants). He licensed the brothels which formed the basis for the Southwark stews.In the east the docks grew and around these spread the dockland warehousing, and the residences of those who worked the ships and docks. Beyond these lay the lower lands of the marshes, so the eastwards development was physically constrained.Urban sprawl…The process of urban development continued relatively slowly until the industrial revolution. As the new industrial cities grew, so did London. It was the largest port in the country and it had a growing industrial base of its own, as well as a fast growing financial industry. The new businesses demanded workers, the workers demanded goods and services as they were no longer able to grow their own food or keep, animals as they had in their rural past. The outlying villages of Middlesex and into Surrey and Essex, began to be subsumed by the urban creep.By the middle of the nineteeth century the stench of ‘London’, which referred to the whole urban area, was noticeable many miles away. Increasingly the Thames and its tributaries had become open sewers. The established means of governance was through the combination of the ‘parish’ and the county justices sitting in their Quarter Sessions or in any special sessions that they chose.The rates which had been charged since the reign of Elizabeth I were not well utilised and the parishes nearest to London could not cope with the sheer scale of the job of managing roads, managing bridges, managing the poor laws, and there was no authority responsible for health or for such matters as fresh water or sewage.Finally, the government acts…The government established several new bodies which took over from the parish and the justices or were responsible for some of those things that no-one was dealing with. Arguably the most important of these was the Metropolitan Board of Works. The Metropolitan Police was new and the Metropolitan railway was intoduced to provide a speedy journey away from the mud and grime of the surface streets.By 1888, the government had decided that the the lessons learned thus far in London might be improved by further measures there and replicating some of these measures elsewhere in other urban sprawls too. On April 1st 1889 the old County of Middlesex and the Counties of Surrey and Essex all lost territory to the newly created County of London.A County is born, along with the emergence of county councils and county boroughs…In addition to the County of London being created, so too was the idea of a county council which commenced operations on that date. The London County Council (LCC) was established at County Hall on the south bank of the Thames diametrically opposite the Palace of Westminster. The whole country was simultaneously set up with county councils and another new innovation, the county borough. A borough was a place which was large enough to return a member of parliament, and had specific responsibilities for local governace with a chartered corporation and a mayor. The county prefix reflected that it also had status as a county and placed it outside of the jurisdiction of the new county councils. These new councils shared all of the responsibilities and privileges of a county council too.So, at this point there was the City of London which happened also to be a county, its title being the city of the county and city of London which was different to the London County Council now set up on the south bank. There were two counties of London. There were also the new admninsitrative sub-divisions, the Metropolitan Boroughs, each with a council and a mayor, but a second tier local authority under the county council.Growth continued…During the next sixty odd years, besides the serious impact of the two world wars, the population continued to expand and the County of London exerted more and more influence over its neighbours. Increasingly, the areas immediately surrounding the county of London came more under the metropolitan sway. The Metropolitan Polcie District was already way beyond the County boundaries. The London Transport executive and board (wholly owned by the county council) operated bus and rail services out to the growing satellite towns surrounding the county.From 1944 when plans were being laid down for the postwar period the idea of ‘Greater London’ came into planning parlance.In 1963 the Greater London Act made real the essential changes that had been taking place for decades. London, as a county, now expanded. The old Metropolitan boroughs and the London county council were abolished. In the old county, generally speaking, thold boroughs were twinned with at least one other to form a new London Borough. Outside of the old county, most of what remained of Middlesex was absorbed, along with more of Surrey and more of Essex and a fair bit of Kent. Included within this new expanded zone also were three County Boroughs, Croydon, West Ham and East Ham.The new outer London Boroughs were formed of the merger of one or more borough, rural district council (RDC) or urban district council (UDC). For example, the new London Borough of Croydon consisted of the County Borough merged with the Coulsdon and Purley UDC, its immediate neighbour to the south.The resulting Greater London Council (GLC), now Greater London Authority, area also became one of the government’s regions. When the GLC was itself abolished and the new Greater London Assembly and directly elected Mayor of London were established it represented itself much more as a region of the nation than as a county. Given that the ‘county’ has a population bigger than any three of the home nations with a devolved assembly or parliament (which are also government regions), and if the wider metro area is counted, then it dwarfs all three on its own. (Population estimate for Greater London authority area, 8.9million, the wider metro area being 14.4 million. Scotland = 5.4 million, Wales = 3.1million and Northern Ireland = 1.9 million).It is not strictly correct to term the Greater London Authority area as a city, but then we actually do not have a better word to adequately describe the single largest urban concentration in the UK.There is a similar problem in Manchester with the Greater Manchester Authority which incorporates boroughs with a very different history to that of the ‘city’ of Manchester on which the authority is based. People speaking of Manchester today, are just as likely to be referring to areas within the authority area under the watchful eye of the directly elected Mayor of Manchester, as Manchester. They will also refer to the whole urban area as ‘the city’ of Manchester, despite being technically quite wrong.
