Priyanka Gandhi Vadra has now made only a formal entry in politics. She was already in politics earlier too, though informally, not occupying any formal position in the party. She had been campaigning during elections in UP earlier too, though in a limited number of seats, but her campaigning was widely reported in media. Moreover, the media reports repeatedly suggest that she was one of the key persons who was consulted by Sonia Gandhi earlier (and Rahul Gandhi) in most of major party decisions.It will have some effect, no doubt, but the extent of the effect and the side which gets benefit, are not yet quite clear at this stage. There are several factors at work.Since she has been appointed as General Secretary in charge of Eastern UP, let us have a look at the vote share of major political parties in UP.In 2014 Lok Sabha elections, Congress got 7.5% vote share against 42.30% of BJP. Samajwadi Party (SP) got 22.2% and BSP got 19.6% vote share.In 2017, UP Assembly elections, Congress got 6.2% vote share (it contested in alliance with SP) against 39.7% of BJP. SP got 22% and BSP got 22.2% vote share.So, it is quite clear that Congress is minor player in UP.Now, suppose, due to entry of Priyanka Vadra, Congress gains some additional votes. Let us presume (just presumption), it gets an additional about 3% to 4% of vote share, which takes its vote share to about 10%. My feeling is that this is perhaps the maximum additional vote share that Priyanka factor can bring to Congress.But, the important question to consider would be which party loses these votes to Congress?If the BJP loses these votes, then it will definitely affect BJP adversely, when seen in conjunction with the fact that now SP and BSP are contesting together, due to which their combined vote share will count (even if 2 + 2 will not be 4). So, due to this change, suppose the vote share is something like this: BJP – 36%; SP & BSP – 40%; Congress – 10%, then it will give advantage to SP & BSP. Congress may not gain much, while the major benefit will go to SP & BSP due to triangular fight.On the other hand, if SP and BSP lose these additional votes to Congress, then the beneficiary may be BJP. In this situation, suppose the vote share is something like this: BJP – 40%; SP & BSP – 36%; Congress – 10%, then due to triangular contests, BJP may gain some advantage.There is a third possibility that additional vote gain of Congress come equally from BJP and SP & BSP combine. In that situation, Priyanka factor alone may not affect the election results too much.There is also the possibility that Congress may not get substantial additional votes due to Priyanka factor. It may get only some marginal additional votes. This may be possible because, as I mentioned above, Priyanka has already been campaigning for Congress in previous elections and the vote share of Congress mentioned above included her presence too.We have also to keep in mind the “Vadra” or Robert Vadra factor. Priyanka comes with the baggage of Robert Vadra, who does not enjoy high reputation. Robert has been facing multiple criminal charges, though most of these cases are still in investigation stage. So, this means that BJP will also play the Robert Vadra card more this time. Only the time will tell, who gains more. Victim card used by Priyanka, or the corruption allegations against Vadra by BJP.Also relevant is the issue that Congress is the family business of Gandhis will gain more publicity. Is there even a single member of the Nehru Gandhi family who has not been in active politics (with direct entry at the top levels) for last 4-5 generations? So, the last refuge of Congress is the Nehru Gandhi family. They get entry at the top levels in Congress directly by parachute. Will this family business allegation have an impact? More so, if BJP decides to scare the voters by claiming that the next entrants would be Robert Vadra and his kids in parliament.There is no doubt that the Congress workers would be enthused by the presence of Priyanka. But, the important question to answer is – whether neutral voters (who are not loyal to any party) would also be enthused by her formal entry in politics? This is so because the loyal voters of other political parties would not shift their loyalty to Congress merely because of Priyanka; it is only the neutral voters who may be affected to some extent.Outside UP, impact of Priyanka may not be too much, as it appears that Congress wants to use her services mainly in Eastern UP to blunt the combination of Modi-Yogi.So, in my opinion, the entry of Priyanka Vadra in active or formal politics may have some marginal impact in 2019 elections. May be a few seats, here and there. But, it can be double-edged weapon too. It will take some time to tell definitely who would be benefited more by this move.

INA 212(f) allows the President to suspend the admission of aliens:(f) Suspension of entry or imposition of restrictions by PresidentWhenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate. Whenever the Attorney General finds that a commercial airline has failed to comply with regulations of the Attorney General relating to requirements of airlines for the detection of fraudulent documents used by passengers traveling to the United States (including the training of personnel in such detection), the Attorney General may suspend the entry of some or all aliens transported to the United States by such airline.(Emphasis mine)Thus the President can essentially close the border to all aliens if, in his opinion, to do so is in the national interest.The only real check on this power is the courts, as any law passed by Congress to override such action could be vetoed by the President, with Congress needing a two-thirds majority to override said veto. Trump would have enough support in Congress to block a veto override.Edit:. Whether any EO will affect adjustment of status applications is unclear. 212(f) affects entry of aliens into the US, so if Trump extends the EO to prohibit AOS, the authority to do so would have to hinge on another section of the INA or extending the definition of 'entry’ in immigration terms to include AOS.Edit 2:. Trump's EO appears not to affect AOS applicants and contains several exceptions. Those who may be affected may wish to read the text of the EO.
