Great-Power Competition.There are probably other reasons as well, but I believe this is the main reason. After pondering for a few days, this is the conclusion I’ve come to.Consider the timing. Why is it that they wait until now to declare this, even though in the 19th Party Congress, there was already the sign of Xi mentioning no successor? It’s no coincidence that this announcement came about a month after the U.S. Department of Defense (DoD) published a summary of the 2018 National Defense Strategy (NDS). The new NDS announced that the era of asymmetric warfare is over, and we are returning to an era of Great Power Competition. “Inter-state strategic competition, not terrorism, is now the primary concern in U.S. national security” - said the report.China is listed as a strategic competitor, or more specifically, a revisionist power:“Long-term strategic competitions with China and Russia are the principal priorities for the Department, and require both increased and sustained investment, because of the magnitude of the threats they pose to U.S. security and prosperity today, and the potential for those threats to increase in the future.… The central challenge to U.S. prosperity and security is the reemergence of long-term, strategic competition by what the National Security Strategy classifies as revisionist powers. It is increasingly clear that China and Russia want to shape a world consistent with their authoritarian model—gaining veto authority over other nations’ economic, diplomatic, and security decisions.”Now this is an incredibly significant event. Perhaps signaling the most important shift in our time. And for a country to be labelled a “revisionist power” by the US in an official NDS paper is an absolutely big deal. Enough for us to make it a basis to view and interpret subsequent geopolitical events. And yet strangely enough, none of the other answers mentioned this. Although some have spotted key elements in it.As Robin pointed out, the world is at an inflection point:“The primary reason is likely to be the CCP’s judgment call on the inflection point in China’s domestic situation and the overall international trend. They are acting on their judgment that China, and the rest of the world, is at an inflection point, which calls for a new strategy.”And what is this inflection point that Robin left unmentioned? It’s that America has come to realize that the “China will either liberalize or collapse” narrative has been too naive. Reality has constantly contradicted America’s expectation. An alternative model to American democracy has emerged and grown powerful, and not only challenged America’s economic supremacy, but also her ideological supremacy. And it has to come to term with that, by shifting its national defense strategy.Paul also mentioned as reasons for Xi’s move to amend the constitution:China has a great opportunity to become the world’s leading superpower, replacing the US, because China has continued to grow steadily, and the US is going into more rapid decline, especially under President Trump’s isolationism. If China acts under strong leadership, then China can make its move into leading position;The US media and powers-that-be in politics will continue to challenge China on “rule-of-law” because they want to maintain the global framework established after WWII which perpetuated western influence. China’s role is to gradually undermine and diminish this western framework, and replace it with something else which follows along the framework of the One Belt One Road Initiative…This is in line with what the NDS report surmised, though worded in more hostile terms:“China is leveraging military modernization, influence operations, and predatory economics to coerce neighboring countries to reorder the Indo-Pacific region to their advantage. As China continues its economic and military ascendance, asserting power through an all-of-nation long-term strategy, it will continue to pursue a military modernization program that seeks Indo-Pacific regional hegemony in the near-term and displacement of the United States to achieve global preeminence in the future.… China and Russia are now undermining the international order from within the system by exploiting its benefits while simultaneously undercutting its principles and “rules of the road.”Now, China probably knew about and prepared for this beforehand. The US government probably have discussed it long before (Trump mentioned it earlier in December) — especially since General James “Mad Dog” Mattis - a formidable, highly respected veteran sung in the same line as McArthur and Patton - was appointed Secretary of Defense. He was the foremost proponent of the new National Defense Strategy.Mattis is a colorful man, tough and quite aggressive, as can be seen through his quotes:Though his character is not the most relevant thing here. The logic that leads to this new Great Power Competition is sort of beyond any individual’s subjective temperament. The publication of Mattis’ report simply made official what people in the game probably all sort of tacitly understood beforehand.Its probably also not an accident that president Putin timed the revelation of Russian doomsday weapon just a few days ago. This can be seen as a response to the newly published US National Defense Strategy. So should the timing of the CCP’s announcement about abolishing presidential term-limit. (And to stretch it, Trump might have had this in mind when he praised Xi: “He’s now president for life, president for life… And look, he was able to do that. I think it’s great. Maybe we’ll have to give that a shot someday”)Not only that, the new NDS will probably extend beyond the Trump presidency. Its logic, unlike Trump’s peculiar isolationism, is well established, and not likely to be overturned. In fact, the Trump administration is particularly slow to structure its policies to suit the new NDS, perhaps due to the influence of ideological anti-globalists in the White House. Whatever one thinks of it, China must prepare itself for this challenge, and position itself correctly. We are entering a new Era of intense competition between the Great Powers of the world. (This is possibly what the New Era in Xi Jinping Thought referred to). Every front is up to contestation. Air, land, sea, space, cyberspace, economic, ideological. While actual military confrontation will probably be avoided for a long time, contestations on other fronts are inevitable.“A long-term strategic competition requires the seamless integration of multiple elements of national power—diplomacy, information, economics, finance, intelligence, law enforcement, and military.” - said the NDS report.What’s amazing is that China’s military planners have anticipated and prepared for this kind of all-sided competition long before - as expressed in the important military treatise, Unrestricted Warfare.In 1999, two colonels in the Chinese Army, Qiao Liang and Wang Xiangsui, published a treatise that would heavily influence Chinese military planning for the following decades. The book was called Unrestricted Warfare (pdf). Its central theses were these:Future wars would be fought across the entire spectrum of human affairs, down to the individual level.The United States would be China’s principal adversary in any future conflict.Alternative methods of “fighting,” such as international law, economic warfare, disruption, trade conflict, currency manipulation, cyber war, terrorism, and population movements, could be just as effective as traditional engagements with military weaponry.American military planners take too narrow a view of the possibilities of future conflicts. They place too much emphasis on hardware and technology, and not enough on social, moral, political, and economic factors.Although the preparation for it was long before, the announcement of the US new NDS made it official, and marked the inflection point. Extraordinary times call for extraordinary measures. This sort of all-sided Great Power Competition requires a steady hand at the helm. Strong, consistent leadership is needed. It’s very possible that this is why Xi’s colleagues have agreed to let him take charge beyond two terms. This decision is too big to for any single person to make. As Robin pointed out, we can speculate all we want about factional power struggle and so - but viewing from the perspective of national interest and the logic of geopolitical-international relations, this is what it comes to. And in my opinion, president Xi is just the right man for the job.This kind of decision has its own risks, but not as great as many are making it out to be. Or if you pride yourself on being patriotic, do what you can to help your country in this Great Power Competition. It’s, after all, quite inevitable.
