The committee of secretaries, an apex body of Indian bureaucracy has given a direction to corporatise the department. But the question begs, why? One big reason, given the way the previous governments and also the present one has gone, is that the Governments squander away all the revenue it earns from the taxes the people pay, on populist schemes designed to fetch it votes leaving no money for works of public good. PPP is the buzz word which implies that there will be no budgetary support from the Government side and hapless public will pay for the public infrastructure at compounded rate. CPWD as it structured now does not fit in the current scheme of things and therefore the proposal of corporatization and the expectation of fending for itself. NBCC already exists as an arm of the Government and one can see that lately, bulk of major works of the Government have gone to it at the cost of CPWD. a visible example is Redevelopment of East Kidwai Nagar Housing scheme in capital city of Delhi being built by NBCC with zero budgetary support. and mind you it is not PPP. Funding will come from indirect Government resources other than central budget.There is considerable difference in the objectives and mandate of CPWD and NBCC. while the latter was formed to be a construction agency out and out the former has a wider role, that of project management. Over the period, however NBCC too has changed its role into that of project manager almost similar to that of CPWD thereby coming into direct conflict with CPWD. Besides its role of a a construction agency, CPWD’s big contribution has been in laying down the code of practice, manuals of work and schedules which are a touch-stone for the management of public works anywhere in the country. CPWD’s role in nation building has been non-commercial and in the instance of a change in the role, given its work culture and less than desired efficiency despite having the top bracket technical pool, how it will perform, is a question to be debated threadbare.
