No one.Note : I wrote this answer when election results were out and it was clear that BJP - Shivsena alliance secured a clear win. Everyone was expecting that CM will be from BJP, as it was word of late Balasaheb Thackeray, that CM will be from that party which won majority of seats. Rumors were there that, there will be change in CM candidate from BJP's side. So i was writing only from that perspective. Later Shivsena backstabbed BJP and formed the government. I will give my opinion on party wise best alternatives for CM post, below, but Devendra Fadnavis is the best among all of them. Also I have updated achievements of Fadnavis government below.No one is even close to him. Devendra Fadnavis is in fact one of the best CMs ever produced by BJP. Forget CMs, he is in fact one of the best and finest leaders country has ever seen.He is humble, hardworking, highly educated and above all he is the best parlimentarian of BJP maharashtra. He has silenced highly reputed, senior parlimentarians like Pruthviraj Chavhan, Narayan Rane and even non sense journalists like Arnab Goswami. All his arguments are always backed by strong statistics, legal provisions and a solid logic.Not only people from his party talk good about him. Even Raj Thackrey from opposition said recently, that, “Devendra Fadnavis is a great man, one amongst very few good CMs Maharashtra has ever seen.”Social worker Anna Hajare said, “Fadnavis government is working even better than Modi government.”Only thing not in his favour is his caste.If we put him aside for a moment, who is better option?Pankaja munde has lost, Ram Shinde has lost, Vinod Tawade and Eknath Khadse did not even get ticket. Chandrakant patil somehow managed to win but that too from a different constituency. If he would have contested from his home ground, he would have definitely lost.Devendra Fadnavis is the one who single handedly lead this vidhansabha election and scored a consecutive victory, which is a miracle in itself. People will say that BJP has won elections because of modi, but believe me if he would not been there, BJP might have lost.His work speaks. He is always ready with the figures. No question can mute him. He never carries any chits, he remembers everything. He rather never need extra efforts on remembering I guess, his dedication towards work reflects in his tongue.Devendra Fadnavis is the only hope of BJP Maharashtra. Raher he could even be a future PM. He has that calibre.In the end I would like to say,A 50 year old (Devendra Fadnavis), has one handedly defeated the one with more than 50 years experience, (Sharad Pawar) that too by 50 + seats and still the supporters of the so called, “80 year old young” are celebrating their defeat like a victory.This itself is self explanatory. All the credit goes to Devendra Fadnavis.Edit 1:I did not even consider Shivsena when I wrote the answer. But the situations developed recently are giving me nightmares. Can't imagine a wild card entry of Aaditya Thackrey directly at CM post, skipping vidhansabha exposure.Let's hope for Eknath Shinde or Subhash Desai atleast.Even if this happens, Devendra Fadnavis will be missed. He is undoubtedly the best!Edit 2 : Many, in the comments asked about achievements of Devendra Fadnavis government.I will list them here :PART A : Statistics and official figures :1. Highest number of employment opportunities in India were generated in Maharashtra under Fadnavis Government. Official figure says around 59 lakhs.2. Maharashtra attracted highest Foreign direct Investment (FDI) during 5 years of Fadnavis Government.Before 2014 Maharashtra was securing 4th or 5th Positions. In 3 out of these 5 years, FDI in Maharashtra was 40% of Total FDI in India and in one year it accounted to 49%.3. Maharashtra is facing severe droughts from past few decades. His Jlayukt Shivar scheme was an ultimate success. Under the scheme, a water storage capacity of 17,27,229 TMC (thousand million cubic feet) has been created across 16,521 villages in 34 districts of the state since 2015, according to official figures.4. Loan waiver of Farmers is also a crucial issue in Maharashtra Politics. During NCP - Congress Government (2009 -2014), financial help of 26,805 Crores was asked by state government to central govenment, of which central Government (again congress government) disbursed just 3,789 crores. Sharad Pawar himself was Krushi mantri (agriculture minister) that time. During Fadnavis government period, state government asked for help of 25,000 crores of which central government disbursed 11,000 crores. These funds were deposited directly in the bank accounts of farmers.5. Let's come to the most debated issue. Loan on Maharashtra Government. First of all, there are two types of Loans, off budgets and in budget loans. State government is not responsible for repaying off budget loans. These may include loan taken by MMRDA for metro etc. These are commercial projects. They will be repaid just like any business organization takes loan. They are off budget loans. Now let's come to the second part :Yes, there is increase in loan of Maharashtra. But, what if we are earning more and taking more loan, just because we have increased our capacity of applying for loan? If we are in position to repay our loans, as we are in enough strong positions, then why to worry for increased loan? For checking this, there is a deciding factor. This is called ratio of GSDP to loan. As per guidelines of FRBM Act, a state can borrow upto 26 % of their GSDP.During 2006 -07 (NCP - Congress Government), this percentage of GSDP to loan accounted to 22.9%. During 2013-14 (again same Government), the percentage accounted to 18.4%. During 2018- 19 (Fadnavis Government) this percentage came down to 15.6%. So yes, they have taken more loan, but at the same time BJP government ensured that GSDP of Maharashtra has risen from 15 lakh crores to 26 lakh crores.Now let's come to fiscal deficit to GSDP ratio.During 2006 -07 it was 3%During 2013 -14 it was 2.4%During 2018 -19 (Fadnavis government), it has come down to 2.1%This statistics and ratios go on and on.
