What are some facts that show that the United States healthcare system is broken?

A very timely question.Due to my no longer being covered by my employer as of the end of this month, I need to purchase my own health insurance. So I went online to research different policies. And into the morass I sunk.I was immediately directed to the New York health exchange website (I am a NY State resident) — ok, fine. I saw a number of plans and found one that was acceptable to me. I clicked on it and was directed to another page where I had to fill out reams of information about myself. I kept wondering why I was still on a NY State page — why was the state collecting all this information about me? I just wanted to sign up for a plan, pay for it, and be done. But I couldn’t sign up directly with this major big-name insurance company. I had to keep plowing through the NY State forms. Finally, at the end, I got a message to the effect of “Can’t verify your identity.”What? I just gave you my life story. All kinds of personal info. Security questions about the name of my first pet, name of elementary school. Driver’s license info. But they said the driver’s license info I submitted didn’t match the NY State DMV info on file. But the DMV issued my driver’s license. How can my driver’s license not match my . . . driver’s license? So after many phone calls to the health exchange “help” line, it was determined that they could not, in fact, help me. They had no idea why my application was being returned as invalid. I had to physically travel to a human being who would physically verify my information that I am, indeed, who I am.And what information did I need for this person to validate my existence? My driver’s license.Kafkaesque, right? So I drove to this human being’s office. She was actually very helpful and told me that this happens all day long, regardless of your status as a citizen, green card holder, recent immigrant, just out of jail, whatever. Nobody really knows why applicants get kicked out of the system. This whole process took two and a half days. (I condensed all of the above-described activities in the interest of brevity.)And my (only somewhat tongue-in-cheek) conclusion: people don’t have health insurance because it’s just too damn hard to sign up for it. NY State, at least, has thrown every obstacle in your way. You have to overcome computer glitches and God forbid you don’t have a car to get to this “identity verification” person, because it would take all day to get to her via public transportation. Why couldn’t I just pick up the phone and call an insurance company, provide my info, pay the bill, and be done with it?Having the state as an intermediary has made the process so cumbersome and discouraging that it took the patience of a saint (which I have) to finally get my insurance. And one more thing: the NY State online system is only a few years old. Why are they already patching glitches in their software with human beings, instead of simply correcting the software? The software is new enough that it should still be correctable, right? This does not bode well for the NY State healthcare exchange system going forward. Perhaps if Governor Cuomo had to go through this process . . . .Yeah, right.

What is the best strategy when a recruiter asks you your current salary before making an offer?

If your in California, Delaware, Mass, New Orleans, NY City, Oregon, Philadelphia, Pittsburgh - tell them it is ILLEGAL for them to ask you for your salary info.New law bans California employers from asking applicants their prior salaryMost recruiters already know this and will not ask. Penalties for breaking this rule are large. Here is another decent article on the topic

What exactly is the problem with the Texan voter ID law?

I'm in Texas. I was a college student here, but I'm originally from New York. My NY ID expired, so I needed to get a new one in Texas. Seems simple enough, right?I couldn't do it.The first thing you have to prove is your identity. There are three ways an individual can verify his/her identity:Bring one item listed in the “Primary Identity Documents” category orBring two items listed in the “Secondary Identity Documents” category orBring one item listed in the “Secondary Identity Documents” category and two documents listed in the “Supporting Identity Documents” categoryThe primary documents areTexas driver license or Texas identification card not expired more than 2 years. Proof of citizenship will be required if not previously establishedNot from TexasUnexpired U.S. passport book or cardDidn't have a passport. Passports are very expensive, by the way…U.S. Certificate of Citizenship or Certificate of Naturalization (N-560, N-561, N-645, N-550, N-55G, N-570 or N-578)Born in the USUnexpired Department of Homeland Security or U.S. Citizenship and Immigration Services document with verifiable data and identifiable photo, such as one of the following:U.S. Citizen Identification Card (I-179 or I-197)Permanent Resident Card (I-551)Foreign passport with attached temporary I-551 (immigrant visa endorsed with ADIT stamp)Temporary Resident Identification Card (I-688)Employment Authorization Card (I-766)U.S. Travel Document (I-327 or I-571)Advance Parole Document (I-512 or I-512L)I-94 stamped Sec. 208 Asylee with photoI-94 stamped Sec. 207 Refugee with photoRefugee Travel Letter with photo, stamped by Customs and Border ProtectionAmerican Indian Card (I-872)Northern Mariana card (I-873)Foreign passport with attached visa and Form I-94None of these apply to anyone born in the USUnexpired U.S. military ID card for active duty, reserve or retired personnel with identifiable photoCivilianAs a civilian born in the US outside of Texas, I had none of these. In fact, any young, poor would-be voter will likely have none of these, even if they are born in Texas. How about two secondary documents?Original or certified copy of a birth certificate issued by a State Bureau of Vital Statistics or equivalent agency from a U.S. state, U.S. territory, the District of Columbia or a Canadian provinceNOTE: Because Puerto Rican statute provides that Puerto Rican birth certificates issued before July 1, 2010 are no longer valid, the Department cannot recognize these birth certificates as proof of identification or lawful presence. For more information please select the following link. http://prfaa.pr.gov/birthcertificatesnd2.aspFor U.S. citizens born abroad—Certificate of Report of Birth (DS-1350 or FS-545) or Consular Report of Birth (FS-240) issued by the U.S. Department of StateOriginal or certified copy of a court order with name and date of birth indicating a name and/or gender change from a U.S. state, U.S. territory, the District of Columbia or a Canadian provinceObviously no one is going to have both of the first two, since you can't be born both in and out of the US. You only have the third one if you've legally changed your name and/or gender, which I have not. The “two secondary documents” option is pretty insincere.I didn't actually have a copy of my birth certificate though, so that excludes me completely. It costs about $40 to get a copy of your birth certificate and takes weeks. For someone living paycheck-to-paycheck, that's not an option. But wait, there's more!I also had to prove residency. That requires two separate documents. Let's see how I did…Any of the following documents will be accepted to verify an individual’s Texas residency. The two documents provided must be issued by different companies or agencies. For example, an individual may not use a water bill and an electricity bill from the same company.NOTE: Remember, all documents presented must contain the individual’s name and Texas residential address.Current deed, mortgage, monthly mortgage statement, mortgage payment booklet or a residential rental/lease agreementYes, I have a lease agreement. I had to wait until I went back to NY to get a new ID.If you are homeless, staying with friends/family, living in a shelter, couch surfing, etc… you have none of these and cannot get a Texas state ID.Some of the other acceptable forms of voter identification may be easier for certain individuals, but this is hardly a “minor hassle”.
