Short Answer: The list declared recently is the list of cities which will get financial assistance from Central Government to become a smart city. As of now, no city is a Smart City. The 20 cities have been selected based on smart city proposals submitted by each municipal corporation. The proposals submitted by these 20 cities were the best among proposals submitted by 97 cities that have participated in the challenge.Let me now tell you how the process has worked so far.Last year, Ministry of Urban Development (MoUD) had empanelled various consulting firms for providing consulting services for preparation of proposal to be submitted in the Smart City Challenge. This firms were empanelled for different Zones and list was shared with various state level nodal agencies. Services of these firms were required because our urban local bodies do not have expertise to do this work.Then, different state governments were asked to nominate cities to participate in 100 Smart Cities Challenge.Let me also tell you what is this challenge: The 98 cities finally nominated by all states are to participate in this challenge. The consulting firms empanelled earlier got to work with the 98 city corporations in their respective zones to prepare proposal for cities to participate in smart cities challenge. The challenge was to prepare the best proposal for making the city a Smart City and get the financial assistance from Central Government. Following this procedure, all corporations have submitted their proposal to participate in this challenge. These proposals were prepared with the help of consulting firms who worked with the corporations.Now, based on the proposals submitted a list of 20 cities have been declared for first phase.THIS IS A LIST OF CITIES WHICH WILL GET FINANCIAL ASSISTANCE TO CARRY OUT PROJECTS WHICH WILL MAKE THE CITY A SMART CITY. AS OF NOW, NO CITY IS A SMART CITY. BHUBANESWAR SECURED THE FIRST RANK. IT MEANS IT'S PROPOSAL WAS THE BEST. THE 20 CITIES' PROPOSALS ARE THE ONES WHICH SECURED HIGHEST SCORE AMONG ALL CITIESThe proposals were evaluated based on pre-determined criteria which were known to the cities beforehand.Below is the criteria, reproduced from the concerned website:Below are the ranks of 97 cities:The real work will start now. For each city, a Special Purpose Vehicle (SPV) will be created which will carry out smart city projects in respective cities. Central government will provide an assistance of Rs 100 Cr per year to each city. Rs 50 Cr each will be contributed from concerned state government as well as the respective urban local body, apart from raising finances from other sources. The role of central government will be limited to financial assistance and technical assistance if needed. Main responsibility will be with the SPV which will be responsible for the execution of various projects.Urban infrastructure such 24x7 water supply, sewerage/drainage, integrated urban mobility, use of ICT in infrastructure management etc are key themes.
