How will Wuhan test 11 million people for Covid-19 in 10 days?

I am also surprised. It may seem like mission impossible but we never know if it can be done after it is finished (just like those 2 newly built hospitals)Personally I haven’t got any news from the community about how this would be carried out so I will not comment further. I will update as soon as this test begins.I can say that the 3rd grade students, as well as all the teachers in my middle school as well as my high school had all been tested before they got back to school, which was roughly a week ago. So I guess the ability to test people is there, whether there will be a massive test for everyone and how it would be carried out remains to be seen.Updating after one hour, 10PM, March13thI contacted the community worker who takes care of all people in my apartment building as well as 2 more. She is one of the many community workers who take care of our neighborhood. She said that this new 11 million test idea was put forward because that we had 7 new confirmed patients popping up out of no where yesterday.(‘Out of no where’ means that they had no clear contact with anyone) They were asymptomatic after they were tested positive and they showed syptoms after several days of self-quarantine.She is now giving out a form via Wechat to ask residents to fill out. We will submit our names, IDs, addresses, phone numbers, ages and whether we had a covid-19 test or not. According to her after this submission data is collected, there might be a free nucleic test for those who haven’t been tested. This is a new order from the government so more details are still being discussed.I believe that this new 11 million test is mainly aimed at old people as they are the most vulnerable. The reason I make this statement is that all working adults had been tested near 8th April when the lockdown ended and they returned to work. Everyone will need to be tested before they return to their jobs. The young also got tested when they returned to school. That leaves out the old among whom many are still living like it is hell out there. There are many elderly people in my community and they told me that they are still afraid to go out because they are afraid they would catch the virus. Many did refrain from going out of the community and have their supplies delivered to their doors via online orders. So I believe this is a new policy that will mainly benefit the old. I will update later as more details unveil. Stay tuned.Updating at 1AM,16th May.They started to test people yesterday. The communities that first finished collecting the data get to get tested first and mine was not a quick runner:)Honestly the details of how this test would be carried out were sent out on 13th May, I just did not see it from my community notices. I will translate several parts of these documents about the details.1, The nucleic acid test is free for this time.2, Residents who had a previous nucleic acid test more than a month ago will need to get retested.3, This test is for all that normally lives in the district.5, The test should be carried out in an open area. The doctors will come to the community to do the tests. (The first community that finishes collecting the data get to start the testing first)6, All that were registered should be tested in 8 days, no more than 10 days.8, Kids below 6 should do not do this test.If the test is taken outdoor, then it should be an open cool airy area. Temporary tents would be set along with tables, chairs with backrest and stools. When taking noon breaks the whole area need to be disinfected using bleach. If the test is taken indoor, then it should have a spilt type air conditioner and the room should be sealed and disinfected every 4 hours. Apart from the tables, chairs and stools, there should also be a register table at the door with chairs.Every community will need 3 workers to help with the test. For every 4–5 thousand residents there should be a team of 7 doctors to do the nucleic test. For each community there should be 2 police officers to help maintain order and guard security. All residents should take this test. Every person who is of the following 9 types will need to take the test.1, The confirmed cases, The asymptomatic positive ones, suspected cases as well as those who had close contact with them. Also all those who are having a fever.2, All School workers. teachers, support workers etc. (those whose jobs are related to the education system)3, Medical workers. (those whose jobs are related to medical system)4, Public transportation workers, including metro system workers, bus drivers ,taxi drivers who were appointed to communities during the ourbreak etc.5, Bank workers and supermarket workers.6, Volunteers and community workers who did their job during the outbreak.7, Civil Servants.8, Those who returned to Wuhan from foreign districts.9, Those who will leave Wuhan to work in other districts. So Wu Hao is correct as it did not mention the old people in this notice. And just like him I also believe that everyone would just end up getting tested.I received the notice from my community worker 5 hours ago in the wechat group. She told us that the test for all residents in my apartment building (4th in 6 buildings) would begin at 9 AM this sunday and last for about 40 mins. The 5th and 6th would then follow to take the test. The residents in the first 3 apartment buildings would be tested this saturday, today. She also said that for all residents we need to take our ID, a smartphone and a spare mask with us. We need to consume no water or food before 1 hour of the test. Those who were confirmed cases, suspected cases, close contacts and ones with fever would take the test another time to avoid a potential spread.I would be updating today (after a roughly 7 hours’ sleep?) when I go down to see how this test is commencing for the residents in the first 3 apartment buildings. I am curious just like everyone else by now.Updating at 11 PM May 16th.The temporary tents have been set on my community’s basketball playground this morning and the residents of the first 3 apartment buildings have been tested this afternoon. These are from my friend who took the test today. His community provides both nucleic test.My test is on tomorrow morning. I will need to take some rest now…Updating at 10 AM May 17th.I took the test 1 hour ago.Below were taken before I took the test as the medical workers put on their protective gears and community workers start setting fences. Several elderly people got up early in the morning and went down to queue to get tested earlier. The test starts at around 8:30 and the steps are as follows:1, Registration Area where IDs are checked into the system to see if it has been registered (I filled out the registration form online 3 days ago so my ID is in the system) and register those who haven’t.2, Material Distribution Area. You get a number according to the registration form and workers use that number to find the bar code that matches your name and put that bar code on the tubes. For example my ID is 1234567 and they will find my ID on the registration form where my test number is A44. I then tell the other 2 workers my number A44 and they will find the 2 bar codes that matches my name and number. They will then stick the bar codes on the 2 different tubes that will be later used for tests before they hand them to me. On the right are the workers who are looking for the matching bar codes as there are just too many of them. They said that it might be better if they had just moved the bar code printing machine here and to print on spot instead of finding the printed codes.3, Nucleic Test Area. A smaller one of the 2 tubes is for the nucleic test. I believe many have done this where they stick that into your throat to get the sample. It is really quick, few seconds and it is done. Nucleic test is a must-take for all residents in Wuhan unlike the antibody test. Only several districts of Wuhan City provide free antibody test and that includes Wuchang District where I am currently living in.This is the volunteer who tested me. He called out ‘handsome’ to me while I was approaching. We had a good chat. LOL. Damn he might be much more ‘handsome’ without those protective gears but he is definitely much more professional and protected in those suits.4, Antibody Test Area. Blood sample from the vein. The longer tube is for this where the doctors draw the blood into it. So it is not a ‘get the result right on the scene’ kind of test as they will get it tested later on, but it still gets the job done. They said that both results would be sent online when it came out. After I finished testing, I talked to some workers who are not that busy. They said that 10 days’ limit was for each individual districts and not for Wuhan city as a whole. They told me that they only tested about 300 people in my community yesterday afternoon and the original plan to finish the test this morning for the community as a whole is very likely to be extended to the whole day. So it IS a hard job to test all those people in such a short time but I do hope they get it done. More medical workers and more community workers will surely push this task further.Updating at 9 AM May 18th.The team of medical workers did stay in my community to test until about 6PM yesterday. But it was already pretty empty by 3 PM last afternoon as most people in my community had already been tested by then. They stayed for a few more hours because they would not be able to test another community as it is getting late.According to the notice, I will receive my test results in less than 48 hours and I can look it up online once it came out. It is said that about 4–5% people who had been tested have the antibody which is a little higher than expected. I have a strange feeling that I have the antibody…Pure guess though. But the test has not finished in my community. There are mainly 2 types of people who have not been tested. The old who had trouble walking, standing and waiting (especially in the sun); The ones who were confirmed cases or suspected cases. The community workers told me that they would arrange for another time to test these people door to door to better help these more vulnerable groups of people. I appreciate the effort they poured into caring these people as that is what caring means. There are also some people who did not register in time and cannot get the bar code to do the test. They will wait for further notice from the community. The medical team in my community yesterday will be moving to test another neighboring community today. That community is much bigger than mine and that means longer time would be taken and more teams would be sent. I am waiting to see the result from them.Updating at 14 PM May 19th.I got my antibody test result from the wechat platform of the hospital from which the team of medical workers who tested my community were selected. Both are negative. So it seems my instincts were wrong after all :) The nucleic test result has not yet come out but I suppose it will within 24 hours. I guess I will have to keep waiting. My aunt and uncle who is living in the same community with my family got both their test results. That includes the nucleic test results and their results are also negative. Many in my community have received both test results and I wonder why is my nucleic test results not coming out…10 AM May 21th.Still no nucleic results. I am getting a little anxious as many in my community have already received both their results. I am quite sure that they have tested my sample and I suspect that they made a mistake when uploading the results.Meanwhile many other communities are still undergoing tests and it would possibly go for a few more days than expected. We will wait for the official report until the end of this massive test. Also Robin Daverman has a perfect answer to why this test took place. It is mostly about boosting confidence. 50 days have passed and Wuhan is still slowly recovering, much slower than other parts of the country. People are afraid to come here and there are incidents where locals are discriminated against in other provinces despite their health code shows they are healthy. Most restaurants still have much much less customers than ususal and businesses are suffering. I talked to a restaurant owner and he told me that he expect this to continue to maybe September when college students came back to study in Wuhan (Wuhan has a lot of universities).Despite reopened, Wuhan is still not fully back to normal and we need some confidence in the people, and in the city, to help it recover. A massive test will surely do the job.Robin Daverman's answer to Do you think China will really test all 11 million Wuhan residents for Coronavirus (Covid-19)?Updating at 11PM May 23th.I did not update for 2 days because I was preparing for my exam and it was exhausting…I received my nucleic test result yesterday and it was negative. According the officials the nucleic test results will be then linked to the health QR code which works like a pass. The QR code is what everyone needs to get access to places. Green code give you access to almost everywhere while the yellow and red ones limit your access. This screenshot below contains several personal information and so I blurred some of them. On the top there is my name and ID number. In the middle there is the green health code which says I am healthy (at least covid free). On the bottom there is the nucleic test result. You may notice that there are 2 closed eyes with the shape of eyelashes on the right side of the screen. Once tapped, those 2 eyes will open and reveal the true information next to them instead of the dots just in case that you may not want it to be noticed.Meanwhile more of my friends are getting tested in other districts of the city. You may notice that the community where my friend lives even provides stools for everyone in the line which is more considerate compared to mine:( Residents in my community had to bring their own chairs when waiting:(My community worker told us 2 hour ago that the people who hadn’t registered during my community’s test will need to go to another nearby community to get tested. That is about 800m and some complain that there are quite some old people and they may have trouble getting there. The community worker responds that there will be community volunteers who will be there to help them. There are questions as to this 10 day limit and I explained that according to medical workers in my community this limit is for each individual districts, not the city as a whole. But I suspect they will get it done within 10days anyway. I will be going to that nearby big community next monday to see how their tests are doing. Maybe it will all be finished by then.Updating at 11AM May 25th.My community notifies us this morning in the wechat group that today is the last day of this city wide free test and those who miss this chance will need to get tested on their own if they need test results to go to work or visit other places. The goverment also texted everyone saying that whoever missed the test will be given another chance to register before 17 PM, May 26th, tomorrow in order to get tested free of charge. So it seems they did manage to pull off this massive test in 10 days as every communities did provide a free test opportunity for every residents. At least this is the situation in my community. I am satisfied with what they provide and it has shown positive results. My teacher said that the one major benefit of this massive test is that as there are very few people who have been tested positive, people are confident to go out more and to have fun. She and her family went out to a farm to pick up strawberries yesterday which is a clear sign that confidence is back. I am looking forward to seeing tourism back in summer and I wish that is not just a fantasy :)

Is it a crime being a Muslim in Slovakia now? Would native Slovaks who are Muslims get deported and persecuted like the Iberian Muslims during the Spanish Inquisition?

Slovakia is a democratic republic with a freedom of religion.Islam is recognised as a religion existing in the country, that is being freely practiced here. At the same time, Islam is not officially recognised as one of the country´s funded religions, that means it is not funded by government. Why is that so? - Because the number of muslims is so small, it officially has to reach number 50.000 - every religious group has to reach this number in order to get officially recognized and funded. There are only a little over 5.000 muslims in the country, who are legal citizens of Slovakia. Those are usually immigrants, who married Slovak women (or men) and the children from these marriages. There is no history of Slovak Muslims, the only Muslims in history that resided on the land were Ottomans and Tatars, after the wars and occupations ended, there was literally no one who practiced Islam. That is why there are so little Slovak Muslims today, they are usually modern-day converts. However, you can meet exchange students, etc. who temporarilly live in Slovakia, those do not add to the numbers, as they are not citizens.Slovakia is the only country in the European Union without a single mosque (so far). People meet in prayer houses which serve them as a prayer hall and a place for religious study.Slovak muslims would never be deported just for being muslims. That would be totally against the country´s laws. You dont have to be scared of legal punsihments just for being muslim. However, islam was not even a question until the recent years. Nobody from the locals had any problems with muslims. Now, that the negative information spread, understandably and without an exception, Slovak opinion was influenced, just like in any other country. (I would say the Muslim “opinions” started appearing around 2010, until then, I never heard people speaking about Muslims, people were neutral, indifferent, I blame the media and the mass immigration into EU for the negative opinions) People today have more prejudice against muslims then they had - let´s say 10 years ago. So you can come into a contact with some form of harassment or prejudice from the locals, usually drunksters, but most likely people don´t care. There are many religions besides Islam, that keep applying for state recognition. (yet no one else is spreading false information on the internet about being deported for their religion ;)) They are recognised as practicing religions in the country, just that they are not recognised as the official state religions. What´s the difference? That ones can draw money from the state (if they wish) the others cannot, they are self-funding. How does a religious group become recognised (without state support - the green part of the picture) ? They simply show any numbers of practicing citizens in the statistics. Meanwhile there are some religions that exist in the world, but there has been zero of practicing people of that religion in Slovakia, the group is simply not recognised there at all until some of our citizens start identify with that belief on their official documents. There are no banned religious groups in Slovakia. No one ever has been deported from Slovakia for religion. The ones listed in blue can build their temples (some of them even choose not to), the ones in green can have prayer&study houses and rooms all over the country.Everybody can freely believe and practice their religion here. After the religious group leaders decide the group is now able to get recognised further and become one of the state´s official religions, he/she can apply for it, the religious group will go under revision to see if the group met all the criteria to becoming officially recognised (the main point of this revision is to find out whether the group is big enough it is worth it for the state to support it and to find out whether the religious group is safe for the practicing and the society - to filter out the potential dangerous sects and occults - for example Scientology or Moonists will never be recognised by state despite of any number of practicing people they get, because of the proven destructive effects on the individual, but they are still free to practice and group themselves in their centers as they wish - thats I think for the whole EU states)The requirements for state recognition that apply for every existing group including Islam (or simply put: how to get from the green part of the picture (recognised but no money) into the blue part of the picture (recognised with money)):Churches and religious societies are registered by the Ministry of Culture of the Slovak Republic (Church Department). An application for registration must be submitted by at least a three-member preparatory body of a church or religious society, the members of which must be adults. The proposal shall be signed by all members of the preparatory body and shall state their names and surnames, birth identification numbers and place of residence. They shall also indicate who of the members of the preparatory body is the agent who is authorized to act on their behalf. The application for registration includes:(a) the name and address of the church or religious society;(b) the names, surnames, addresses, signatures and birth identification numbers of members of the preparatory body;(c) the essential characteristics of the church or religious society founded, its teaching, mission and the territory in which it intends to operate;d) affidavits of at least 50,000 legal members of permanent residence in the Slovak Republic who are citizens of the Slovak Republic, that they claim to be a church or religious society, support the proposal for its registration, are members of it, know the basic articles of faith and its teachings and are aware of the rights and obligations arising from their membership of a church or religious society, indicating their names, surnames, permanent residence and social security numbers (a model of affidavit will be provided by the Church Department upon request); (Slovak Muslims do not meet this requirement, as there are only about 5000 muslims who are also citizens, a lot of muslims you meet here are not citizens)(e) a statement that the church or religious society will fully respect the laws and generally binding laws and will be tolerant of other churches and religious societies and persons without religion. (state laws are higher than religious laws, stating that the society will fully respect the laws is at the same time a statement of the Muslim society that they will not act according to any alternative Shariah law in any way that it intervenes with the state law and they will not promote it, they cannot punish their ex-members etc.)The application for registration must be accompanied by a basic document of the founding church or religious society (statute, order, statutes, etc.), from which it must be clear:(a) the name and address of the headquarters of the church or religious society;(b) the authorities and bodies, the manner in which they are established and their powers;(c) the method of appointing persons and their dismissal;d) basic articles of faith;(e) the principles of management, including the method of appointing the liquidator in the event of a property settlement in the event of the dissolution of a church or religious society;(f) the method of approval of the basic document and its amendments;(g) units having legal personality and to what extent and who is authorized to act on their behalf;(h) the rights and obligations of members applying to the church or religious society. The name of a church or religious society must be different from the name of a legal entity already active in the territory of the Slovak Republic. So, no it is not a crime being a Muslim. It is a crime to discriminate against people based on their faith and religious affiliation. - that´s what´s a real crime punishable by law.If Muslims want to became one of the official state religions, the only way for them is to get 50 000 members somehow, which doesn´t happen overnight. In fact, it will take years, just like it did with some groups that are state recognised today (jehovahs witnesses also had a looooong journey). During that time, it will also help to try not to encourage religion-based acts of the members that are agains the state laws, as that will make the Muslim application process more difficult even when they reach 50 000 members. Good luck(I will also try to update this answer in 2021 - when the big detailedcensus of Slovakias populations is happening, my data are 9 year old so they are not exact)Also I wish to add, that me and all my friends and all my family have no specific strong opinions about Muslims that would be negative. We don´t like certain types of people in general - fundamentalist Christians, fundamentsalist Jews, fundamentalist Muslims, even fundamentalist Vegans and fundamentalist feminists, fundamentalist leftists and fundamentalist rightists, thats true, but the majority of people arent fundamentalists in everything they do, believe an think. All the good people are welcome !

What would happen if voting was made compulsory for all U.S. adults?

In the last election turnout was just under 55 percent with about 120 million people voting. Making voting compulsory would assume that there would be maybe 210 million voters or so. This would require a sea-change in the way voting occurs in the US and in the results.First off, voting infrastructure in the US is a shambles. It’s corrupt and open to corruption. There is not enough money or volunteers to support the voting system. That would have to be remedied at once. All voting systems, ballotting systems and locations would have to be federalized and monitored. This would take a huge staff and billions of dollars. There would have to be a massive investment in standardized voting machines, manufactured by a company outside the United States and with no controlling interest from US companies or parties. In the 2004 Presidential Election the President of Diebold, the maker of most voting machines, said he would “give” the election to Bush, and indeed he did. His voting machines conveniently failed in predominantly Black sections and were easy to hack with little or no trace. Therefore, voting machine companies in the US could not and should not be trusted. In any event, all voting machines would give a two voting receipts on paper. One would be inserted in the voting box and would be the official vote. The other would be a receipt for the voter confirming his votes cast properly. At no time would the voting machine tally ever be the official tally since machines can be tampered with. Only the paper receipts would count and the paper vote count would have to be within a certain stringent percent of what the machine recorded or the polling staff would be suspect. At no time should the polling location staff be the same as the counting staff. As I mentioned earlier this would require a large staff to guard, count and insure the integrity of the vote. The UN would need to be involved to monitor the integrity as well. It is very telling that in the 2004 Presidential Election the Republicans kicked out UN monitors. In order to make the vote work there would have to be automatic registration process. This could be done the way it is done in Oregon where you are automatically registered to vote when you get a license and must opt out if you don’t want to. The opt out portion might be eliminated if voting was compulsory. Those who, for whatever reason, don’t want to vote, could have a “None of the Above” vote or a “Religious Exemption” box to check at voting time.Voting day would have to be a national holiday. Adding another paid holiday to the calendar would have large negative economic impacts, so another major holiday such as Labor Day would have to be eliminated. Voting day would have large seasonal impacts as well, where Thanksgiving is the typical start of the holiday season, another holiday in November might alter that dynamic. It might be necessary to maintain voting day on Tuesday to minimize extended holiday weekends that would be a threat to the compulsory voting as people take long weekends instead. On voting day, everything other than essential services must be shut down. The definition of essential services would have to be very tight, for example, CVS could ONLY sell prescriptions; there would be NO retail sales; restaurants would have to close or have limited hours. The goal is to make voting, not working, the priority. It would have to be assumed that the economic impact on the nation from reduced and eliminated work would be in the area of 50 billion dollars lost. This could have a ripple effect throughout the economy. The sociological impacts of compulsory voting would be large and are hard to predict. Studies show that when large numbers of people vote, the benefit is largely to the Democrats, which is why the Republicans spend so much effort trying to keep the vote down with bogus Voter ID schemes and cynical posters in Black districts telling them that minority voting is the following day, and erroneously putting armed cops near polling stations with the notification that people with warrants will be arrested, and changing the voting rules for students and eliminating the vote of former prisoners and so on.A compulsory voting system would require a major re-draw of voting districts. Some kind of objective statistical method would need to be employed to eliminate gerrymandering impacts. District lines would have to be re-drawn per the US Constitution but done by a machine based on census data. No political influence in voter district drawing would be allowed.Because people voting in large numbers tend to vote Democratic there would be large shifts in the way the parties work, and even in the number of parties and the power of third, fourth and fifth parties. The Democrats would shift further to the left; so would the Republicans. This would cause schisms and splits to form new parties, such as the True Conservative Party or the Democratic Socialist Party. Even the Libertarian and Green Parties could pick up significant seats in Congress forcing coalitions and compromise the way it happens in other countries. Probably even the majority party would rarely have the power to dictate policy.Voters would have to attach their voting receipt to their tax returns for some kind of credit for voting or a fine if they fail to do that. The political impact would be dramatic. Political policy would more closely follow public opinion, especially when it came to social issues. It would be much harder, for example, for the Republicans to restrict abortion. It is possible that religious groups would have an even larger impact on voting patterns and trends in certain areas of the US. In the end, the US would begin to drift more to the European way of thinking when it comes to policy and away from the typical war-like, right wing attitudes we have now.The big take-aways are these:1) Major changes required in voting infrastructure including standardized machines and plentiful permanent polling places2) Enormous voting staff required to man polling booths, guarantee the integrity of the vote and count the results, assist handicapped or shut-in to vote and so on3) Major shifts in the registration process4) Making voting day a national holiday at the expense of another national holiday that exists today with extreme clamp-down on activities that restrict the ability to vote with concomitant impact on economic activity for one day5) Sociological shifts in voting patterns with the country moving to the left, and the creation of more parties, with all parties gaining or losing power as a result, requiring coalitions to succeed with a platformThere would need to be many other reforms of the electoral process to remove the influence of religious and corporate organizations, as well as debate rules, advertising integrity and honesty, and instantaneous fact checking but those things go beyond the scope of the question. The US electoral system is completely broken and open to corruption at all levels and unless there is trust in the system, then trust in the government is damaged as well.
