PDF Editor FAQ

How can I get a driving licence in Bangalore?

Much Simpler & Faster Online Process (Updated February 2017)My experience was with KR puram RTO without using any broker or agent. Now that the process is centralized, I believe this procedure can be applied across all RTOs.Step I: Online Application (20 mins)The home page for license application is https://parivahan.gov.in/sarathiservice/sarathiHomePublic.do. This is a user friendly website and has all necessary links for the required steps as given below.1.LL Application:Clicking on “Apply online – New Learner’s license” should take you to New LL Stage Details. Select new driving learning license and fill the form in the next page. (If you need license for car & 2 wheeler, you need to select both LMV and MCWG in the “Class of vehicles”) Make sure all personal details match with the document proofs.Once the form is submitted, you will get an acknowledgement and receive a sms on your mobile with the application number. You can take a print out of the completed form (Captioned as Form 2).Paste your photograph and fill in any missing details including CMV Form 1 and sign where required. You need to scan or take a picture of filled-in CMV Form 1 (along with annexures, if applicable) for uploading later.Tip : If you are 40 years or older (and / or) require a commercial yellow board license, then you may need to undergo a medical test and submit a fitness certificate as a part of Form 1 above. (Depending upon your RTO, you can also get a medical certificate near RTO office for about Rs 50 to 100)2. Uploading documents:The next page will have options to upload the required documents. Online form dropdown menu in that page shall give you the list of eligible documents. You basically need to upload scanned copies of three types documents (in pdf or jpeg format and size less than 1 MB).(i) Age Proof – Common documents include any one of PAN Card, Passport, School Certificate or Birth Certificate(ii) Address Proof – Common documents include any one of Passport, Voter id card, Electricity Bill, BSNL/MTNL Bill, Rental agreement. If you are staying at a temporary address, please upload the rental agreement with your name on it and the latest electricity bill with the name of the owner (merged into a single pdf document). You won’t get an option to upload your permanent address proof and it is recommended that you carry it while you visit the RTO.(iii) Form 1 (self-declaration) – This is the scanned copy of the CMV Form 1 as mentioned above.Tip : You can get the entire list of documents or procedure by visiting the official link https://sarathi.nic.in:8443/nrportal/sarathi/HowTo/howtoLL.pdf.3.Uploading photo & signatureYou need to upload your latest passport size photo and signature. The tricky thing is both of these should be less than 20 kb each. Use websites like Resize Images online or Smallpdf.com - A Free Solution to all your PDF Problems to reduce the size and they should be good to go.4. Booking LL Slot:The next step is to book a slot to visit your chosen RO. As many mentioned here, chose weekdays if possible and preferably the earliest slot in the morning.5. Fee paymentThis is an option for online payment but this may not work depending upon the RTO chosen. If your RTO does not have this option, the website shall give you a message to visit the RTO to make the payment. This marks the end of your online application process. If you wish to view or modify the details of application or appointment time later, you can do so by selecting the required option in the home page https://parivahan.gov.in/sarathiservice/sarathiHomePublic.do and entering your application number and date of birthOnce you are satisfied with the application, you should take printouts of the acknowledgement form, appointment receipt and application form (as already done in Step 1)Step II: Preparation for the LL Test (20 mins)You have to prepare for an online test (at RTO) to test your knowledge on signs and driving rules. Preparation is a short but very important process and if not done properly, you may have to visit the RTO one or more time again. You can refer the following sectionsTypes of traffic signshttp://transport.karnataka.gov.in/index.php/information/details/mandatory_signshttp://transport.karnataka.gov.in/index.php/information/details/coutionary_signshttp://transport.karnataka.gov.in/index.php/information/details/informatory_signTraffic questions Q&A bank is available here http://licencetest.in/question-bank/category/en/Step III: Visit the RTO (20-30 mins)It is preferred that you visit the RTO on the allotted date and time, but generally you can visit any time after you complete your application process in Step 1 (RTO systems have improved so you need not wait for 4 hours as many have mentioned)Things to carry(i) Original Age Proof(ii) Original Address Proof(iii) Printout of Application form (Photo pasted and signed)(iv) Printouts of acknowledgement form and appointment receiptIn most cases documents (i) and (ii) are enough and is only to be shown. Since they have all the details online, your application number is enough to fetch them the details of your application. RTO officials won’t ask you for (iii) and (iv) above, but it is good to carry them just in case.At this stage, your photograph or copies of documents are not required to be taken either (no need for a brown paper folder). You can carry them if you want to be super prepared (But nobody would ask you)Fee PaymentYou need to visit the cash counter to pay the fee for your application first. (In case of KR Puram RTO, this is Counter 3 located on the left corner as soon you enter the ground floor). There should be a separate counter for LL fees payment. Mention your application number (from the sms message) or show the application form if you have taken the printout.Fee may vary depending upon the vehicle you have chosen. For ex. If you need both LMV and MCWG, then you may be asked to pay Rs 350 and they will give you a system generated receipt for this amount (Keep this safe)Document Scrutiny & LL TestTip: The RTO office is typically filled with many people applying through driving schools and also those who require commercial license (yellow board). Please don’t get baffled by seeing long queues or seek advice from them. If you are unsure, better to ask the RTO staff by mentioning you applied online. They will guide you.The next step is to visit the room for verifying your documents and the online test. (In KR puram RTO, this is counter 4). Normally the queues for online applications are shorter so you can directly ask the RTO staff regarding whom to approach. The verifying officer will check your online details and online uploaded documents along with your originals. (In very rare cases if he finds any discrepancy, he may ask you to edit information or upload documents. It would be good to carry a mobile phone with good internet connection and camera).Once documents are verified, the assessing officer will ask you to note down a pin number for your test and will allot you a computer to take the test. You can login to the test using the application number, DoB, password (you will receive this as a message on your mobile before the test) and pin number (as given above). The test will consist of 15 questions related to signs and road rules. Test duration is 15 mins (Each question will have one minute to answer with timer running). You have to score 10 marks to pass (Should be a cake walk if you have prepared from the links above). If you have failed, you may have to come back the next working day to repeat the test.If you have passed, then inform the officer and he will collect your receipt and confirm that your process is complete. After 2 days, you will receive a message that your learning license is approved. You can collect your learning license by either (i) Visiting the RTO in the evening time or (ii) Downloading it from the home page by logging in to your application page.Hope this helps. I will update the details of obtaining the driving license after one month.

How lightly should I tread with allowing a friend to stay with me rent free?

If you’re gonna let somebody stay with you rent free you need to have an exit strategy in place or you’re going to get stuck with a dependent instead of a friend. Start by having a very clear end date to your generosity of letting them stay there rent free. Such as today is February 11 you can stay here until April 11th rent free but after that I’m gonna need you to chip in.Mind you this is only if you actually want to have a roommate otherwise you need to make it very clear that they can’t stay past a certain point. My mom used to call me the patron saint of strays, because whether it was animals, people, or causes, I was always coming home with something or somebody who needed help. 99.7% of the time I wound up the bad guy when I finally had to draw the line and tell them that it wasn’t a never ending free-for-all and that I couldn’t support them for the rest of my life did they have any plans to go get a job or get off the street or I don’t know help around the house a little. Here's a template you can cut and paste. The Basics: What is a Roommate Agreement? It is a legal and binding contract between two or more people who live together in the same space. As an official written document, it clearly outlines responsibilities and expectations. By signing the document, each person understands the agreed upon rules and responsibilities.Unlike a Lease Agreement, this contract is between the Tenants or Roommates, not between the Landlord and Tenants.People do not need to be strangers in order to have a Roommate Agreement. In fact, friends may need a written agreement to make sure everyone is clear about what is expected so if there is a dispute, it doesn’t turn into a fight.LT TipEven if your roommate is family or a close friend, using a contract to establish clear guidelines will make sure relationships remain amicable. As a reference, people call this document by other names:Housemate AgreementRoommate Contract3. How to Write Your OwnSolid roommate contracts contain three main sections: the basic information about the roommates and the property, considerations of a legal or contractual nature, and basic behavioral stipulations.Basic InformationNames of roommatesResidence addressTerm of the leaseRent (and how to divide amongst residents)Security depositUtilities (and how they will be paid)ParkingLegal ConsiderationsWhether rental insurance will be purchasedHow damages will be rectifiedTerms for early terminationRoom assignments or living arrangementShared propertyShared costsBehavioral StipulationsPetsOvernight guestsParties / EntertainingChores and household dutiesCleanliness expectationsNoise level and quiet hoursSmoking and alcohol use4. Why You Need One and How to Bring It UpWhen you sign a Roommate Agreement, the law recognizes that two adults agreed to a certain set of rights and obligations. Unlike a verbal promise, a written agreement carries more weight and can be enforced. While a judge will enforce financial obligations like a roommate’s responsibility to pay rent, you will not likely get the court to agree that they should vacuum the living room. For example, many roommate contracts stipulate terms similar to the following:A roommate’s girlfriend or boyfriend cannot sleep over more than one night per weekEach person will contribute $10 a month for shared toilet paper and cleaning suppliesAsk each other for permission before having more than 3 friends overTurn off the music and ask guests to leave after 10pm on weekdaysA housemate’s little brother cannot sleep on the living room couch for more than a weekMany universities, including Northern Arizona University, Oregon State University, Emory University, and University of Massachusetts Amherst encourage or require students to use Roommate Agreements for on-campus or off-campus housing. Some towns and cities like the City of Boulder even offer suggestions for avoiding roommate disputes. When approaching a roommate about creating one, be sure to note the benefits to communication and clarity that a roommate contract promotes. While some roommates, especially close friends, might be skeptical of putting part of your relationship on paper, remind them it may go a long way in preserving your friendship in the long run.Even the Big Bang Theory team has to negotiate on roommate rulesLT TipEven Sheldon Cooper thought it was a good idea to have this agreement with Leonard on the popular TV show the Big Bang Theory. Unlike Sheldon, you may have a difficult time agreeing to an annual “Roommate Review” where your roommate’s worthiness is properly assessed.Create Your Free Roommate Agreement in minutes. This form also helps people solve little problems before they become big problems. If you were to neglect using a contract with your roommates, you may face a few of the following:Lost moneyOthers pick pay more rent because one person moves out early without noticeSecurity deposit lost because of damage to the common areasLost timeUnexpected search for a replacement housemateHours of discussions about what should or should not have been doneCleaning up after another person’s mess or unwelcome gatheringLost propertyDamaged personal items borrowed without permissionFurniture in public areas broken by others’ guestsOn a final note, I just wanted to add, it's nice of you to help your friend out and I applaud you for that. I truly hope that they recognise how special you are and they are grateful for the help. I am not trying to be cynical I just wanted to let you know what your options are and how you can protect yourself should the worst case scenario occur. If your friend just need a temporary place to stay and they don’t have any other options then help them work out a plan of action and make sure they stick to it. If they’re not willing to follow certain criteria such as looking for another place to stay, looking for a job, helping around the house etc. etc. then you don’t have a responsibility to help them with Jack all.Regardless don’t paint yourself into a corner where you’re stuck with someone living at your house who thinks that they are always going to have you taking care of everything and when you tell them that you can’t then you run the risk that they will get angry and resentful and you wind up doing serious damage to your friendship.

If I move to California for graduate school, does that make me a California resident?

No it does not. If it did, California would have 60 million people living here, and half of them trying to go to school. If you live here as a student, you have to meet certain qualifications in order to be considered for California residency, and ultimately, as I am assuming you are asking, for California Resident tuition rates. Here is the link for the criteria Criteria to Establish Residence for Tuition Purposes. In addition, I have copied and pasted this information below. One of the biggest requirements is that you have to be considered financially independent. That doesn’t mean living hand to mouth, there are requirements for that too. Read below, and then reconsider your move.If you are getting a master’s, and you are over 24, you may be considered financially independent, but there is the minimum 366 days of residency you have to wait before you are considered a California resident, which includes a litany of different items, like registering your car, having a valid address (not PO Box), etc…______________________________ ( material below is from the University of California, San Diego website._____________Criteria to Establish Residence for Tuition PurposesLast Updated: July 31, 2015 1:56:53 PM PDTGive feedbackLearn about UC's criteria for determining who is a California resident for tuition purposes.Who is a California resident? If you are an adult student (at least 18 years old), you can establish residence for tuition purposes in California if:You are a U.S. citizenYou are a permanent resident or other immigrant, orYou are a nonimmigrant who is not precluded from establishing a domicile in the United States. Nonimmigrants who are not precluded from establishing domicile in the U.S. include those who hold valid visas of the following types: A, E, G, H1, H4, I, K, L, O1, O3, R, or VYou have been conferred lawful presence in the U.S. through Deferred Action for Childhood Arrivals (DACA) and hold an approved I-821D.To establish residence for tuition purposes, you must satisfy 3 conditions:Physical presenceIntent to become a California residentFinancial independence1) Physical presenceYou must be physically present in California for more than one year (366 days) immediately prior to the residence determination date of the term for which resident classification is requested. You must have come here with the intent to make California your home as opposed to coming to this state to go to school.Physical presence within the state solely for educational purposes doesn't constitute the establishment of California residence, regardless of the length of your stay. Continuous physical presence isn't mandatory, but a student who leaves California after establishing residence must demonstrate that he/she intended to remain a California resident, and that his/her principal place of residence has been in California. It's the burden of the student to clearly demonstrate retention of California residence during periods of absence from the state. The physical presence requirement will be extended until the student can demonstrate a concurrence of both physical presence and intent for one full year.Back to top2) Intent to become a California residentDemonstrate through objective documentation that your physical presence was coupled with the intent to make California your permanent home. Intent is evaluated as an independent element of residence, separate from physical presence, and is demonstrated by establishing residential ties in California, and relinquishing ties to the former place of residence. You must demonstrate your intention to make California your home by severing your residential ties with your former state of residence and establishing those ties with California. If these steps are delayed, the one-year duration period will be extended until you have demonstrated both presence and intent for one full year.Indications of your intent to make California your permanent residence include:California driver's license or a California ID CardVoter registration card or affidavit from Registrar of VotersCalifornia-based bank accounts or CA branches based in other statesCalifornia car registration and car insurance cardPaying California income taxes as a resident, including taxes on income earned outside CaliforniaHousing contracts, monthly rental agreements, lease or proof of property ownershipCredit and memberships with California merchants, religious affiliations, clubs, gymsProof of your belongings moved into California such as moving van, bill of ladingProof of utilities established in your name such as phone, gas, electric, and cable TVDesignating California as your permanent address on all school, employment, and/or military recordsThe absence of these indicia in other states during any period for which you claim residence can also serve as an indication of your intent. Your intent will be questioned if you return to your former state of residence when the university is not in session. Documentary evidence is required and all relevant indications will be considered in determining your classification.Back to top3) Financial independenceStudents under age 24 who didn't attend the university prior to fall 1993 and are not dependent on a California resident parent who meets the university's requirements for residence for tuition purposes (one year physical presence with intent to remain in the state), also must meet the university's financial independence requirement in addition to the 366-day physical presence and intent requirements.Note: This requirement makes it extremely difficult for most undergraduates who do not have a parent living in California to qualify for classification as a resident at a UC campus. This includes transfer students from community colleges and other post-secondary schools in California.Effective winter 2005, registered domestic partners are included in rules that apply to spouses. You are considered financially independent if you meet all of the following criteria. You:Are unmarried, andStudent was not claimed as an income tax dependent by any individual for the two tax years immediately preceding the term for which resident classification is requested, andStudent is self-sufficient. He has supported himself for two full years prior to the residence determination date of the term he proposes to attend the University through his own resources, such as employment, commercial/institutional loans in his name only, financial aid and saving from earnings, all of which require official documentation (note: the two years required for self-support might not coincide with the two tax years he must not have been claimed by any individual). Budget Worksheet (PDF) To verify financial independence (self-sufficiency/ self-support), the student must document his or her income and verify that he or she was not claimed as an exemption by parents or anyone else for the two years prior to the request for residence. The student is also required to present a budget showing how he or she is able to be supported by the funds claimed.Self-support is defined as money which can be officially documented that the student has earned through his or her own employment, commercial loans, financial aid, savings and/ or other loans obtained with the student's own credit, without a cosigner. Parent PLUS loans cannot be considered self-support.Loans or gifts from relatives, associates, or friends, regardless of the terms, are considered financial assistance and cannot be included as student income when determining self-support. Non-institutional loans or funds that are “gifted” to the student by a relative, associate, or friend, through a “college fund,” savings, trust, or other financial vehicle, will not be considered if the funds were established after the student’s 14th birthday. If the student's income is a trust account established prior to the student’s 14th birthday, the student must also verify that he or she has complete control of the trust, that the funds available at the time of origination were sufficient to allow the student to be entirely self-supporting, and that the trust has been in use to support the student. Copies of yearly beginning balances, withdrawals, deposits, and ending balances of the trust account(s) will be required. Non-verifiable income cannot be considered.Residing in California with an aunt, uncle, grandparent, or friend who provides the student with room and board cannot be considered self-support, even if that person meets the UC residence requirement. "Bartering" for free room and board or other services or necessities will be considered financial assistance. The financial independence requirement will not be a factor in residence determination if you are a student who is financially dependent upon a California resident parent who meets the university's requirements for residence for tuition purposes (one year physical presence with intent to remain in the state).Financial independence will be implied for residence determination if you meet one of the following criteria. You:Have natural or adoptive parent(s), upon whom you are financially dependent, who meet the requirements for California residence for purposes of tuition and fees, orAre at least 24 years of age by Dec. 31 of the calendar year of the term for which classification is requested, orAre a veteran of the U.S. Armed Forces, orAre a ward of the court or both parents are deceased, orHave a legal dependent other than a spouse or registered domestic partner, orAre a married student, or a registered domestic partner, or a graduate student or professional student, AND you were not claimed as an income tax deduction by any individual for the one tax year immediately preceding the term for which resident classification is requested, orAre a graduate or professional school student who was not claimed as an income tax deduction by either parent or any other individual for the tax year immediately preceding the term for which classification as a resident is requested, orAre a graduate or professional student who is employed at UC 49% or more time (or awarded the equivalent in university-administered funds, e.g., grants, stipends, fellowships) in the term for which resident classification is requested, orYou reached the age of majority (18 years) in California while your parents were residents (for tuition purposes) of this state AND California resident parents leave the state to establish a residence elsewhere, AND you continue to reside in the state of California after the parents' departure.
