This question can be read in a couple of ways. If you are referring to taking “advantage” of the welfare system through fraudulent means, or receiving food stamps, ADC and medicaid, without making the effort to get off of it, one can only estimate. If you are referring to those who really need it having the knowledge of what benefits are available to them, well, again one can only speculate. I will address the former.It’s not actually referred to as Welfare anymore. Since, the Welfare Reform program was initiated under the Bill Clinton Act (1996, I believe), the term Welfare Reform was changed to TANF - Temporary Aide to Needy Families. This refers to the monthly cash assistance available to families with children. Eligibility is to be determined by the State in question, but it will be based on household size; income that may coming into the household (part-time work that isn’t enough to meet the needs of the household size) and other factors. You must first have children to qualify to receive the ADC (Aide to Dependent Children) cash assistance. For Nebraska, it comes out to roughly $3.00 an hour - it’s barely anything, but can help when coupled with food stamps and medicaid.Bill Clinton’s welfare reform program was a work requirement initiative. Gone are the days of eating Bon Bons and staying home all day while you receive a monthly check from the State. After that, it continues with yearly sanction periods. You must also reapply following these penalty periods and lift that sanction before benefits will be considered for re-eligibility, which means you must first earn the weekly hours you’re required within five consecutive days, or the State will not re-open the ADC.If you are a single - parent with a child under the age of six your weekly requirement for the TANF program is 20 hrs a week, a single-parent with a child over the age of six is 30 hours a week and a two - parent household is required 35 hours a week. The State will assist with childcare so that the parent/parents in question are able to participate. Also, some basic transportation assistance in the form of limited gas if eligible, car repairs and bus passes. All have limits and often supportive services for participation assistance (except for childcare in most cases) are denied if in excess (For example, repairs exceeding the Blue Book Value of the car - Fair Trade In being the range). Bus passes are always offered.In addition, the Federal Government limits cash assistance to 60 months in a households lifetime. Recipients will go through a review around their 57th month to see if the qualify for hardship - an extension of their months for maybe one or two months. Generally, this is granted if the recipient is currently experiencing some severe medical issues or is in a domestic violence situation. Also, if there are no children in the house under 19, a household doesn’t qualify for the cash.I would say over sixty percent of my clients (I only work with those who are eligible for cash assistance, so this doesn’t include those who are only eligible for food stamps and/or medicaid) really want to work and are trying, especially single -parents in college. Often, they are working and going to school; yet they still qualify for a partial grant (ADC). There are still those that aren’t trying for various reasons. The predominate factor generally being it’s cultural or learned—their parents were on ADC in their childhood so it’s what they know - it’s a cycle. It’s unfortunate because assistance isn’t forever so when it runs out, if that client or household doesn’t have the tools necessary to achieve their own self-sufficiency, they are left struggling even more then when they were eligible for the limited cash assistance. In the end, States don’t want the children to suffer for their parents mistakes or hardships. The work initiative program (Work Requirement) was designed to help stop the cycle of poverty by offering just enough to hopefully give the children in these households a chance to become productive members of society.

Meaning the programs would encourage self sufficiency and give assistance for job education and placement no penalties for married couples and a strict limiting of additional entitlements being given once you’re entered in to the program . Active oversight & administration of all entitlements Ensuring participants are actively in education or seeking employment. Creation of a program so entitlement beneficiaries can use their own participants for pooled childcare So the other participants may enter the job market. Implementation of economic conservationism and drastic reduction of the bureaucracy.That’s a start.

Create a federal mandate with available funding grants to build low income housing in areas where there are insufficient low-income housing for the population.Universal access to childcare for all working Americans. Mandatory paid maternity and paternity leave.Require employers to provide all benefits available to full-time employees to part-time employees on a prorated basis relative to percentage of full-time hours worked. Benefits that cannot be prorated must be provided in full.Tax capital gains and stock options as ordinary income, eliminate the income cap on FICA taxation, raise the maximum federal income tax rate to 40%.
