Designated wetlands have been evaluated by a jurisdictional authority and determined to be, well, wetlands. While the exact definition may vary slightly by jurisdiction, basically a wetland is identified as an area supporting the growth of certain wetlands vegetation and that is flooded for a duration of more than 24 hours during an average year. In Florida, then, a wetland may be classified as such, and then designated, even though it appears to be dry, since standing water may only cover the ground there a few days out of the year.Once a wetland is designated, it is protected from development, draining, or filling by the jurisdiction in the area where it exists that has authority over it. Large wetlands, especially along navigable waters are managed by the United States Army Corps of Engineers (Corps of Engineers or USACOE for short), smaller areas may be managed by state departments of environmental protection or other agencies.Wetlands are normally protected unless there is a permit granted for certain activities by the jurisdictional authority. Filling, for instance, for construction or road building here in Florida requires a permit from the Florida Department of Environmental Protection, and if over 1 acre in size, the CoE. This is an expensive process and granting the permit isn’t guaranteed. Violations commonly land people in prison and owing very large fines. One means of being granted a permit is to substitute another parcel as a wetlands offset. The owner who wants to fill or build in the wetlands can buy and offer as a replacement a similar tract of land that is given over to a conservancy group or to the state.We saw this happen when a Lowe’s and Walmart built on wetlands on Highway 98 near Gulf Breeze, Florida. 20 acres of sensitive land was given to the state in exchange for permission to build on roughly 1/2 acre of wetlands. After the deal was done, the local government received the land and proceeded to build a park on it, rather than to meet the intent of the exchange, but that’s how local politics work.

Catholic Church.Southwest Missouri State - Missouri State UniversityAfter finishing grade school and high school I eventually landed at the University of Missouri, St. Louis Campus. A friend of mine introduced me to her boyfriend’s suite mate (in student housing) who was attending Southwest Missouri State (SMS).Sunvilla Residence Hall At Missouri State UniversitySMS eventually became Southwest Missouri State University. Ultimately it became Missouri State University which is what it’s currently known as.Missouri State University is the second largest public university by enrollment in the entire state. It was established in 1905 and it’s a significant presence in Springfield.Springfield is a city in southwestern Missouri.Mark Twain National Forest On HighwayThe first time I ever visited Springfield, Missouri was for the school’s Winter Formal. Driving to Springfield, from St. Louis took somewhere between 3 hours and 20 to longer depending if I made any stops along the way.Note: Virtually the entire length of I-44 east of Springfield, Missouri, was once historic US 66, which was upgraded from two to four lanes from 1949 to 1955. The section of I-44 west of Springfield was built farther south than US 66 in order to connect Missouri's section with the already completed Will Rogers Turnpike, which Oklahoma wished to carry their part of I-44.Along the way to Springfield I passed by the Northwestern tip of Mark Twain National Forest. I had no idea just how vast the forest was until I was driving along part of it’s very edge.Later i was delighted to discover that the forest is a wonderland of natural delights including Greer Spring which is the largest spring on National Forest land and part of the Eleven Point National Scenic River.There is also Glade Top Trail National Scenic Byway offering views of over 30 miles (48 km) to the Boston Mountains in Arkansas. It’s also the home of the 350-mile Ozark Trail system which winds through much of the National Forest.It is also in proximity of the St. Francis River which is absolutely gorgeous.Putting On Rose Colored GlassesFrom that point in the trip, I wore a pair of lovely rose colored glasses. After enjoying the view of the beautiful forest, I was immediately enchanted once I entered the city limits of Springfield.Since I was visiting Springfield to see my long distance boyfriend and attend a lovely Winter Formal, I was charmed by how quaint everything seemed compared to St. Louis, Missouri.The Hammons Tower which is the tallest building in Springfield, Missouri. The air seemed fresher and crisper.My Type A energy immediately relaxed as I took in the much slower pace. Although Springfield is the third largest city in the State of Missouri, when I was there, the population was estimated to be 120,000. Branson is approximately 1 hour south of Springfield and the Lake Of The Ozarks is around 1 hour and 30 minutes to the Northeast.Branson, Missouri Is A Popular Vacation DestinationBranson has long been a popular destination for vacationers from Missouri and around the country.The collection of entertainment theaters along 76 Country Boulevard (and to a lesser extent along Shepherd of the Hills Expressway), including Dolly Parton's Stampede, has increased Branson's popularity as a tourist destination.Lake Of The OzarksAt the time of construction, the Lake of the Ozarks was the largest man-made lake in the United States and one of the largest in the world.It was created to provide hydroelectric power for customers of Union Electric, but it quickly became a significant tourist destination. Most of its shoreline is privately owned, unlike many flood-control lakes in the region that were constructed by the U.S. Army Corps of Engineers.The relatively stable surface elevation has created conditions suitable for private development within a few feet of the shoreline.There are over 70,000 homes along the lake, many of which are vacation homes. The lake is now a major resort area, and more than 5 million people visit annuallySpringfield Has A Lot Of HistorySpringfield's nickname is "Queen City of the Ozarks" as well as "The 417" after the area code for the city. It is also known as the "Birthplace of Route 66".It is home to three universities, Missouri State University, Drury University, and Evangel University.The Discovery Center of Springfield has interactive science exhibits on topics from DNA to dinosaurs. To the north, Dickerson Park Zoo features animals from around the world, plus train rides.Trams run through a cave filled with stalagmites and flow stones at Fantastic Caverns. The Nathanael Greene/Close Memorial Park has trails and botanical gardens.What Strikes First Time Visitors As Special Or Unusual When They Arrive in Springfield, Missouri?The first time I arrived in Springfield, Missouri to go to the Winter Formal I was struck by what a small town energy and feel the place had, considered it is the third largest city in the state.I also noticed how much friendlier the people seemed to be in Springfield than they were in St. Louis, where I grew up.Springfield also impressed me as a city with lots of dichotomies. The Missouri State University campus was very well-maintained with lots of open spaces. There are lots of parks around the city.Lots Of DichotomiesThe dichotomies of the city can be seen in the extreme opposites. You have a prison in the middle of the city and you also have a lovely University campus.Houses can be had for very low pricing compared to other comparable cities, but there are some very poor areas of the city which are no longer safe.Springfield is part of The Bible Belt and religion does cause some tension because there is a strong gay community who are out. There are also other religions which clash with both the gay community and the Bible Belt churches.Personally, I always loved visiting Springfield, Missouri. Even when I was there as recently as 2015, I still felt it had a unique small town charm even though it is officially a city.Everyone will experience Springfield, Missouri from their own filters.
