Why don’t members of the British royalty attend Oxford or Cambridge? Doesn’t this mean these aren’t the best universities in the UK?

There is quite a funny story about this that is still passed down the generations of Cambridge undergrads. I’ll share it here.As others have said, for a standard undergraduate degree there are specific and strict academic requirements for admission to Oxford and Cambridge. These days it would be considered totally unacceptable to just dish out a place to a Royal who hadn’t met those criteria, thus depriving a deserving applicant (although William was admitted for a special short course at Cambridge with different entry criteria when I was there).Back in the ’60s, though, attitudes were a bit different and Charles was allowed to go up to Trinity despite poor A-level results. Even at the time this was hugely controversial. As the story goes, Charles, being the heir to the throne, required round-the-clock security and was accompanied by a bodyguard at all times. This chap lived in College accommodation next to Charles on the grounds of Trinity, and as part of his duty even attended lectures and tutorials with Charles. At some point, someone remarks to the bodyguard that Cambridge, being a rather old-fashioned sort of university, has inherited quite unorthodox rules about the criteria for proceeding to a degree. In particular, there were only two conditions: firstly, that you “keep term”- that is, reside within the limits of the city of Cambridge for at least some total period of time during term dates, and secondly, that you pass the examinations. There is no requirement for being an enrolled student or anything like that. (I believe this is still technically the case, although I may be wrong- we certainly had to keep term and were required to obtain an exeat to leave College for more than a few days at a time during term).Naturally, the bodyguard met the first criterion and, having sat through hours and hours of lectures and tutorials with nothing else to do, had picked up quite a lot about anthropology. So he decided he might as well ask to sit the exams and, sure enough, was permitted to do so.Charles, being a bit academically out of his depth at a university he never met the entry criteria for in the first place, passed with a 2:2 (this is on the public record). The bodyguard got a 2:1.So the story goes.Edit: For the benefit of our non-British friends- yes, a 2:1 is a higher degree class than a 2:2. A 2:1 is a decent grade; a 2:2, distinctly mediocre.

Why do visa officers at the US embassy in Nigeria deny me a visa by seeing me as an intending immigrant rather than a non-immigrant?

Because US visa officers are required by law to assume that everyone who applies for a nonimmigrant visa is an intending immigrant until the applicant proves otherwise. It’s your job to prove that you’re not an intending immigrant, not the visa officer’s job to prove that you are.So the reason why visa officers are denying you as a presumptive intending immigrant is because you are not doing what the law requires you to do as an applicant for a nonimmigrant visa.Every alien (other than a nonimmigrant described in subparagraph (L) or (V) of section 1101(a)(15) of this title, and other than a nonimmigrant described in any provision of section 1101(a)(15)(H)(i) of this title except subclause (b1) of such section) shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for a visa, and the immigration officers, at the time of application for admission, that he is entitled to a nonimmigrant status under section 1101(a)(15) of this title.8 U.S. Code § 1184 - Admission of nonimmigrants, subsection (b).

Does a low undergrad GPA significantly hinder graduate school admission?

Yes.If your GPA is below 3.0, there is a good chance that you don’t meet the minimum requirements for admission, which means your application will be filtered out even before it reaches the admissions committee. It may still be possible for someone on the committee to rescue your application, but it will require significant effort on their part. (Someone did this for me almost 30 years ago, back when applications were made of paper and so couldn’t be automatically filtered out by software.)If your GPA is between 3.0 and 3.5, and you are applying to a highly competitive program, or interested in a highly competitive research speciality (cough machine learning cough), then you may still fall below the threshold where you can get a human being to look carefully at your application, unless maybe you have some other obvious feature, like recommendation letters from someone well-known in your target field, a research publication, or a personal contact in your target department. If your GPA is above 3.5, this question doesn’t apply to you.
