It is VERY expensive to keep up a fleet of modern fighters, and the Russian military has very limited resources compared to what it wants to accomplish. For things like high performance fighters, once they start going obsolete when you don’t have a mission for them, there is basically no reason to keep it. Hence why you see Russia and China constantly replacing their inventory with a smaller number of new jets in contrast to the US keeping inventory from the 70s-80s in service (but upgraded).
