Some people make an appointment at MUIS without any documents (deed poll or statutory declaration), some people just provide one of the two documents. I think people with no documents prepared at all will experience more questioning during the interview at MUIS and they will be encouraged to go for counselling.I think out of the two, the statutory declaration is more important because the MUIS officer I met asked for it specifically.A statutory declaration is just a piece of paper where you declare that you want to renounce the religion of Islam and remove yourself from the muslim registry. You can have it done at the Supreme Court (SGD25) or go to any law firm who has a certified commissioner of oaths.If you ask the law firm to write up the SD for you, it will cost around SGD100. However if you write it up yourself, it will only be around SGD25.I chose to write it myself. I found a template online - just google “singapore statutory declaration template” It’s the link from the Supreme Court.On the SD, I simply declared that I want to renounce the religion of Islam and to remove myself from the muslim registry.I changed my name and had a statutory declaration done up with a lawyer before setting my MUIS appointment because I did not want to risk any delays.The name change took the longest (1–2 weeks) because I had to wait for my new IC. I hired IRB Law to draw up a deed poll for my name change and I brought the deed poll to ICA to change my name officially.The deed poll was very easy to apply as it could be done through IRB’s website. After that, just call them to ask when you can go over to collect.Once I changed my name and received my new IC, I found a commissioner of oaths (a lawyer at Golden Law) to validate my statutory declaration (they need to chop and sign).With my new IC, deed poll and SD, I called MUIS to set an appointment to submit my documents to renounce. From the phone call all the way to when I was at MUIS, the staffs were all very patient and nice. I did not get any judgemental looks whatsoever.When you are at MUIS, you will meet an officer from the admin/registry department. They will ask simple questions like: Why do you want to renounce? Are your parents aware? Once you renounce, what will you put under ‘Religion’? and they’re obligated to repeat what you will not be entitled to after you’re no longer a muslim.Mine did not probe much as I had already done so much to unidentify myself as a Muslim.You will be given a simple form to fill up. I had already printed copies of my IC, deed poll and SD for her. So after the 10–15mins “interview,” I waited in the reception for her to return with the official MUIS letter which states that I have been removed from their system. I waited for about 30–40mins.In all, the process took me about a month or shorter because I wanted to have my deed poll, new IC and SD.I think it’s fine if you meet with MUIS with just an SD actually. For my case, it’s because I wanted to remove my malay name as well.Hope this information helps!
