Why is Singapore marked as Singapore, China when it isn't a part of China?

This happen maybe three or four times many years ago. But I have not experienced or seen the problem since.When I first started in the securities industry in the early 1980s most people in the west only vaguely knew where Singapore was. They knew Hong Kong was perched on the doorstep of China and thought Singapore was Hong Kong’s neighbor (particularly since the two cities where always being compared). Even today, many are surprised that the flight from Singapore to Hong Kong is twice as long as New York to Miami.Anyway, in those days everything was on paper. There was a client of Lehman’s who sold some Singapore shares. We needed to get those shares to clear. We waited and waited and waited. Finally I got onto the phone and discovered that the shipment had been handled by a Lehman branch (North Carolina) close to client. They faxed me the address (they had sent the documents airmail). You guess rightly. It said Singapore, China. We never found the script and it took a further 3 months to get the share registrar to issue new script.A few years later and in the mid 1980s, the same thing happen. We acted for Drexel Burnham with respect to fixed income and certain documents were expected. This time, the documents were couriered but fortunately the courier was not confused by the “Singapore, China” address.The last time was when we had formed a joint venture with a local brokerage house and we were acting for the new Morgan Stanley offices that had just open (around 1990). To complete the opening account we needed certain original signed documents from New York. The documents were being sent via a courier that Morgan Stanley used all the time. One day, I got a call from Morgan Stanley’s Hong Kong office to inform me that the documents had been delivered to their offices in HK. This was because it was marked “Singapore, China” and courier not knowing that Morgan Stanley had opened a Singapore branch, sent it through to HK (thinking someone in NYC was confused).
