Well, right now the only way to the ISS is via a Russian Soyuz. NASA has to purchase each seat from the Russians. NASA was using the Space Shuttle to ferry crew members back and forth and had planned a Crew Exploration Vehicle (CEV) to take over that function when the Shuttle retired. The budget for that project got cut. Currently, NASA is building Orion and contractors such as Boeing, SpaceX, and Sierra-Nevada are building crew transfer vehicles.Based on the assumption that NASA would always have a way to get people up and down, NASA made barter agreements with CSA, ESA, and JAXA, that we would transfer their astronauts in exchange for other services.There are two Soyuz per Increment, so that means a total of six seats per Increment. Russia wants to utilize three seats for themselves. They offer three for sale. NASA buys those and then is obligated to provide one to one of the other IPs. That leaves two for NASA.Russia wants to be able to use one of the seats for paying tourists (space flight participants) as it did in the past. So, in 2015 we will have two crewmembers (one Russian, one American) stay up there for a full year to free up seats for Russia to sell.Once NASA and its commercial partners start operating their own vehicles, NASA will have greater control over the number of US astronauts that fly to ISS.

The temp agreements and contractor agreements I work with are usually pretty standard. There might be some negotation and changes if one side or the other (or both) has some unconventional market power or there is something else that makes the particular transaction unconventional. For vendors, say the supplier of power supplies, their customers don't usually get the IPR, but in some cases where the customer is providing input on how to build a custom product, there is an agreement that spells out how the IPR is to be allocated. (Then again, there is always the cases where someone didn't do that and we have to come in and sort it out after the fact.)
