I hesitate to say that there are no universities which will accept independent dissertations, but it would seem very odd that any accredited institution would accept doctoral-level study like this. The reasons are two-fold: The dissertation is a process whereby a study is conducted, not a product in itself. Second, institutional accreditation requirements require that the institution (college or university) meet requirements for curriculum, quality, and content.For the first point, before one completes a dissertation, the institutional review board would need to review and approve the dissertation proposal. At that point, the student may begin the study typically proposed in chapters 1 through 3 of the dissertation. The institutional review board would then need to review the study to ensure that it is applicable to the subject area and that it addresses both legal and ethical requirements.In the second point, typical curriculum includes coverage of basic concepts (competencies) for the subject area (for example, engineering), and would tie these concepts into research methods, study format, mathematical presentation, and some other seminar type topics. Through this process, one would select an advisor (or committee chair) and form a committee for review and approval of the study, and later, the dissertation. Oral review typically comes after a rigorous peer review.Again, this is typical of the process.
