In North Carolina, local education agencies (LEAs) set their own standards for substitutes. I’ve worked as a teacher in a few, and as a substitute in one.Most require a high school diploma, and as far as I know, none require teaching credentials or a license. You will need to attend the district’s substitute training and pass a criminal background check.If you do happen to have teaching credentials (a valid license) you will be paid more than those who do not. When I was a substitute (right after graduation but before I got my first full-time teaching position) I earned $90 a day, whereas substitutes without a license earned $75 (I think). The smallest unit of government for schools is always the district, or Local Education Agency (LEA) in federal parlance. Federal funds are dispersed by your state education agency to the LEAs (for the most part). Each state agency should have records available as to the allotments to each LEA. But they are rarely all in the same place, as different divisions of your state agency are likely in charge of different funds (Title I, II, III, IDEA, FRL, Perkins, etc.) Sorry about the acronyms. Then there are some federal funds paid directly to LEAs, such as Impact Aid, which is payment in lieu of property taxes. The state agency doesn't usually handle that money.How that money is actually spent is usually detailed in the LEA's annual financial report, or AFR, generally available from your district or from the state agency. Some states (like Arizona) produce an aggregate AFR that will have a top line federal funds revenue number for each LEA that gives a good overview, but lacks source detail.Federal funds take many forms. So it's worth defining what you're looking for. If you're lucky your state will have good data. If you're not, there could be a fair bit of research in your future.

OP, while Lorri Robinson is correct about ADA (and its PL number), I think you may have confused ADA with another act: Education for All Handicapped Children Act of 1975, which was known as Public Law 94-142.PL 94-142 tried to guarantee free, appropriate public education for all American children with disabilities. It also assigned the local education agency (LEA) in all states the responsibility of identifying all children with disabilities in their areas, evaluating their needs, developing their individual education programs (IEPs), and recommending appropriate placement.PL 94-142 also ensured parents' involvement in IEP process, guaranteed parents due process/right to be heard & informed, and to challenge decisions. Parents were also given the right to speak their native language during school conferences and have access to an interpreter.IEPs were supposed to serve as a map/guideline for the child's education and provided schools & parents with a way to keep the process accountable.PL 94-142 also stated that placement in the least restrictive environment was to be the desired option.For Deaf Americans, this was a terrible law. This law basically created mainstreaming programs and assumed that it was automatically "best" option for all Deaf students.
