The data of payments since the year 2012-13 have been release by the Delhi government:For the North MCD:2012-13: Rs 526 Crore2013-14: Rs 559 Crore2014-15: Rs 545 Crore2015-16: Rs 893 CroreFor the East MCD2012-13: Rs 269 Crore2013-14: Rs 288 Crore2014-15: Rs 366 Crore2015-16: Rs 466 CroreAs we can see, the AAP Delhi government has drastically increased the payments been made to these municipalities and still the MCD employees are not being paid any salary. Looks like Delhi people are being punished for voting for AAP.

If Modi remains as Prime Minister of India till 2030 , he would be having following powers and supports :Let us analyze them first ,More than 350 Members of Parliament of BJP . ( Because of his spectacular work in his first term from 2019 -2024 ) . So that BJP stands independent .80 % and more Members in Rajya Sabha of BJP .More than 20 states of India under BJP's rule with no opposition party in any of this assemblies .Most of the zilla parishads , municipalities , gram panchayats under ruled by BJP .We analyzed this points because this are the main factors directly related to implementation of a decisionExample :Congress's and other opposition parties opposing Demonetisation , GST and other schemes .So it is important to have a open support not only from public but also from regional parties because if this parties support Centre's decision it may lead to mass implementation of a program .So lets come up to point that what will be extent of development :1 . CLEANLINESS :Each and every city will clean like other cities of European countries . Cities will compete between themselves to achieve 100 % cleanliness . More than 90 % of waste will be recycled . India will be ranked in top 50’s in terms of World’s Cleanest Countries . More than 80 % of India will be free from open defecation .2 . Transport :Road transport in India will be far developed than what they were 3 years during time of UPA's . Nitin Gadkari has done a great job in road transport development and we can see more highways connecting rural parts of India and connecting the Whole North - east with central part .Metro's will run in each and every major city having a Municipal Corporation .Bullet trains will be on fleet in India , Currently project is carried away on Mumbai - Ahmedabad route of bullet train which is said to cover a journey of 526 kilometres within 3 hours .3 . DefenceIndia will expand its Nuclear power by entering NSG ( Nuclear suppliers group )India will answer every answer of cross border shooting . India will become one of the super power in defence sector .4 . Agriculture :Agriculture will evolve as most important economy gainer in our country . It will increase the GDP of India . Already Modi Government has given a loan relieving of more than 34,000 crores with the help of State governments to the farmers of Karnataka , Maharashtra , Uttar Pradesh and. Punjab .5 . Economy :GDP will increase dynamically and inflation rate will reduce from current inflation rate of 3.78 % to 1 % .India will be start up hub generating crores of revenue in form of taxes for Government which will be used for urban development .6 . Foreign Relations :India will have good relations with other super powers and countries in this world.Super powers like USA and Russia will always stand by India in every difficult situations .And finally India will be seen as one of the super powers of this World and will be a developed nation .The living of each and every Indian will be developed and we will evolve as a great nation .REGARDS !Thank you for reading this answer !

Now that the three MCDs have said that they have paid the salaries till December 2015 (Have paid salaries to workers till Dec 2015: MCDs to HC ) I fail to understand why exactly are the MCD employees not getting the salaries. I trust that the Doctors, Teachers and the sanitation workers who are on the strike are not lying.So, from where does the Delhi state government is coming into picture? A relative of mine who is a Doctor in one of the MCD hospitals in Delhi haven't got the salary after October 2015 but his parent organization is telling to the Delhi High Court that they paid the salary. Of course the MCDs are lying over here!Delhi CM is not trying to obstruct over here at all. Perhaps an approval from the Center would also be required, but I am not sure.
