When I was selected for the Civil Services (Mains), I joined one coaching college which used to conduct mock-interview classes for the interview preparation. I learned a number of things during the mock-interview but one such lesson is worth mentioning here to understand how you should develop the right attitude as a civil servant.During one of the mock interview, I was asked, ‘You have studied in (IIT) Banaras Hindu University (BHU). Can you please tell me if BHU is actually a Hindu University as its name suggests?’I thought for a while and then replied as following,‘Sir, I think BHU is basically a Hindu University. Most of the students are Hindu. Most of the teachers are Hindu. And to best of my knowledge, almost all the Vice Chancellors too had been Hindus only. Hence it may not be wrong to say that BHU is a Hindu University.’After the interview, the Interview Board of the Coaching Center used to debrief us about our shortcoming and guide us for giving better answers. During debriefing, they told me that I had given a very bad answer for the question relating to BHU. I naturally tried to defend my answer by saying that what I said was ‘factually correct’. One of the senior members of the interview board said, ‘You are not a college student and speaking before your friends. You are before the interview board whose members are senior members of government or academia. You have to think like a civil servant while answering your question.’He then suggested me the following answer,‘BHU is a central university which selects the students on the basis of competitive examination purely on the basis of merit irrespective of their caste or creed. All the faculty members are chosen based on merit the procedures applicable to any other central universities of India. It is incorrect to call BHU a Hindu University.’They then asked me if there was anything ‘factually incorrect’ in his answer.I said no because what he said was totally correct.He then explained to me that both of us said the things which were ‘factually correct’. However, as a civil servant you must speak not your individual truth based on your personal experience or perception; but you must speak the truth from the national perspective as a member of the government.How to think like a Civil Servant?The best way to think like a civil servant is to imagine yourself as Prime Minister or President of India who head the government. Imagine that you are in a foreign country and the international journalists are asking you difficult questions about India. Start thinking like them and your answers shall change naturally. Let me explain with a few examples.You may have a personal view on ‘reservation’. You may like it or dislike it. However, when you are planning to join the government, you must speak the view of the government. You must never criticize ‘reservation’ which is provided in the Constitution and implement by all governments. You must rather find out the proper reasons for reservation and explain it without your personal bias.You may be of the opinion that all government officers are corrupt. This perception may be based on your personal experience or media. However, just like you never find yourself evil person (despite doing many evil deeds), you also don’t expect the government official to accept the tag of being incorrigibly corrupt. You must explain the reality as a member of government and explain that there are good and bad elements everywhere. However, there is severe punishment for corrupt officers and every day several corrupt officers are arrested and punished by anti-corruption agencies like CBI. However as a civil servant, you must get the ‘facts’ that are in favour of India. You must speak like a good advocate of government. It is indeed a reality that the crime rate in India is quite low. For example, Iceland has 209.52 crimes per 1000 people followed by Sweden (138.35), Dominica (112.55), the United Kingdom (109.96) and New Zealand (108.2). However, it may not come to us naturally since we are in the habit of criticizing government for everything.You have to practice a lot to come out of the government-critical mode to truly think like a civil servant.
