A very timely question.Due to my no longer being covered by my employer as of the end of this month, I need to purchase my own health insurance. So I went online to research different policies.And into the morass I sunk.I was immediately directed to the New York health exchange website (I am a NY State resident) — ok, fine. I saw a number of plans and found one that was acceptable to me. I clicked on it and was directed to another page where I had to fill out reams of information about myself. I kept wondering why I was still on a NY State page — why was the state collecting all this information about me? I just wanted to sign up for a plan, pay for it, and be done.But I couldn’t sign up directly with this major big-name insurance company. I had to keep plowing through the NY State forms. Finally, at the end, I got a message to the effect of “Can’t verify your identity.”What? I just gave you my life story. All kinds of personal info. Security questions about the name of my first pet, name of elementary school. Driver’s license info.But they said the driver’s license info I submitted didn’t match the NY State DMV info on file. But the DMV issued my driver’s license. How can my driver’s license not match my . . . driver’s license?So after many phone calls to the health exchange “help” line, it was determined that they could not, in fact, help me. They had no idea why my application was being returned as invalid. I had to physically travel to a human being who would physically verify my information that I am, indeed, who I am.And what information did I need for this person to validate my existence?My driver’s license.Kafkaesque, right?So I drove to this human being’s office. She was actually very helpful and told me that this happens all day long, regardless of your status as a citizen, green card holder, recent immigrant, just out of jail, whatever. Nobody really knows why applicants get kicked out of the system.This whole process took two and a half days. (I condensed all of the above-described activities in the interest of brevity.)And my (only somewhat tongue-in-cheek) conclusion: people don’t have health insurance because it’s just too damn hard to sign up for it. NY State, at least, has thrown every obstacle in your way. You have to overcome computer glitches and God forbid you don’t have a car to get to this “identity verification” person, because it would take all day to get to her via public transportation.Why couldn’t I just pick up the phone and call an insurance company, provide my info, pay the bill, and be done with it?Having the state as an intermediary has made the process so cumbersome and discouraging that it took the patience of a saint (which I have) to finally get my insurance.And one more thing: the NY State online system is only a few years old. Why are they already patching glitches in their software with human beings, instead of simply correcting the software? The software is new enough that it should still be correctable, right?This does not bode well for the NY State healthcare exchange system going forward. Perhaps if Governor Cuomo had to go through this process . . . .Yeah, right.

If your in California, Delaware, Mass, New Orleans, NY City, Oregon, Philadelphia, Pittsburgh - tell them it is ILLEGAL for them to ask you for your salary info.New law bans California employers from asking applicants their prior salaryMost recruiters already know this and will not ask. I had to wait until I went back to NY to get a new ID.If you are homeless, staying with friends/family, living in a shelter, couch surfing, etc… you have none of these and cannot get a Texas state ID.Some of the other acceptable forms of voter identification may be easier for certain individuals, but this is hardly a “minor hassle”.
