IMO there are six top reasons, all of them interconnected, that lead to poor agricultural productivity in IndiaPoor Soil Quality: Barring a few regions the soil is not really suitable for sustainable agriculture. Added to these woes is the fact that over use of irrigation and chemical fertilisers (Punjab, Haryana, western Maharashtra come to mind immediately) has lead to increased salinity of soil making it even more unsuitable for agriculture.Poor Irrigation (water management): Most of the agriculture is rain-fed as only 34% of agricultural land is irrigated. While climate change has caused rains to be erratic, we have more than adequate rains in most part of the country . However, water management leaves a lot to be desired. We have forgotten the principle of making water walk to make it work. A significant portion of the water just runs off. Areas in Bihar that get flooded are the same areas that face droughts 6 months later.Small Land Holding : Over 70% of farmers are small holders (less than 1 Ha of land). This means that one can rarely apply technological solutions that work best on the large scale.Inadequate Knowledge : farmers have poor access to knowledge of agricultural techniques. Agriculture extension services in most part of the country are pathetic and barring a few examples Agricultural Universities do precious little to contribute to knowledge. A small farmer is 'guided' by large farmers and agriculture input dealers on what to plant, when and how. What works for the large holder may not work for the small holder and input dealers have a conflict of interest.Low access to credit: which means even if the farmer wants to adopt a relatively simple technology, say drip irrigation, he is unable to do so.Outdated technology: In parts of tribal India where we have second generation farmers (households would hunt and gather just one generation ago), ox-ploughs are an innovation!Other reasons that contribute to agrarian woes arePoor conceptual thinking : for decades we have wallowed in socialistic principles of growing our own food. Food sufficiency does not mean an household being able to grow its food but being able to access food it needs. In many cases it would be wiser for a small holder to focus on cash crops and buy cereals needed from the income. But that is not the way a small holder has been asked to think.Poor access to fair markets: which also leads the farmer to get less, spend more and end up being unable to invest in the primary means of production - land.Pathetic government policies : for six decades the government has only proclaimed to be pro-agriculture. In reality nothing significant has been done to help farmers get out of the crises they face.Apart from inherently poor soil quality there is no area where intervention wont help. One just needs the political will to do it.Looking back at this answer, I see that is has become something of a rant. Will leave it as it is though :)
